Members Present Councilman William Ruland, , Town Engineer Michael Collins, Police Chief Martin Flatley, Planning Director Heather Lanza, Jim Baker, Nick Mazzaferro and Tom Fox. Also Attending Councilwoman Jill Doherty. Approval of September 19, 2016 Meeting Minutes A motion to approve the minutes was made by Jim Baker, was seconded by Chief Flatley and was carried. Parking Problems with Non-Residents—Town-Wide New Suffolk Councilwoman Doherty, a New Suffolk resident, briefed the Commission on traffic problems in that hamlet. She provided a Google map of the waterfront in way of 1st Street from the vicinity of Legends southward to the Town Beach and explained that the New Suffolk Waterfront Fund owns all of the property east of 1st Street, including vacant areas. Moreover, the Town has been unable to reach agreement with that group for parking access on some of those vacant parcels. It was also noted that a particularly persistent town-wide problem arises from non-resident drivers discharging their passengers and equipment at town beaches and then parking their vehicles at as close a distance to the beach areas as possible. After a lengthy discussion, it was suggested that the following solutions be considered: Amend the Town Code to provide for boat ramp usage fees and parking stickers, One way traffic northbound on 1 st Street was rejected due to likely resulting U-turns, A traffic study on 1 st Street in way of Legends and Summer Girl, Year round resident parking stickers, Ad hoc solutions to local issues while pursuing a town-wide solution, Use of consultants for proposals for inclusion to the Town Plan Transportation & Infrastructure Chapter, Parallel parking on the east side of 1 st Street in way of Legends and Summer Girl, Hire more year-round part-time traffic control officers and utilize bay constables. The Commission thanked Ms. Doherty for her input and she departed the meeting at 11:05 AM. EETC Update East End Transportation Summit Heather reported that the minutes of the October 19 were available. Hamlet Shuttle Bus Service Only Hampton Jitney responded to SCDPW's request for proposals. There will be major cost issues associated with that project. 1 LIRR Improved East End Service After the August 11 meeting in Riverhead, separate requests developed by the North Fork towns (Southold and Riverhead jointly) and South Fork towns for improved service were presented to state and local legislators for forwarding to the LIRR. It is hoped that a meeting with LIRR planners may be scheduled as soon as possible. Greenport Escalating Adverse Traffic Impacts Update As the Village of Greenport has failed to provide updates, it was agreed that the above issue would no longer be considered by the Commission. Public Requests - Final Determinations Lavender Farm Parkinq — East Marion A representative of that venue has requested to attend a Commission meeting, when the farm's own parking plan for 2017 is ready. It was suggested that the farm consider arranging off-site parking at Greenport High School and/or the Polo Grounds. Neb will follow up with Lavender Farm's counsel. Removal of One-Way Siqns —SR25 at Colonial Corners - Southold Neb's letter of September 22 to Mullen Motors concerning their request for the removal of two one-way signs controlling ingress and egress from the above shopping area advised that after a review of the Town Code, removal of those signs would require both NYSDOT and Town Planning Board approvals. Other findings and suggestions were included in the letter and a response is awaited from Mullen Motors. Cross-Walk Safety Issues— Handy Pantry - Mattituck A local resident's email of October 19 expressed concerns about pedestrian safety at that location on SR25 arising from westbound vehicles passing on the right of vehicles turning left onto New Suffolk Avenue. The resident suggested that a flashing sign be installed at intersection. Neb will write to the resident concerning the pending traffic study covering SR25 in the vicinity of Love Lane. In the meantime, Chief Flatley will place a variable message electronic sign at the crosswalk. Shorecrest at Arshamomague Parkinq Request— Follow-Up A local resident's letter of September 27 thanked the Commission for its assistance with that issue. However, the resident also suggested that signage covering seasonal parking by permit only be considered for that location and whether there should be a fee differential for residents and non-residents. Neb will advise the resident that there will be a comprehensive review of parking problems town-wide. Supervisor& Town Board Requests No Parkinq Signage Request— Corner of Sunset Lane & Sound Ave - Greenport Neb's letter of September 22 addressed a local resident's concern that cars were parking overnight with motors running and creating a nuisance. The situation has been investigated and the Commission has no objection to the placement of a No Parking sign on the north end of Sunset Lane and recommends that the Superintendent of Highways install this sign at the earliest opportunity. However, as that action requires review by the Town Attorney's office, a public hearing and a Town Board resolution in due course, no further action will be taken pending those actions. In 2 the meantime, the matter has been referred to Chief Flatley for enforcement measures against the illegal activity at the end of Sound Avenue. Laurel School Route 25 Abandonment - Update NYSDOT responded to local residents' concerns about traffic and maintenance on Franklinville Road. The agency reports that maintenance issues are the responsibility of the Town of Southold. Nonetheless, while the residents acknowledge that the Town has maintained the location, they have continuing concerns with traffic safety issues on that roadway. Councilman Ruland observed that attendance at the North Fork Early Learning Center on that roadway has fallen by more than 50 percent and that the main traffic problems arise in the early morning. However, as this matter has been under discussion for some time, Neb will contact the Supervisor concerning possible traffic control solutions. Planning Board Requests Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has been further delayed to 2017. Current Transportation Issues - Updates Southold / Greenport Bus Shelters No further action is expected before Spring 2017. Old Business None. New Business None. Next Meeting The next meeting is scheduled for December19, 2016 at 10:00 AM in the conference room at Town Hall.
