Present were: Peter Young, Chairman John Stein, Member Jack McGreevy, Member Keith McCamy, Member Greg Williams, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary Absent: Peter Meeker, Member CALL TO ORDER The meeting was called to order at 4:40PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE REPORTS John Stein attended the Board of Trustees meeting held on Wed., September 21st and reported the meeting was business as usual and that the application made on behalf of Southold Sunsets was postponed. NEW BUSINESS Two resumes were received for the current vacancy. Councilman Jim Dinizio requested that Lauren Standish schedule interviews. � j 2 APPROVAL OF MINUTES Moved by Greg Williams, seconded by Jack McGreevy, to Approve the Minutes of September, 14, 2016. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Greg Williams, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of BREWER YACHT YARD AT GREENPORT, INC. to remove old dilapidated floating docks and replace with HDPE flotation boxes. No changes to configuration are proposed. Replacement of 6'X 149' main walkway, 4'X 52' tee, 6-3'X 18' finger piers and 4-3'X 20' finger piers. New floats will be attached to existing piles. Located: 300 Robinson Rd., Greenport. SCTM#34-5-7 Inspected by: Greg Williams, Peter Young The CAC Supports the application and recommends a 20' non-turf buffer landward of the bulkhead along both sides of the gate, consisting of 3/" gravel or larger. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of MARIA REINECKI to construct approx. 162 If. of vinyl bulkhead in place of (and 18" higher than) existing timber bulkhead; construct approx. 20 If. of submerged/"low-sill" vinyl bulkhead in place of existing timber bulkhead at mouth of existing boat ramp; construct +/-32' northerly/westerly vinyl return in place of existing timber return; construct +/-12' southerly/easterly vinyl return; backfill new bulkhead with approximately 100 cy. clean sand/loam to be trucked in from an approved upland source; construct a 4'X 6' platform in place of existing 6'X 6.5' platform attached to bulkhead; and replace existing 3'X 13' ramp with 3'X 16' ramp to existing 6'X 80' floating dock. SCTM#35-4-28.7 Inspected by: Greg Williams, Peter Young The CAC Supports the application with the Condition the height of the bulkhead is no higher than the neighboring bulkheads and a 10' non-turf buffer is installed along the landward side. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Jack McGreevy, it was 3 RESOLVED to SUPPORT the application of REUBEN DAVID & MARGERY DAVID for a proposed first floor addition to the existing dwelling; existing deck to be reconstructed and proposed to be extended 26.5'X 8' south side, 12.3' north side along the rear of the existing dwelling with new 4' stairs; 42.6'X 10.5' proposed screened-in porch below existing deck; 4'X 6' outdoor shower; install a new drywell; remove 8'X 16' wood shed in side yard; and 4.3'X 8.2' "doll house" shed to remain. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by John Stein, it was RESOLVED to SUPPORT the application of RACHELL CASHWELL for the demolition of the existing two-story residence and associated deck and sanitary system. Construct proposed 4,160 sf. two-story frame dwelling with 165 sf. front porch, 912 sf. rear deck and proposed sanitary system in accordance with SCDHS standards. Also included is a proposed 20'X 40' in-ground swimming pool in the rear property. All roof and driveway run-off to be directed to on-site storm drains. A proposed silt fence with hay bales to be placed around the construction site for the duration of the project. Located: 515 Harbor Lights Dr., Southold. SCTM#71-2-3 Inspected by: Peter Young The CAC Supports the application, however, the pool and proposed development were not staked. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of DANIEL & GINA DEVITO to construct a 4'X 40' ramp to a 4'X 150' fixed dock with a 4'X 30' lower platform at offshore end. Install four 10" mooring pilings, and provide water and electric. Located: 750 Paradise Point Rd., Southold. SCTM#81-3-26.1 Inspected by: Greg Williams, Peter Young Vote of Council: Ayes: All Motion Carried 4 Moved by Jack McGreevy, seconded by John Stein, to NOT SUPPORT the application of DAVID SCHAB & ARIEL KAMINER to dredge the mouth of the inlet, de-water on 1000- 90-1-9 and removal of sand to upland site. Located: 250 Midway Rd., Southold. SCTM#90-1-9 Inspected by: Peter Young The CAC does Not Support the application because there is no mention of the environmental impacts the Town dredge spoil will have on the wetland area, consistent with the CAC's recommendation of August 15, 2012. