The meeting began 7:06 p.m. with six LPC members present.
Committee Minutes and Administration:
Acceptance of LPC meeting minutes from September 13, 2016
MOTION
made by Anne Murray, seconded by Sam McCullough, to adopt the 9/13/2016 LPC meeting
minutes.

Land Preservation Applications and Inquiries:
SCTM #1000-107.-10-9 (MILL LANE ONE, LLC)
PDR Application: purchase offer extension request
MOTION
made by Eric Keil, seconded by Doris McGreevy, to grant an additional thirty (30) day time
extension to Mill Lane One, LLC (SCTM #1000-107.-10-9) to consider proposed purchase offer that
was last due to expire on September 15, 2016.
Motion carried: 6/0
Land Preservation Coordinator Melissa Spiro and Tim Caufield of Peconic Land Trust gave status
update on project.

Applications & Inquiries for Uses or Structures on Preserved Property
SCTM #1000-95.-1-5.2 (BUSTAMANTE (Warren’s Nursery) a/k/a Badenchini)
Request for Agricultural Structure within property subject to Town Dev Rights Easement
Land Preservation Coordinator Melissa Spiro informed committee members of monitoring inspectors’
recent discovery of a Quonset Hut now under construction within the Town’s purchased development
rights easement toward middle of farm on the Bustamante property f/k/a Badenchini. Building was in
location significantly different from that reviewed by LPC in 2008 and there was no record of current
building permit. A stop work order was issued by the Town Code Enforcer due to lack of building
permit.
On September 14, 2016, Landowner d/b/a Warren’s Nursery, submitted to LPC a Request for
Agricultural Structure Placement on PDR Lands for a 120’Lx40’Wx18’H agricultural building for the
storage of farm equipment and fertilizer.
MOTION
made by Eric Keil, seconded by Will Lee, finds that the corrugated steel Quonset Hut
currently under construction on Town PDR Land (SCTM #1000-95.-1-5.2) for the purpose of farm
equipment and fertilizer storage is consistent with the terms of the recorded easement and does not
exceed the 2% lot coverage limitation restriction.

SCTM #1000-102.-4-6.1 (NORTH FORK VITICULTURAL SERVICES, LLC a/k/a Ackermann)
Request for Agricultural Structure within property subject to Town Dev Rights Easement
Land Preservation Coordinator Melissa Spiro gave background information on previous LPC review
of proposed agricultural structure use and placement on Town PDR land as detailed in a letter dated
3/7/2016. LPC review on March 1, 2016, had found proposed building and use consistent with the
terms of the recorded easement.
The pending site plan application for an Equipment Barn was referred for review by Planning. The
building location and size differed significantly from that reviewed by LPC in March 2016. LPC
reviewed current proposal for equipment barn.
MOTION
made by Sam McCullough, seconded by Lillian Ball, finds that the proposed use
(agricultural equipment storage barn) is consistent with the recorded easement; therefore, provided
all proposed uses remain for agricultural production as defined within Chapter 70, the proposed use is
consistent with the recorded easement. The committee did not review the size or location of the
proposed building.

General Land Preservation Items:
ADDITION TO AGENDA – per Town Board Liaison Bob Ghosio
Town Board Liaison Bob Ghosio asked to address the committee concerning Chairperson
appointment process. He found that 1) most Committee Chairs were nominated by the committee
members for which they serve and some are required to be presented to the Town Board for
appointment with Town Board making final decision as to Chairperson appointee, 2) these
Chairperson positions are appointed during Town Board Organizational Meetings held each year in
January, and 3) that he was looking into possibility of Town Board appointment of Vice-Chairperson
for the Land Preservation Committee to conduct LPC meetings during absence of LPC Chairperson.
Bob recommended that LPC members address LPC Chairperson recommendation at 2017 Town
Board Organizational Meeting.
MOTION
made by Anne Murray, seconded by Lillian Ball, to nominate LPC member Sam McCullough
to serve as the Land Preservation Committee Vice-Chairperson.
Motion carried: 5/0/1 (LPC member Sam McCullough abstained)
