HomeMy WebLinkAbout09/19/2016 Southold Transportation Commission Southold Town Hall September 19, 2016 Meeting Called to Order: 10:03 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Frank Field, Town Engineer Michael Collins, Police Chief Martin Flatley, Planning Director Heather Lanza, Jim Baker and Tom Fox. New Member Resignation Recently appointed Tom Loreto, Jr. has resigned from the Commission. Approval of July 18, 2016 Meeting Minutes A motion to approve the minutes was made by Frank Field, was seconded by Heather Lanza and was carried. EETC Update East End Transportation Summit LIRR Year-round weekend service will be restored with immediate effect. LIRR Network Strategy North Fork and South Fork towns will plan separately for their individual needs with a joint meeting with LIRR planners to follow thereafter. The South Fork’s main focus will be on commuting. Heather briefed the Commission concerning the August 11 meeting (Chairman Brashich, Heather Lanza, Frank Field, Nick Mazzaferro and former Commissioner Margaret Brown) concerning the consensus reached at that meeting to improve LIRR service on the North Fork. Heather’s draft of that meeting was approved by the Supervisor and then forwarded to the Town of Riverhead for its consideration. Greenport Escalating Adverse Traffic Impacts Update Nothing new to report. Public Requests - Final Determinations No Parking Signs on Jockey Creek Drive - Southold The Southold UFSD has agreed to divert participants, parents, students and visitors at school events to proper school parking areas. Street Lights Aquaview Drive – East Marion The Supervisor forwarded a letter from a resident on roadway, which requested the placement of street lights close to the intersection of Cedar Drive. Chief Flatley will check that location and will report on his findings. Neb will advise the concerned resident of the need for a signed petition from local residents fort that request. Lavender Farm Parking – East Marion A representative of that venue has requested to attend a Commission meeting, when the farm’s own parking plan is ready. 1 Jim Baker has suggested that the farm lease a parking lot at a nearby location and provide shuttle service to the venue. Alternate suggestions included a reservation system and the petitioning of relevant government agencies to waive parking prohibitions on preserved lands. A situation report is expected at the next meeting. Removal of One-Way Signs – SR25 at Colonial Corners - Southold Mullen Motors has requested the removal of two one-way signs controlling ingress and egress from the above shopping area. Heather Lanza will check the site plan concerning signage. Supervisor & Town Board Requests No Parking Signage – Sunset Lane & Sound Ave - Greenport A local resident reported that cars were parking overnight with motors running and creating a nuisance. The situation will be investigated and Chief Flatley also observed that this is a common complaint throughout the Town. Laurel School Route 25 Abandonment - Update Homeowners immediately adjacent to the school have written concerning the State’s finding that the roadway in way of the school is state-owned and its impact on traffic safety and parking in way of their residence. Specifically, they have inquired whether the State Police has the authority to enforce NYS traffic laws at that location. Planning Board Requests Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has been further delayed to later in 2016. Parking Issues – New Suffolk Heather Lanza commented on email exchanges with a local resident concerning parking issues in that hamlet and she also suggested that action may be required before that issue’s impending inclusion in the Transportation & Infrastructure Chapter of the Town Comprehensive Plan. Councilman Ruland suggested that Councilwoman Doherty’s previous soliciting of local residents’ suggestions to local issues in the Town may serve as a model concerning the New Suffolk parking issues, with particular reference to the Love Lane situation in Mattituck. Orientation / Interpretive Signage Project – Final Status All of the kiosks and signs have been installed in suitable locations and this project is now concluded. Current Transportation Issues - Updates Southold / Greenport Bus Shelters Neb reported that a SCDPW rep had not inspected the proposed Town Hall site and that no further action is expected before Spring 2017. Old Business The Heritage at Cutchogue Heather Lanza reported that the Commission’s recommendations concerning that project have been included in the Planning Board’s comments. 2 Traffic Study Intersection of Love Lane & Old Sound Avenue - Mattituck at Route 25 Michael Collins advised that there is no funding available yet and that the Town will seek a sharing of costs with NYS and Suffolk County. It was also suggested that updating a previous study of that issue and a review of traffic accidents at that intersection be considered. New Business Repaving of County Road 48 – Entire Length Chief Flatley and Michael Collins observed that the poor condition of that roadway required a major total resurfacing over its entire length. After a discussion, it was suggested that it would be useful for the Supervisor and Legislator Krupski to write to SCDPW in that regard. In the meantime, Chief Flatley will draft some observations of particularly poor conditions on CR48. Next Meeting As there will be no meeting in October, the next meeting is scheduled for November14, 2016 at 10:00 AM in the conference room at Town Hall.
