Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member Keith McCamy, Member Greg Williams, Member Caroline Burghardt, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary CALL TO ORDER The meeting was called to order at 4:35PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young welcomed Caroline Burghardt to the CAC. Peter will be out of town in February and delegated Greg Williams as Acting-Chairman. REPORTS Peter Meeker attended the Board of Trustees held on December 14, 2016. All hearings were closed and applications were approved with the exception of one. Peter noted that one particular agent's applications were found to be faulty and denied by the Board. It was agreed that all agents/contractors should be licensed. Councilman Dinizio stated that the Town Board is working on this requirement. Jim asked if the CAC would be interested in N 2 assisting the Trustees with various projects and everyone agreed to assist, as needed. Jim discussed the purpose of the newly created Water Conservation Committee. The committee will focus on educating the public about water conservation. OLD BUSINESS Peter Meeker and CAC Publicity— Councilman Dinizio informed the committee that eventually all future meetings will be televised. Peter Meeker requested an update on the year-end-report. Chairman Young is working on the report. Greg Williams and Caroline Burghardt will follow Cornell's living shoreline project. NEW BUSINESS Peter Meeker submitted a draft position paper for review. He also suggested a code change regarding vegetated buffers to be submitted to the Town Board. Chairman Young suggested it be submitted to the Board of Trustees first. He asked everyone to draft a definition,of a non-turf buffer for a continued discussion in February. APPROVAL OF MINUTES Moved by John Stein, seconded by Keith McCamy, to Approve the Minutes of December 7, 2016. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Greg Williams, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of JOHN J. NICKLES (FROST ROAD ASSOCIATES, LP) to dredge, with ten (10) years maintenance, approx. 650 cy. of material within an area of the channel entering Petty's Pond that is experiencing excess sedimentation. Depth of dredging to -4.5' MLW (side slopes 1:3). Width of dredging to be 25'. Dredging to be performed by typical clam-shell bucket. Dredged material to be placed on beach located 55' to the southwest, above the HWM, via typical front-end loader. Located: Northwest of Arshamomaque Ave., Southold. SCTM#66-3-14&15 Inspected by: Keith McCamy, John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of GERARD & BETHANNE RIEGER to construct a 120' long CCA timber retaining wall landward of the mean high water line and associated 10' wide non-turf buffer. Supply and install 35 cy. of clean sand fill landward of proposed retaining wall. All work to be completed by hand methods. 3 Located: 3693 Pine Neck Rd., Southold. Located: 1200 Cedar Point Drive East, Southold. SCTM#90-2-21 Inspected by: Keith McCamy, John Stein, Peter Meeker The CAC Supports the application with the Condition the groins are reconstructed low- profile Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of LINDA S. SANFORD to construct a 4'X 40' ramp onto a 4'X 150' catwalk with a 4'X 40' "L" section at offshore end. Construct a 4'X 5' cantilevered platform with a 4'X 16' ramp down to a 4'X 40' fixed lower platform. Provide water and electric service to offshore end of dock. Install three 2-pile mooring dolphins. Located: 780 Old Paradise Point Rd., Southold. New sanitary system, new drywells for roof and driveway run-off, relocated underground waterline, new permeable gravel driveway, removal of existing sanitary system, installation of 10' non-turf buffer at bulkhead, and installation of temporary silt fencing during construction. Located: 3575 Wells Rd., Peconic. SCTM#86-2-10 Inspected by: Keith McCamy, John Stein, Peter Meeker Vote of Council: Ayes: All 4 Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of DOUGLAS & MICHELE GEROWSKI for the existing and originally built prior to 1973; 4'X 5' timber walk to 2'X 13' timber catwalk with 1" X 6" Trex deck boards; three 4"X 4" posts; 2'X 8' ramp with 1"X 6" Trex boards; two 6" --dia-pilings; 6'X 8' float-with-1"X-6" Trex board s-and-two-8"dia. pilings; and-two-1"X-6"-X-- - 5.6' nd-two-'1"X6"-X-- 5.6' wood boards as kayak racks. Located: 5705 Stillwater Ave., Cutchogue. SCTM#137-4-4 Inspected by: Keith McCamy, John Stein, Peter Meeker The CAC Supports the application with Condition the Trex boards are replaced with Flo- Thru decking over the active marshland. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of JEFF & JAIME ABRAMS for the demolition of existing house and construction of a new residence, which will include a front and rear porch, two car garage, new swimming pool, new underground drywells and new sanitary system. Located: 7325 Nassau Point Rd., Cutchogue. SCTM#118-4-1 Inspected by: Peter Young The CAC Supports the application with retractable beach stairs parallel to the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Caroline Burghardt„ it was RESOLVED to Support the application of RYAN & CHRISTINE HARPER for the removal of 102 If. timber bulkhead and 6 If. bulkhead return and replacement in same location with vinyl bulkhead with raised height of 18" above existing top cap. Provide 15 cy. of clean sand fill landward of proposed bulkhead. Also included is a proposed 16'X 32' in-ground swimming pool adjacent to existing residence with pool backwash directed to dedicated drywell. A 10' non-turf buffer will be placed along the existing bulkhead. Located: 2100 Ole Jule Lane, Mattituck. SCTM#122-4-8 Inspected by: Peter Young The CAC Supports the application, however, there is no justification for raising the bulkhead. There is a concern that the raised height will set a precedent for the 5 neighboring bulkheads. The CAC recommends the drywell for the pool is located on the landward side of the pool. Vote of Council: Ayes: All Motion Carried - Moved by Greg Williams,-secorided by Caroline Burghardt, it-was--- RESOLVED t-was--RESOLVED to SUPPORT the application of BOERA AL&S REVOCABLE TRUST for the removal and replacement of 60 If. of deteriorated timber bulkhead with new vinyl bulkhead in same location as existing as raised height of 18". Supply 15 cy. of clean sand fill behind proposed bulkhead from upland sources. Remove and replace existing 4'X 6' timber platform in same location as existing. Located: 2170 Ole Jule Lane, Mattituck. SCTM#122-4-9 Inspected by: Peter Young The CAC Supports the application, however, there is no justification for raising the bulkhead. There is a concern that the raised height will set a precedent for the neighboring bulkheads. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of CHRIS AUSTIN to extend existing fixed dock approx. 45' to reach 2.5' mean low water. New dock dimensions will be 4'X 75' fixed dock, 3'X 15' aluminum ramp, and 6'X 20' floating dock. Located: 913 Bungalow Lane, Mattituck. SCTM#123-3-11.1 Inspected by: Peter Young The CAC Supports the application, however, the dock was not staked. It could not be determined whether the dock exceeds 1/3 across the width of the creek. The CAC recommends the use of best management practices. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by John Stein, it was RESOLVED to SUPPORT the application of DR. VISHNU SEODAT to construct a timber or concrete wall, approx. 35' back from edge of bluff. Build a concrete or stone wall approx. 75' back from edge of bluff. Regrade existing fill and topsoil in order to create a more level area between proposed walls. Installation of fire pit south of first wall. 6 6 Installation of safety rail fence along edge of first wall, and all disturbed areas to be grass after final grading. The next meeting of the Conservation Advisory Council will be held on Wed., February 8 , 2017 at 4:30PM at Down's Farm Preserve.
