Commencement:
The meeting began 7:12 p.m. with six LPC members present.
Committee Minutes and Adoption:
Acceptance of LPC meeting minutes from October 25, 2016
MOTION
made by Sam McCullough, seconded by Anne Murray, to adopt the 10/25/2016 LPC
meeting minutes.
Motion carried: 5/0/1 (LPC member Eric Keil abstained as he was not present for the 10/25/2016
LPC meeting)
Acceptance of LPC meeting minutes from November 22, 2016
MOTION
made by Eric Keil, seconded by Sam McCullough, to adopt the 11/22/2016 LPC meeting
minutes.
Motion carried: 4/0/2 (LPC members Lillian Ball and Will Lee abstained as they were not present
for the 11/22/2016 LPC meeting)

Review request to revise excluded area \[executive session\]
EXECUTIVE SESSION.
The LPC members entered into
Land Preservation Coordinator Melissa Spiro presented landowner’s request to revise proposed
excluded area to include barn.
END OF EXECUTIVE SESSION
LPC directed Land Preservation Coordinator Melissa Spiro to contact landowner, David Steele, to
advise him that revision to proposed excluded area will not impact the pending purchase offer. LPC
asked Melissa to discuss the code minimum bulk schedule with landowner in regard to the amount of
uses retained for his proposed design, and changes to number of uses and appraised valuation if
excluded area is increased further.

Request from landowner to revise a condition of the offer \[executive session\]
Eugene & Maryanne Krupski (7:30 p.m. appointment) met with LPC members to set forth their
reasons to request a revision to a condition regarding the excluded area included in LPC’s 7/14/2016
purchase of development rights offer. LPC explained their reason for the condition.

The LPC members re-entered into
LPC discussed landowners’ request for revision to a condition regarding the excluded area.

MOTION
made by Eric Keil, seconded by Anne Murray, to direct Land Preservation Coordinator
Melissa Spiro to inform landowner, Mill Creek One, LLC, that LPC offer outlined in July 14, 2016 offer
letter remains the same. LPC willing to grant discussed revision request; however, in granting
landowner’s request, the offered price per acre for the purchase of development rights would be
reduced since this is a change to the appraised valuation.

Purchase offer extension request
MOTION
made by Sam McCullough, seconded by Eric Keil, to grant an extension until January 31,
2017 to allow time for landowner to respond to a purchase offer extended to Mill Lane One, LLC as
outlined in the July 14, 2016 LPC offer letter.
Motion carried: 6/0

Next Regular Meeting:
The next regular meeting intended to be held on Tuesday, January 10, 2017 will be re-scheduled due
to no voter quorum available for this date. LPC members will be notified as to rescheduled date.

The meeting ended at 8:19 p.m. with six LPC members in attendance.
