Accept the resignation of Richard Ploth from his position as Chairman of the Board of Ethics Committee. Authorize modification to the General Fund Whole Town 2002 budget to cover costs for beaches and the winter brochure publication. Authorize modification to the General Fund Part Town 2002 budget to appropriate funds for anticipated 2002 moratorium consultant charges. Authorize and direct Town Clerk Neville to advertise for the position of seasonal account clerk. Rescind resolution #645, adopted at the regular October 8, 2002 Town Board meeting, setting the public hearing for the purchase of development rights of agricultural lands of Rutkoski for 1:05 p.m., October 22, 2002. Set 7:25 p.m., Thursday, November 7, 2002, Southold Town Hall, as the time and place for a public hearing on the purchase of development rights of agricultural lands for a certain parcel of property owned by Henry and Helen Rutkoski. Grant permission to Anthony J. Wisowaty to temporarily locate a one-family house trailer on his property. Designate the Joseph Manduca House (Wickham/Prince House), 110 Youngs Avenue, Southold, as a Southold Town landmark. Declare equipment in the Town Attorney's office as surplus and authorize and direct Town Clerk Neville to advertise the same for bid. Declare equipment in the Planning Board Office as surplus and authorize and direct the disposal of same as it is unusable. Declare itself to be lead agency, as there are no other involved agencies, in regard to SEQRA in the matter of the amended petition 318 of Darrin Skrezec for a change of zone. Determine that the change of zone for the property identified as SCTM #1000-74-4-14.1 from Hamlet Business and Low Density Residential to Limited Business and Residential Office District Designation to be an UNLISTED action pursuant to SEQRA Rules and Regulations. Set 7:20 p.m., Thursday, November 7, 2002, Southold Town Hall, as the time and place for a public hearing on the purchase of development rights of agricultural lands of Dickerson, SCTM #1000-88-1-10. Determine that the construction of a public parking area on Grilling Street, Cutchogue, is an UNLISTED action, pursuant to SEQRA Rules and Regulations, having no significant effect on the environment. Approve the acquisition of a leasehold interest for a term of 20 years for a parcel on Grilling Street, Cutchogue, for construction of a public parking area, and approve the appropriation of $230,000 for said construction through the issuance of serial bonds; the Town Board having determined the project to be an UNLISTED action having no significant effect on the environment. 685.
