Resolution #7.19.16.2 – Failed, 4 -3  A resolution was brought from the floor by Commissioner Harper, recommending that the Southold Town Building Department issue a stop work order in relation to work 335 Village Lane, Orient being done at (SCTM# 1000-25.-2-4.13), which was the subject of a public hearing on June 21, 2016 and a Certificate of Appropriateness approved by the commission. At issue was the fact that a side entry door had been replaced on the façade of the building and was approved on the condition that it was replaced “in-kind” with a wood door.  Upon an inspection of the property, it was revealed that the door was not made of wood as the applicant had stated at the public hearing. Commissioner Harper explained that the pictures presented during the public hearing clearly showed a vinyl door and that was why he voted against the Certificate of Appropriateness.  Chairman Garretson explained that he had already contacted the project architect, Mark Schwartz to discuss the matter and felt that perhaps a stop work order was not the best course of action, noting that no certificate of occupancy would be issued without final approval from the HPC.  The motion was made by Commissioner Harper with a second by Commissioner Parker. The resolution failed to pass with a 4-3 vote. (A full copy of the resolution is on file in the Southold Town Building department.) Public Hearing  Faerber, 2072 Village Lane, Orient (SCTM# 1000-24.-2-27). Additions and alterations to the façade of an existing single family dwelling on a landmarked property in the Orient Hideaki Arizumi, Architect. Historic District. Architect Hideaki Arizumi presented the commission with full construction o drawings of the project, which was the subject of a pre-submission conference on June 21, 2016. Mr. Arizumi explained that, at the commission’s recommendation, the owners o chose a sliding barn door for the storage garage. Also, at the commission’s recommendation, the architect chose to replace all windows in the home with a six-over-one design to make all of the windows uniform. Resolution #7.19.16.1 – Passed, Unanimous  Resolution #7.19.16.1, approving the proposed additions and alterations to an existing dwelling at 2072 Village Lane, Orient (SCTM# 1000-24.-2-27). Approved on a motion by Commissioner Webb and a second by Commissioner Parker, and a unanimous vote. (A full copy of the resolution is on file in the Southold Town Building department.) Old Business  150 Baywater Avenue, Southold. Commissioners continued the discussion of the repairs needed at 150 Baywater o Avenue. Commissioner Harper had explained that the property owner had made an application to Rebuilding Together Long Island’s (RTLI) North Fork Chapter to make repairs to the home. Currently a “reversible solution” of storm windows is being proposed. Commissioner Surchin agreed to visit the property with Commissioner Harper who is helping to spearhead the effort through RTLI.  Historic Church Updates Commissioner Feiler gave updates on both the Catholic Church properties in o Cutchogue and the Unitarian church property in Southold. Commissioner Garretson relayed concerns that residents of Orient had with the possible sale of the Methodist Church there. Among their concerns was the need to preserve the interior of the building. New Business  Scofield, 2355 Village Lane, Orient (SCTM# 1000-26.-1-13). Replace existing metal shingles on detached garage roof with green asphalt shingles to match existing house and tool shed. Commissioners reviewed the application and advised Damon Rallis, application o coordinator, to schedule a public hearing on the matter for the regular August meeting.  2017 Budget Review Commissioner Grathwohl expressed the need to create a subcommittee to work on o the budget. Even if it was too late for 2017, he said that having a budget committee in place to work throughout the year would be beneficial.  Procedural Process Commissioner Harper brought up the need to provide justifications for all o decisions made by the commission. He suggested that every commissioner regularly consult the book, “Field Guide to American Houses” before making any decisions. He also expressed the need for everyone, commissioners especially, to be more vigilant about work being done on historic homes without HPC approval, as there has been a spate of projects done particularly in the Orient Historic District, without approval. . Meeting Adjourned  The meeting was adjourned unanimously on a motion by Commissioner Grathwohl and a second by Commissioner Parker.
