HomeMy WebLinkAboutLP-11/22/2016 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, November 22, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Vice-Chairman Doris McGreevy Anne Murray Eric Keil Members Absent: John Sepenoski, Chairman Lillian Ball Will Lee Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Tim Caufield, Peconic Land Trust Vice President Commencement:  The meeting began 7:10 p.m. with four LPC members present. Condolences:  The Land Preservation Committee members expressed their sympathy upon hearing the news on the passing of John A. Sepenoski, LPC Chairman John Sepenoski’s father. Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from October 25, 2016 HOLD – no voting quorum General Land Preservation Items: None Land Preservation Applications and Inquiries:  SCTM #1000-107.-10-8 (MILL LANE TWO, LLC) Purchase offer extension request Property is in contract between landowner, Mill Lane Two, LLC, and Quantuck Properties, LLC with an anticipated closing date of December 1, 2016. MOTION made by Eric Keil, seconded by Sam McCullough, to grant an extension until December 30, 2016 to allow time for landowner to respond to a purchase offer extended to Mill Lane Two, LLC as outlined in the July 14, 2016 LPC offer letter with a condition that in the event the sale of the property th concludes prior to December 30, the Town’s offer for the purchase of a development rights easement will expire upon the sale to Quantuck Properties, LLC. Motion carried: 4/0  SCTM #1000-107.-10-8 (QUANTUCK PROPERTIES, LLC, Contract Vendee) New PDR application Contract Vendee Bob Sullivan met with Land Preservation Coordinator Melissa Spiro and Planning staff regarding his conceptual plan for the property (SCTM #1000-107.-10-8) which includes two proposed residential lots, and a third lot that would include a development area for a proposed Winery & Tasting Room, together with an 11.85 acre farm area that would include a proposed Farm Equipment building. The 11.85 acre farm area is proposed as an offer to the Town to purchase the development rights. The concept plan was presented to LPC for preliminary review. Review will be continued at a subsequent LPC meeting. A joint informal meeting between LPC and Planning to discuss this proposed project and other projects and concerns was suggested.  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) Request from landowner to revise a condition of the offer \[executive session\] Purchase offer extension request EXECUTIVE SESSION. The LPC members entered into LPC discussed landowners’ condition revision request. Landowners have asked to attend the next LPC meeting to be held on December 13, 2016. END OF EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Eric Keil, to grant an extension until December 30, 2016 to allow time for landowner to respond to a purchase offer extended to Mill Lane One, LLC as outlined in the July 14, 2016 LPC offer letter. Motion carried: 4/0 Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None Next Regular Meeting:  Tuesday, December 13, 2016.
