HomeMy WebLinkAboutLP-09/13/2016 DRAFT LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, September 13, 2016 at 6:00 p.m. Town Hall Annex Executive Board Room Members Present: Anne Murray Sam McCullough Will Lee Doris McGreevy Eric Keil Lillian Ball Members Absent: John Sepenoski, Chairman Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Welcome:  THE LPC MEMBERS WELCOMEDWILL LEE as the newest member of the Land Preservation Committee, having been appointed by the Southold Town Board (Resolution 2016-835 adopted September 6, 2016) to serve as a member of the Land Preservation Committee for a term to expire on March 31, 2017. Commencement:  The meeting began 6:10 p.m. with six LPC members present. Committee Minutes and Administration:  Acceptance of LPC meeting minutes from August 30, 2016 MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 8/30/2016 LPC meeting minutes. Motion carried: 4/0/2 (LPC members Eric Keil and Will Lee abstained as neither were in attendance at the 8/30/2016 LPC meeting.) Land Preservation Applications and Inquiries:  SCTM #1000-108.-2-7.1 (DAVID STEELE) PDR Application: appraisal review \[executive session\] EXECUTIVE SESSION. The LPC members entered into Appraisal review continued from last LPC meeting. END OF EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Anne Murray, to direct Land Preservation Coordinator Melissa Spiro to present an offer to David Steele, landowner (SCTM #1000-108.-2.7.1) for the purchase of a development rights easement on approximately 16.8 acres of agricultural lands at a price per acre as supported by the appraisal. The concept supported as part of the offer includes a ±2.5 acre development area that includes the residential dwelling and other improvements. This area will be prohibited from being subdivided from the area subject to the easement. Motion carried: 6/0 Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management:  MONITORING REPORTS AND PROCEDURES All federal monitoring reports due to NRCS by 9/15/2016 have been completed and Melanie will forward reports to NRCS before due date. Several easement violations found on routine field inspections were discussed. Land Preservation Coordinator Melissa Spiro gave update for informational purposes. LPC directed Land Preservation Coordinator Melissa Spiro to send easement violation notification letter to Khedouri Ezair (landowner in Orient, SCTM #1000-18.-6-14.9) and his property manager instructing landowner to comply with terms of easement within 60 days. Inspection on Bustamante property (SCTM #1000-95.-1-5.2) revealed the on-going construction of an approximately 40’x100’ corrugated steel hooped style structure located midway along the eastern side of easement area. Research found no building permit for the structure. The Town Code Enforcer has been contacted and a stop work order was been issued until the matter is resolved. General Land Preservation Items: None Next Regular Meeting:  Tuesday, September 27, 2016. The next regular meeting will be held on Adjournment:  The meeting ended at 6:52 p.m. with six LPC members in attendance. MOTION made by Eric Keil, seconded by Lillian Ball, to adjourn the meeting.
