Present were: Peter Young, Chairman Jack McGreevy, Member Keith McCamy, Member John Stein, Member Peter Meeker, Member Greg Williams, Member John Bredemeyer, Trustee Lauren Standish, Secretary. Absent: Tim Kelly, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:45PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE REPORTS Greg Williams attended the Board of Trustees meeting held on July 20th and reported the meeting was business as usual. He stated that rain gardens are becoming more common. John Bredemeyer provided an overview of how they work as well as grant opportunities through the Peconic Estuary Program. The CAC will consider creating an educational flyer to promote the use of rain gardens. 2 NEW BUSINESS Peter Meeker attended the Fishers Island Town Board meeting on August 3rd and had the opportunity to conduct field inspections with the Board of Trustees. The Board of Trustees will be meeting with the Town Board in the Fall to discuss code changes, which will include a provision for environmental assessments. It was agreed that erosion control methods, rain gardens and water quality are-important topics that require education and should be further discussed with the Town Board and the,Board of Trustees. John Bredemeyer and John Stein conducted water sampling earlier in the week. John Bredemeyer extended the invitation to all CAC members to participate in future sampling. APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by Keith McCamy, to Approve the Minutes of July 13, 2016. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of MAXINE & RICHARD SHRIBER to maintain the property by pruning trees, removal of three (3) dead trees and one dead bush. Removal of dead hanging branch line of old vines, planting of lavender and grass in area 70'-100' off water. Located: 12935 Main Rd., East Marion. SCTM#31-5-8.1 Inspected by: Peter Young, John Stein, Keith McCamy The CAC Supports the application with the Condition of a 15'-20' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of ROBERT & CHRISTINE HEMPEL to install new windows on south wall and new siding on garage; new roof over pre-existing northerly porch; new screened seasonal enclosure over pre-existing deck; install drywells for stormwater run-off; and the removal of flagged trees. Located: 160 Lakeview Terrace, East Marion. SCTM#31-9-17 Inspected by: Peter Young, John Stein, Keith McCamy Vote of Council: Ayes: All 3 Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of GEORGE & GAIL STARKIE for a wooden retaining wall built to keep road run-off entering canal and to be replaced with stone. Existing wall is collapsing. Located: 630 Tarpon Dr., Southold. SCTM#57-1-7 Inspected by: Peter Young, Peter Meeker, John Stein, Keith McCamy The CAC Supports the application with the following Conditions: • The requirement of an updated certified survey; • Installation of proper drainage with weep holes; • Definition of beach gravel, location, and size; and • The retaining wall should be constructed at a 3:1 slope. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of HAROLD REESE, JR. to construct a single- family dwelling with garage and deck, associated water service connection, sewage disposal system, retaining walls, drywells, driveway and landscaping. Located: 122 Hickory Ave., Southold. SCTM#78-7-51 Inspected by: Peter Young, Keith McCamy The CAC Supports the application with the Condition the retaining wall is depicted on the site plan and questions how the height of the retaining wall was determined. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of SOLUTION EAST LLC, CHARLES M. KITZ to reconstruct existing two-story dwelling destroyed by fire, in same footprint. Addition of 10'X 16.3' extension in rear to accommodate dining area, add open porch at rear 10'X 24' and wooden deck 10'X 24'. Located: 900 Goose Creek Lane, Southold. SCTM#78-8-2 Inspected by: Peter Young, John Stein, Peter Meeker, Keith McCamy The CAC Supports the application with consideration of setbacks. Vote of Council: Ayes: All 4 Motion Carried Moved by Peter Meeker, seconded by Greg Williams, it was RESOLVED to NOT SUPPORT the application of DANA & MICHAEL SAVINO to remove the existing bulkhead and cut to become a low-sill bulkhead 104 If. A vinyl bulkhead is proposed to be reconstructed 5' landward of the existing seaward bulkhead location 96 If. 60 cy. of fill is proposed to be removed between the low-sill bulkhead and the proposed vinyl bulkhead location to create 475 sf. of tidal wetlands area planted with spartina alterniflora. The deck area between the low-sill bulkhead and the proposed vinyl bulkhead is proposed to be converted to open grate decking. The exiting timber piles will be utilized to support the seaward edge of the open grate deck area with the low-sill bulkhead under it. Located: 1945 Bayview Ave., Mattituck. SCTM#106-6-37 Inspected by: Peter Young, Keith McCamy, John Stein, Peter Meeker The CAC does Not Support the application due to the lack of access to the property and the continuing problem of encroachments on town property. Vote of Council: Ayes:,All Motion Carried Moved by Peter Meeker, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of CATHERINE M. WILINSKI, ALICE V. DONLAN, EILEEN RAYESKI, THEODORA A. MARANGAS AND THERESA B. MARANGAS to construct a 4'X 82' fixed dock with Thru-Flo walk, 3'X 15' seasonal ramp and seasonal 6'X 20' floating dock. Existing shared dock, float and piles to be removed. Located: 1685 Westview Dr., Mattituck. SCTM#107-7-8 Inspected by: Peter Young, Peter Meeker, Keith McCamy The CAC Supports the application with the Condition of a 15' non-turf buffer landward of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of HARRINGTON FAMILY LIMITED PARTNERSHIP C/O DAVID HARRINGTON to reconstruct 138 If. of 5' wide fixed wood pile and timber pier with open grate decking including four batter braced tie-off piles and ladders waterward of the apparent high water line. Relocate 4' wide stairs with a new 5'X 5' fixed landing and reconstruct an existing wood access ramp landward of apparent high water line. Located: Private Road on Clay Point, Fishers Island. SCTM#2-1-12.2 5 Inspected by: Peter Meeker The CAC Supports the application with the Condition the docking facility is constructed with open-grate decking and located over the boulders to avoid disturbance to the eelgrass. Vote of Council: Ayes: All Motion Carried Greg Williams and John Stein will attend the next regular meeting of the Board of _ Trustees scheduled for Wed., August 17, 2016 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., September 14, 2016 at 4:30PM at Down's Farm Preserve.
