Southold Transportation Commission Southold Town Hall January 23, 2017 Meeting Called to Order: 10:04 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Town Engineer Jamie Richter, Police Chief Martin Flatley, Planning Director Heather Lanza, Highway Superintendent Vincent Orlando, Frank Field, Nick Mazzaferro and Tom Fox. The Commission also welcomed New Member Jim Kalin. Approval of December 19, 2016 Meeting Minutes A motion to approve the minutes was made by Jamie Richter and was seconded. After discussion concerning changes suggested by Heather Lanza and Councilman Ruland, the motion was carried. With those changes highlighted in yellow, the amended December 19 minutes are attached. EETC Update There was no January meeting due to the scheduled January 26 meeting in Riverhead of East End State, County and Local government representatives with LIRR planners concerning service improvements on the North and South Forks. The next meeting will be in April. Update — Lavender Farm — East Marion In her email of December 29, 2016, Patricia Moore, Esq., counsel for the Owners of Lavender Farm, updated the venue's proposals for additional parking. The previously considered purchase of another 27 acre farm area has been withdrawn. The farm will now convert some of its active growing area into parking spaces and recognizes that, while not solving the traffic problems, it may alleviate traffic flow. The Owners had also previously considered that the purchase of additional land closer to Riverhead, although Ms. Moore did not provide an update on that proposal. Counsel also reported that the Orient FD had asked to meet with the Owners and the Supervisor concerning the access of emergency vehicles. Chief Flatley will meet with OFD on January 27 and will report on the results of that meeting. Councilman Ruland advised that the East Marion Civic Association has also expressed great interest in the traffic and parking issues and wants notice of the Commission's next meeting. Heather Lanza advised that there was no site plan for the Lavender Farm and Councilman Ruland suggested that one should be considered. Mr. Ruland also observed that the Mattituck Strawberry Festival had previously used off-site parking facilities in Riverhead, with shuttle buses providing access to the venue. Supervisor& Town Board Requests Laurel School Route 25 Abandonment - Update NYSDOT will schedule a meeting in 2017 of all stakeholders to resolve the issue. In the meantime, NYSDOT will install No Parking signs as necessary. The concerned homeowner was copied. New DEC Boat Ramp at Hashamomuck Creek - Southold Jamie Richter presented a Google Map and site plan from NYS covering the proposed boat ramp on the Old Main Road. NYS had previously purchased the Old Barge site for that 1 purpose. The site plan proposed parking for 6 cars and 31 boat trailers. It has been determined that the Old Main Road is owned by the Town of Southold and that the proposal may be an issue for the Trustees. It was also suggested that the installation of No Parking signs be considered on that road as necessary. Because of the impact of traffic accessing the boat ramp from SR25 in way of the Port of Egypt Marina, the NYSDOT will be requested to consider the placement of an intersection with the Old Main Road at location. Parking Problems with Non-Residents — Town-Wide A lengthy discussion of this issue produced several suggestions for consideration: • Parking stickers, signage and police traffic control, • Civic associations and chambers of commerce should be polled about their concerns, • Heather Lanza will have a new intern, who could gather data about problems, • Large signs posted at major spots concerning local parking • Compile a list of suggestions concerning parking issues town-wide for the Town Board's consideration, • Interim consideration of ad hoc issues outstanding. Public Requests All outstanding public requests will be deferred until the Commission's next meeting. Planning Board Requests All outstanding Planning Board requests will be deferred until the Commission's next meeting. Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has been further delayed to 2017. Old Business Commissioners Expiring Terms — March 2017 Councilman Ruland advised that the terms for Commissioners Brashich, Fields and Fox would expire in March 2017 and that requests for the extension of terms should be made to the Town Clerk's office. Traffic Control Signage— Love Lane - Mattituck Councilman Ruland suggested, as NYSDOT has offered no assistance concerning the posting of appropriate signage, that the signage be installed nonetheless. 2 New Business Repaving of CR48 Heather Lanza reported that CR48 will be completely repaved and brought into compliance with current code requirements from Cox Neck Lane in Mattituck to Goldin Lane in Southold, including previously discussed realignment of the Boisseau Avenue Circle in Southold. Next Meeting The next meeting is scheduled for February 13, 2017 at 10:00 AM in the conference room at Town Hall. The decision reached was to present a compendium to the Town Board for discussion and request guidance as to how to proceed with this town-wide review. TIHELE,JR. INTRODUCTION: On January 26,2017, executive officers and staff of the Long Island Rail Road met with East End State, County,and Local government officials to discuss short-term and long-term public transit improvements for the East End. This meeting was a follow-up to the original meeting held on July 8,2016 to address the need for improved service from the LIRR. In the interim period,the 5 East End Towns developed proposals for additional service,both short- and long- term,which was forwarded in November 2016 to the LIRR for consideration. At this second meeting,the LIRR and East End representatives discussed these service proposals and LIRR staff presented their initial assessments to these requests. Present at the meeting were Assembly Members Thiele and Palumbo, County Legislator Fleming,East Hampton Town Council Members Van Scoyac and Burke-Gonzalez,and Shelter Island Council Member Lewis. Representatives of State Senator LaValle and County Legislator Krupski were also present. Planning Officials of all 5 East End towns were present. Representatives of the Villages of East Hampton and Greenport were also present. In all, 27 people in attended from East End local government and the LIRR. LOCAL GOVERNMENT REQUESTS: North Fork 1. Increase the number of weekday departures from Greenport from 3 to 4,by repurposing the so-called"Jury Train"from Deer Park to Riverhead which currently has low ridership_ It was determined that a 4h weekday departure from Greenport could be accommodated. The LIRR will provide a draft schedule which includes 4 departures from Greenport for consideration by North Fork local governments. 