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by John Stein, it was RESOLVED to NOT SUPPORT the application of WEST LAKE ASSOC. for a Ten-Year Maintenance Permit to dredge the entrance channel and a portion of the adjoining West Lake to a depth of-3' mean low water. Locate the 95 cy. of material to the diked (bermed) upland portion of the property at 250 Midway Road (SCTM#90-1-9) for de-watering prior to removal of the material to an approved upland location. Located: West Lake Channel, Southold. SCTM#90-1-11 Inspected by: Peter Young The CAC does Not Support the application because there is no mention of the environmental impacts the Town dredge spoil will have on the wetland area, consistent with the CAC's recommendation of August 15, 2012. Located: 3005 Wells Rd., Peconic. SCTM#86-2-4 Inspected by: Keith McCamy, John Stein The CAC does Not Support the application to harden the shoreline and recommends the shoreline is re-graded and vegetated with native plantings, and a 5'-10' non-turf buffer is installed landward of the bank. Vote of Council: Ayes: John Stein, Keith McCamy, Peter Young, Greg Williams Nay: Jack McGreevy Moved by John Stein, seconded by Keith McCamy, it was 5 RESOLVED to SUPPORT the application of DAVID BOFILL & COLLEEN BOFILL to reconstruct the existing timber-sheathed bulkhead 70' overall into a new vinyl sheathed bulkhead. The existing deck located landward of the bulkhead to be removed prior to the bulkhead replacement, and reconstructed inkind/inplace following bulkhead completion with non-treated lumber. " Located: 5785 Vanston Rd., Cutchogue. KWIT REVOCABLE TRUST C/O SUSAN KWIT, TRUSTEE to construct approx. 98 If. of vinyl bulkhead in place of (and 18'° higher than) +/-99 If. of existing timber bulkhead; construct +/-30' vinyl return (within property limits) in place of existing +/-26' timber return; backfill new bulkhead with approx. 50 cy. clean sand/loam to be trucked in from an approved upland source; and replace existing 4'X 5' platform attached to bulkhead with 4'X 6' platform leading to existing 3'X 12' ramp and 6'.X 20' floating dock. Located: 1000 Old Harbor Rd., New Suffolk. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of JOSEPH SBARRA to install a 20'X 40' in- ground pool, a 1,525 sf. patio on grade landward of existing retaining wall with proposed 4' planter. Located: 3200 Cox Neck Rd., Mattituck. SCTM#113-8-5 6 Inspected by: John Stein, Keith McCamy, Jack McGreevy Vote of Council: Ayes: John Stein, Keith McCamy, Peter Young, Greg Williams Nay: Jack McGreevy- Based on environmental concerns, the pool should be moved back 10'-15'. Moved by Greg Williams, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of MARK DAVIS, ET AL to dredge channel 20'X 650' to -4' ALW, resultant (1,200 cy.) spoil to be off loaded by barge to property of Davis for dewatering/testing and trucked to an approved landfill. Located: Ole Jule Lane, Mattituck. SCTM#122-4-3,4,5,6 & 122-5-1 Inspected by: John Stein, Keith McCamy The CAC Supports the application with a 10' non-turf buffer depicted on the site plan. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of LANCE CARLTON to construct 3'X 135' long timber stairs to beach with 3'X 5' platforms, one 8'X 5' platform and 10'X 19' (190 sf.) deck at top of bluff.- Located: 2230 Central Dr., Mattituck. SCTM#106-1-24 Inspected by: Keith McCamy , The CAC Supports the application using best management practices, minimizing any disturbance to the bluff. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by John Stein, it was RESOLVED to SUPPORT the application of MATTITUCK PARK DISTRICT to install 25'X 40' long steel shade shelter at the northwest of the existing lifeguard building as a safety measure to protect park patrons. No other disturbance of land is necessary other than for the six (6) foundation columns for the proposed shade shelter. Located: North terminus of Breakwater Road, where the road meets the LI Sound directly west of the Mattituck Inlet. SCTM#99-2-19.1 Inspected by: Keith McCamy, Jack McGreevy The CAC Supports the application, however, the project was not staked. Vote of Council: Ayes: All Motion Carried Greg Williams will attend the next regular meeting of the Board of Trustees scheduled for Wed., October 19, 2016 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., November 9, 2016 at 4:30PM at Down's Farm Preserve.
