HomeMy WebLinkAbout12/19/2016 Southold Transportation Commission Southold Town Hall December 19, 2016 Meeting - Amended Called to Order: 10:18 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Town Engineer Jamie Richter, Police Chief Martin Flatley, Planning Director Heather Lanza, Jim Baker, Frank Field, Nick Mazzaferro and Tom Fox. Also Attending Supervisor Russell and Serge and Chanan Rosenbaum of Lavender Farm in East Marion, with their counsel, Patricia Moore, Esq. Approval of November 14, 2016 Meeting Minutes A motion to approve the minutes was made by Jamie Richter, was seconded by Jim Baker and was carried. Request for Meeting – Lavender Farm – East Marion The Fourth of July weekend is usually the busiest period. Although the farm currently has on- site parking for 50 cars, it seeks to expand capacity, both on and off-site. In that regard, the farm may also seek to convert some of its active growing area into parking spaces. Jamie Richter pointed out that a storm water discharge plan may be required for that proposal. Also under consideration are a 2.4 acre parcel and another 27 acre farm area, which would be used for parking the unsolicited bus traffic that usually appears. The purchase of additional land closer to Riverhead is also being considering. Ms. Moore advised that she had contacted the Southold and Greenport school districts as well as the Village of Greenport concerning the usage of their facilities, but had received no replies to date. In the meantime, the farm continues to work on a parking plan for the 2017 season. The Rosenbaums and Ms. Moore departed the meeting at 10:48 AM and, after further discussion with the Commission, the Supervisor left at 10:57 AM. EETC Update There was no meeting and there is nothing new to report. Opening on Transportation Commission Mr. James H. Kalin, the Safety Manager of Sunrise Coach Lines and a member of the Greenport Fire Department has applied for membership. A copy of his resume was provided. Supervisor & Town Board Requests Laurel School Route 25 Abandonment - Update Neb’s reply of November 21 to the concerned local residents advised that their proposed infrastructure improvements and safety measures of September 3 fall under the jurisdiction of NYSDOT. The Supervisor’s letter of December 7 to the Regional Director of the NYSDOT requested a meeting of all stakeholders to resolve the issue. In the meantime, SPD will intermittently monitor traffic flows at that location. 1 Public Requests All outstanding public requests will be deferred until the Commission’s next meeting. Parking Problems with Non-Residents – Town-Wide To be deferred until the Commission’s next meeting. Planning Board Requests Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has been further delayed to 2017. Heritage at Cutchogue – No Left Turn Concern The Planning Board has accepted the Commission’s recommendation of no left turns from Griffing Avenue Street on to SR25. Although the developers of The Heritage have objected to that recommendation, the Commission nonetheless reiterated its objection. Proposed Site Plan for Surrey Lane Vineyard - Southold This venue seeks access to SR25 from Lower Road. NYSDOT has suggested that construction of a driveway from the eastern side of that property crossing Lower Road to SR 25 perpendicularly be considered. However, that proposal would cross current parkland. The matter has been tabled while Jamie Richter contacts NYSDOT on that issue. That venue is located on Lower Road in Southold and seeks safer access to SR25. It has been suggested that a 90 degree turn be installed at the western intersection of Lower Road and SR25. However, that proposal involves crossing current parkland and will require further assessment of its viability. Proposed Site Plan for Sannino Winery - Cutchogue This venue is proposed for siting just west of Alvah’s Lane and CR 48. The Commission recommends that right turns (westbound) only be permitted for egress from that location. Heather Lanza will brief the Planning Board concerning the Commission’s discussion on this issue. Due to traffic issues on Alvah’s Lane and the median on CR48, ingress and egress from that venue on to those roadways require further study. Current Transportation Issues - Updates Southold / Greenport Bus Shelters No further action is expected before Spring 2017. Old Business None. New Business Proposal for Southold Beach Shuttle Jim Baker presented a concept plan for a shuttle service, which prompted discussion of the issue. The one difficulty is that parkland is involved, and alienating parkland is not easy to do, although small bits of parkland have been alienated for this purpose (improving traffic safety) in the past. Sannino. There is no option to having to make a right turn only there because of the median.The notes I have for this one are the Commission is adamantly opposed to a median cross-through,and a driveway onto Alvah's instead of CR 48 was an option that might be explored, except that wasn't ideal either because it would send more traffic up a narrow side street From: Thomas F. In his opinion, reconfiguring that road end to align with a new entrance for the proposed winery would improve traffic conditions. However, he also stated that accomplishing that goal would most likely take traffic studies for their design &safety departments to consider. This will take time and he cannot assume that they would approve any of the major design modifications we have been discussing because it is not his purview. With that being said, he has also agreed that this will be a costly venture and one that the State would not commit funds to. The issue of parking on Old Main Road came up and I said I would bring it to the Commission for their review. I have a copy of the proposed plan and an aerial view of the site that I will bring to the meeting. Please let me know if you need any additional information prior to the meeting. It's not going to solve the traffic problems but they are trying to do something about the traffic flow. > The Orient Fire Department asked to meet with us(and the supervisor). We are happy to meet with them. Sitting down with the Chief and the Fire Department may be helpful to brain storm on controlling the flow of traffic.