2. Increase the number of weekend trains to Greenport between April and November from 2 to 3. It was also determined that at least this one additional trip could be accommodated with existing equipment, if an additional crew is added. The LIRR will review the cost of providing the needed crew and will provide a draft schedule for consideration by the North Fork local governments. 3. Fishermen Train-Currently the LIRR runs an equipment train,which does not pick up passengers, from Ronkonkoma to Greenport arriving at 5 a.m. in order to have a train in Greenport for the weekday 5:30 a.m. departure heading westbound. The LIRR has proposed that on a seasonal basis this train could service passengers to Greenport and be marketed as a"Fishermen Train"to enhance the tourism marketing on the North Fork and bring customers to Greenport on a seasonal basis to enjoy the fishing industry. -MORE- r -r -2- South Fork 1. Restoration of the South Fork Commuter Connection originally implemented on a trial basis in 2006-2007 during the CR 39 expansion project. This service provided 2 east bound commuter trains in the morning from Speonk to Montauk and an afternoon westbound commuter train from Montauk to Speonk. There was also a "last chance"bus from Montauk to Speonk in the late afternoon commuting period. The Towns provided shuttle buses to transport commuters from train stations to employment centers in the morning and back to the train stations in the afternoon. It was agreed that such a service could be accommodated,though some service modifications for Mondays and Fridays may be needed during the summer season.Modifications to the service provided in 2006-2007 will also be considered including(a)replacement of the"last chance bus"with a train and (b)provision of the service year-round,by including the summer season. It is recognized that the summer schedule would need to take into account the existing summer schedule and demand where there is already increased service,including the Cannonball. The LIRR will provide South Fork local governments with a potential schedule for this service so that the joint planning needed for this to be a success can take place. 2. Long Term Capital Plan. The long-term goal for the South Fork is to provide service every half hour eastbound during the morning commute and westbound during the afternoon commute. Lack of infrastructure and equipment precludes such additional service.A second track from Sayville to Montauk or at least additional siding(s) on the South Fork would be required to provide for more frequent service. It was agreed that there should be a study completed to create a plan for these longer term capital needs. It was agreed that state legislators would seek funding to undertake such a study. LIRR agreed to work with East End officials on the scope of such a study and to provide available information regarding infrastructure costs. TIME TABLE: North Fork The goal is to provide the above outlined additional service to the North Fork by the end of 2017. South Fork The provision of commuter service on the South Fork will take longer to institute. Once schedules are agreed to by the LIRR and South Fork local governments,the Towns must also implement a transit service to get commuters to and from train stations to employment centers. This will require funding and planning to establish. It will also require cooperation with the local business community. An aggressive marketing campaign will be required to educate the public about the new service. Therefore the estimated start date for the new service would be early 2018. State Legislators will seek funding for the creation of a long-term capital plan during the 2017 State Budget process. NEXT STEPS East End representatives and the LIRR will meet in early March 2017 to hopefully agree to the new services, establish train schedules, and needed additional actions to finalize the new services. -30- �,'N tP a. Thiele,Jr. (I,D, WF, WE-Sag Harbor)this week announced his opposition to the Governor's ridesharing proposal which would pre-empt local government regulation of such services. Currently, local governments have the authority to regulate ridesharing services such as Uber or Lyft, like any other taxi or livery service. Some East End local governments exercise that authority. The Governor's proposal would address the insurance issue which has limited ridesharing in New York State. However,it also restricted local government authority. Specifically,ridesharing would be governed exclusively by State law. Local governments would be prohibited from regulation of ridesharing with the exception of local traffic and parking control. Thiele stated, "I fully support ridesharing and the enactment of the necessary amendments to the State Insurance Law that would permit these services. There is a great demand for these services and the law should permit them.However, one size does not fit all. There are different issues in a large and diverse State like New York. The issues regarding ridesharing in a seasonal community such as the East End are very different than the issues faced in Buffalo at the airport. Local government should have the authority to address these issues,just as they currently do with taxi and livery services. There should be a level playing field. I am hopeful that in 2017 we can facilitate ridesharing in New York State while still recognizing the particular needs of different communities." -30-
