A meeting of the Southold Town Conservation Advisory Council was held Wed.,
November 9, 2016 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:33PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
SPECIAL POWER POINT PRESENTATION
Guest speaker, Daniel Gulizio, Executive Director of the Peconic Baykeeper-Water
Quality Discussion
The presentation focused on water quality impairments being the symptom of a bigger set
of problems and the need to improve land use decisions though government. It's the
position of the Peconic Baykeeper that land use practices are unsustainable and there are
fundamentally flawed sanitary standards. The decision making process within the Suffolk
Co. Health Dept. has stopped working for us with a focus on special interest needs. The

regulatory process failure is the main problem, not money or infrastructure. Suggestions to
fix the process would be to file litigation, fix the regulatory process and/or contract private
management assistance for the Health Dept., which would could involve the Peconic
Baykeeper.
REPORTS
Greg Williams attended the Board of Trustees held on October 19th and reported on
various applications and findings by the Board of Trustees.
NEW BUSINESS
CAC Publicity— Peter Meeker suggested the CAC's monthly meetings be advertised in
the town's community ad, public notices, and website. Greg Williams suggested we
advertise in the recreation department's spring and fall brochure as well.
Peter Meeker met with Mark Terry regarding the wetland index maps. This mapping
project could be quite time-consuming so it was suggested to explore a project involving
residential sanitary systems. It was also noted that the Engineering Dept. is currently
working on stormwater management.
The CAC discussed the definition of a non-turf buffer and agreed that it was time to re-
define in the wetlands code. It was agreed by all to send a memo to the Board of Trustees
accordingly.
APPROVAL OF MINUTES
Moved by Greg Williams, seconded by John Stein, to Approve the Minutes of October 12,
2016.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of MAX & JIMENA FAERBER for alterations to
an existing two-story dwelling, converting four seasonal apartments to a single-family
dwelling. Scope of work includes a small bedroom extension under an existing covered
porch, converting existing partial first-floor roof to a roof deck, drainage improvement on
existing second-floor deck, replacement of windows, replacement of deck railing,
replacement of columns on deck, replacement of existing entry porch side lattice screen,
and interior rearrangements.

RESOLVED to SUPPORT the application of PAUL & PATRICIA AHLERS to remove and
replace (in-place) approx. 20 If. of existing timber bulkhead with vinyl bulkhead; remove
"L" shaped section of existing timber bulkhead consisting of+/-48' shore-parallel section
and +/-7' return, and construct new +/-48' shore-parallel vinyl bulkhead up to 7' landward
of+/-48' section to be removed; remove most northerly 14 If. of existing bulkhead and
construct new +/-29' vinyl bulkhead landward of MHW between northerly end of new +/-48
vinyl bulkhead and neighboring bulkhead to north; raise existing 3'X 9' ramp to dock to
meet top of proposed +/-29' vinyl bulkhead; construct +/-10' vinyl return along northerly
property line; reuse approx.10 cy. of upland soil material excavated from landward side of
existing +/-48' bulkhead to be removed as backfill together with approx. 60 cy. of clean
sand/loam to be trucked in from an approved upland source; remove concrete and other
debris from unbulkheaded-shoreline at southerly end of property and place approx. 28 If.
of 12"-18" dia. stone rip-rap along toe of eroding embankment.

RESOLVED to SUPPORT the application of FRANCINE LUQUE to remove and replace
176 If. of existing timber bulkhead with new vinyl in same location and raised height of 18"
along with 30 If. and 8 If. vinyl bulkhead returns.

RESOLVED to SUPPORT the application of JOSEPH & DOLORES MAGAGNIN to install
new vinyl sheathing on landward side of approx. 73 If. of existing timber bulkhead and +/-
18' timber return.

RESOLVED to SUPPORT the application of TURITTO/EL SHERIF to reinstall a bio-log
system with fill and native plantings within two separate areas along southern shoreline of
subject property. Intent is to replace in-kind what had been approved in 2008 but lost due
to Hurricane Sandy. Also remove four (4) dead/dying trees.

RESOLVED to SUPOPRT the application of ROBERT J. GUARRIELLO & ANNA T.
GUARRIELLO IRREVOCABLE TRUSTS to construct approx. 124 If. of vinyl bulkhead
and +/-9' return in place of (and 6" higher than) existing timber bulkhead and southerly
return; remove existing northerly return; incidentally dredge 10' wide area adjacent to
bulkhead to a max. depth of-4' ALW and use approx. 25 cy. of sand/silt spoil as backfill;
and remove and replace existing 5.5'X 6' platform, 3'X 12' ramp, 5'X 7' wood platform, 3'X
8' ramp and (2) TX 4' steps to an existing 6'X 106' floating dock, which shall be
temporarily removed to allow for bulkhead reconstruction.

underwater vegetation is addressed.

RESOLVED to SUPPORT the application of SUSAN & IRA AKSELRAD to construct
additions and alterations to the existing dwelling; remove and replace pre-existing
nonconforming septic system with an upgraded SCDHS approved sanitary system located
outside Ch. 275 jurisdiction; remove and replace septic system serving existing pool
house with an upgraded SCDHS approved sanitary system located outside Ch. 275
jurisdiction; drainage system of leaders, gutters and.drywells installed to capture and
recharge roof fun-off; and new pool drywell to capture backwash from existing swimming
pool. Approx. 1,033 sf. of existing lawn maintained within 5' of bluff crest will be removed
and replaced with native vegetation and permanently maintained as a 5' wide non-turf
buffer. A project limiting fence will be installed to contain site disturbance and potential
run-off during construction.

vinyl bulkhead in-place of and 12" higher than existing timber bulkhead; backfill bulkhead
with approx. 30 cy. clean sand/loam to be trucked in from an approved upland source;
install light pole at corner of bulkhead, in compliance with Town Code, with buried electric
and water lines from ROW.

RESOLVED to SUPPORT the application of MARC & DEIRDRE SOKOL for the as-built
wood deck; proposed pool, bluestone patio with pergola and proposed hot-tub with patio.
Approx. 730 If. of 8' deer fence and 252 If. of 4' wood picket fence with 15' gate at
driveway entrance, and 3' wide stone walkway from deck to bulkhead.

existing 503 sf. attached raised waterside deck and construct in its place a 1,868 sf.
attached raised deck addition (with steps) around proposed 16'X 32' raised swimming
pool; remove approx. 100 sf. portion of existing stone driveway; and install pool enclosure
fencing, pool equipment, pool drywell, and generator.

property line and 10' return; extend 50' existing retaining wall up to existing deck; extend
retaining wall 75' to easterly property line; remove damaged 75'X 11' wood deck; replace
part of deck under upper wood deck and replace existing outdoor shower on lower deck;
backfill area with 120 cy. of clean sand and top with beach stones; replace 4' stairs to
beach; replace 4' stairs from top deck to lower deck; replace/repair damaged 75' If. of
bulkhead; and restore area with mulch and vegetation.

construct beach access stairs from top of bluff to beach on the north side of the property,

EROSION PERMIT APPLICATIONS
Moved by Greg Williams, seconded by Peter Young, it was
RESOLVED to SUPPORT the application of HAROLD J. BAER to Amend Wetland
Permit#6170 to extend the walkway from the existing fixed walkway 4'X 65' plus steps to
grade at each end to a fixed walkway 4'X 105' plus steps to grade at each end.

John Stein will attend the next regular meeting of the Board of Trustees scheduled for
Wed., November 16, 2016 at 5:30PM.

There being no further business to come before the Council, the meeting was adjourned
at 7:45PM.
