The subject and adjacent properties have been retained and protected from flooding and erosion by bulkheading that is characterisitic of the dredged Fordham Canal shoreline since prior to 1981,and there is no other viable non-structural means of maintaining and protecting the upland portion of the property in its current location. Without replacement and maintenance of the bulkhead,the subject and adjacent properties would be exposed to severe flooding and erosional damage.
