Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member Keith McCamy, Member Greg Williams, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary CALL TO ORDER The meeting was called to order at 4:33PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young announced the resignation of Jack McGreevy. Jack's knowledge and enthusiasm will be missed and the CAC wishes him well with his future endeavors. The Town Board is currently working on the definition of bluff and bank with the code committee. REPORTS John Stein attended the Board of Trustees meeting held on November 16, 2016. The meeting was business as usual with several applications being Tabled for various reasons :s u 2 and eight (8) postponements. The longest discussion of the evening was the dredging application of West Lake, which was ultimately approved. Councilman Jim Dinizio reported that there are currently two vacancies on the CAC. The Town Board will re-advertise and consider an appointment at the next meeting on December 20tH Councilman Dinizio informed the council members that the chairman positions for all committees will be appointment in March and asked that recommendations be submitted to the Town Board. He also suggested that the CAC submit their goals for 2017 to the Town Board. NEW BUSINESS Peter Meeker suggested the CAC draft a letter to the Trustees and Town Board regarding non-turf buffers. There was a continued discussion regarding advertising on the Town's website and in the Recreation Department's brochure. Peter Meeker met with Mark Terry and it was suggested that the CAC draft a position paper on residential sanitary systems and water quality. Peter will draft an outline for review at the January meeting. APPROVAL OF MINUTES Moved by John Stein, seconded by Peter Meeker, to Approve the Minutes of November 9, 2016. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Greg Williams, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of BREWER YACHT YARD AT GREENPORT, INC. for the replacement of existing +/-507' timber bulkhead with proposed +/-507' vinyl bulkhead and replace/reconfigure docks. Raising of bulkhead 2' and ordinary maintenance involving back dredging to facilitate the installation of new vinyl bulkhead with dredged material replaced on-site. Located: 1410 Manhasset Ave., Greenport. SCTM#36-1-1 Inspected by: Peter Young, Peter Meeker, John Stein, Keith McCamy The CAC Supports the application, however, questions the need to raise the bulkhead 2'. The CAC requests support documentation to justify the request along with a 10' non-turf buffer landward of the bulkhead, including the walkway. 3 Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by John Stein, it was RESOLVED to SUPPORT the application of SALLY COONAN to remove existing 4'X 5' platform and construct a new 8'X 20' timber platform and install new timber retaining wall on landward side of new timber platform. Located: 2662 Paradise Shore Rd., Southold. SCTM#90-1-4 Inspected by: Greg Williams, Peter Young, Peter Meeker, John Stein, Keith McCamy The CAC Supports the application with the Condition materials used on the platform are consistent with best management practices and the slope is stabilized to the bulkhead from the top of the bluff. The CAC questions if the size of the 8'X 20' timber platform is in compliance with Ch. 275. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of GEORGE & DEBRA CORITSIDIS to construct a first story addition located 102.9' landward of the tidal wetlands line, covered porch located 97.7' landward of the tidal wetlands line, relocate an existing open wood deck located 97' landward of tidal wetland line and a first story addition located 107' landward of tidal wetland line. Located: 1800 Cedar Beach Rd., Southold. SCTM#89-2-3-5.1 Inspected by: Greg Williams, Peter Young, John Stein, Keith McCamy The CAC Supports the application with an appropriate non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of 1625 INDIAN NECK HOLDING CORP. to remove existing 4' X 74' fixed timber catwalk and construct in place and elevated fixed "L" shaped timber dock (constructed with open-grate decking), consisting of a 4'X 123' elevated catwalk leading to a 6'X 16' platform at its seaward end. Located: 1625 Indian Neck Lane, Peconic. SCTM#86-5-8.1 Inspected by: John Stein, Greg Williams, Peter Young, Keith McCamy The CAC Supports the application with a 15' non-turf buffer landward of the high-water mark. 4 Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by John Stein, it was RESOLVED to SUPPORT the application of JUJAX PARTNERS LLC to clear an approx. 9,650 sq. area located between 50' and 100' from top of bluff with construction of a - dwelling and appurtenances located more than 100' from top of bluff and outside of Ch. 275 jurisdiction. Located: 1975 Soundview Ave., Mattituck. SCTM#94-1-11 Inspected by: Greg Williams, Peter Young, John Stein, Keith McCamy Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of JOSEPH & LINDA SCIOTTO to remove existing deck and patio and construct an in-ground swimming pool 16'X 32 . Proposed patio/pool surround at grade, proposed equipment enclosure and proposed 8'X 2' backwash leaching pool. Proposed 4' high glass surround with two gates, construct deck between bulkhead and retaining wall with a landing and three sets of stairs. Located: 8380 Great Peconic Bay Blvd., Laurel. SCTM#126-11-20 Inspected by: Peter Young, Peter Meeker, Keith McCamy, John Stein The CAC Supports the application and recognizes the 42' setback from the bulkhead. Vote of Council: Ayes: All Motion Carried ELIZABETH W. FURSE for a one-story frame addition to existing two-story frame residence with low-height basement, accessed from the exterior of the house only, to be used for storage. Proposed open deck extension with new stairs down from deck to natural grade. Located: 2412 Peninsula Rd., Fishers Island. SCTM#10-3-5 The CAC did not make an inspection, therefore no recommendation was made. RECOMMENDATIONS —AMENDMENTS TO WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Meeker, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of RACHELL CASHWELL to Amend Wetland Permit#8899 for the new location of the proposed house and pool. a 5 Located: 515 Harbor Lights Dr., Southold. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of CASTELFORTE, LLC to Amend Wetland Permit#1807 to remove existing 6'X 20' float and (2) pilings remaining from previously existing dock; and construct a fixed "L-shaped" timber dock, consisting of a 4'X 34' catwalk (included +/-3' steps at landward end) leading to a 6'X 12' "L" shaped platform at seaward end. Located: 2100 Glenn Rd., Southold. SCTM#78-2-38 Inspected by: Peter Meeker, Keith McCamy The CAC Supports the application with the Condition of a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for Wed., December 14, 2016 at 5:OOPM. The next meeting of the Conservation Advisory Council'will be held on Wed., January 11 , 2017 at 4:30PM at Down's Farm Preserve.
