July 18, 2016 Meeting
Called to Order: 10:04 AM by Chairman Neb Brashich.
Members Present
Frank Field, Town Engineer Jamie Richter, Police Chief Martin Flatley, Planning Rep. Brian
Cummings, Nick Mazzaferro (new member) and Tom Fox.
New Members
Tom Loreto, Jr. has also been appointed to the Commission, but was not in attendance.

Approval of June 27, 2016 Meeting Minutes
A motion to approve the minutes was made by Jamie Richter, was seconded by Nick
Mazzaferro and was carried. However, Jamie observed that, with respect to the RFP's for the
Traffic Study at the intersection of Old Sound Avenue and Love Lane in Mattituck, the reference
to a twenty percent contribution "in kind" by the Town should be deleted. The June 27 minutes
have been amended accordingly.
EETC Update
East End Transportation Summit
On July 8, 2016, Supervisor Russell, Neb and Heather Lanza attended this event at Cornell
Cooperative Extension in Riverhead, which was organized by the Suffolk County Planning
Commission. Representatives from the SC Legislature, NYS Assemblymen Thiel and Palumbo,
as well as other representatives from SC and NYMTC were in attendance.
After initial overviews were presented by Heather on behalf of EETC and by a rep from SC East
End Projects Coordinator concerning SEEDS and other past East End transportation studies,
the second session was split into North Fork and South Fork for separate discussions covering
each area. The NF discussions resulted, in part, with a recommendation for service
improvements by LIRR.
Other highlights included:
A 31% percent increase in the East End's population over the last ten years.
Southold has the longest travel time of East End towns at 38 minutes.
Suffolk Transit's S92 route has an average daily ridership of 1,653 on weekdays and
about 1,800 on Saturday/Sunday.
LIRR Network Strategy Conference
Later on July 8, the Supervisor, Neb, Heather and Frank Field attended this event at Riverhead
Town Hall. Very significantly, senior LIRR management and the president were also in
attendance. The session agreed that an action plan for the NF would be developed, with
Heather taking the lead.
Neb reports that LIRR is willing to examine all possible options concerning improved service.
He also noted funding and maintenance issues remain system-wide. LIRR will seek restoration

of year-round weekend service in next year's budget. Frank suggested specific adjustments
and additions to LIRR's schedule to improve service.
Nick Mazzaferro suggested that the completion of two-track construction to Ronkonkoma could
result in half-hourly service on that line and Brian Cummings reported that Heather will schedule
a meeting with LIRR planners concerning improved NF service.
Greenport Escalating Adverse Traffic Impacts Update
Nothing new to report.
Public Requests - Final Determinations
Request for No Parking Signs on Jockey Creek Drive - Southold
Neb's letter of July 11, 2016 to Dr. Gamberg advised that, in the absence of any reply to Chief
Flatley's email of May 19 concerning parking issues on JCD, the Commission further discussed
the matter. The letter advised that the Southold UFSD itself must rectify the issue by controlling
participants, parents, students and visitors at school events, as well as by the school staff's
directing attendees to proper school parking areas.
Relocation of Pequash/North Cross Stop Sign to Corner of Pequash & Old Pasture - Cutchogue
Nothing new to report.

A July 11, 2016 article in North Fork Patch concerned parking issues at that venue. While there
are few solutions available there, it was suggested that off-site parking at Greenport schools
might alleviate the situation.

A local NYSDOT rep advised that those signs were mandated by state government, for
placement throughout the State.

Current Transportation Issues - Updates
Southold / Greenport Bus Shelters
Neb reported that a SCDPW rep inspected the proposed Town Hall site. Approvals for that site
and for the four others at various locations town-wide (Project Bus Shelter proposal) are still
pending with NYSDOT, although no further action is expected before the Spring of 2017. In the
meantime, Neb will try to arrange a meeting with SCDPW concerning the issue.

Street Lighting Request, Wilmarth Ave. - Greenport
A local resident requested the installation of a street light on that roadway at#58 (a/k/a #405?).
Jamie Richter will investigate the situation and report on his findings. Thereafter, if necessary,
the resident will be informed that a local petition will be required for any further consideration of
that request.
Next Meeting
The next meeting is scheduled for September19, 2016 at 10:00 AM at the conference room at
Town Hall.
There will be no Commission meeting in October 2016.

I was talking to friends who live in East Marion and it got me thinking about the traffic and parking problems in that
hamlet caused by the lavender farm's harvest season.
Here are some ideas I came up with:
Lavender traffic and parking problems, East Marion
If the lavender farm owners won't convert a small portion of their
planted land into on-site parking, which is a solution totally within
their control, they still have several options.
They can establish an off-site parking area by leasing a parking lot
in a nearby location and providing a shuttle service to their lavender
farm.
They can set up a reservation system, limiting customers to specific
time slots throughout the day, the hourly number based on how
many vehicles they can park on land they now control.
They can petition the land preservation authority (and this would
require some cooperation from governmental agencies) to relieve
them of the prohibition of designating a dirt-lot parking area within
their property. This would require the re-interpretation of the
definition of development that would exclude the temporary and
reversible use of land for a dirt-lot parking area. This preserved land
used in this manner can easily be turned back into farming or just

To whom it may concern,
I am writing to you to ask the Transportation Commission to consider removing the one way
sign at 56340 Route 25, also known as Colonial Corners. My brother Bill and I own the property
and think it would be a good idea. There is no issue with two-way traffic and the curb cut is
wide enough to accommodate two vehicles. It would also lessen the traffic on Locust Lane
which is quite busy with all of the vehicles exiting 711. Thank you for considering my request.

Bob,
I wanted to bring a matter to your attention and hope somehow you can
help
us and provided a picture of my corner at Sunset Lane and Sound Drive.
Whereas on Sound Drive, my frontage and the neighbor directly opposite
me
(on bluff side) have No Parking signs. The situation is different on Sunset
Lane. I do not have a No Parking sign on my frontage, but my neighbor
directly across the street on Sunset Lane does have a No Parking sign.
Having no sign by default allows people without permits to park along my
frontage (where there are a line of forsythia bushes on Sunset Lane that run
along from my driveway to the corner). Without a sign and under cover
because of the bushes, I routinely have people parking along this area and
more often than not they park closer to my driveway to make it appear they
are my vehicles.
The problem is that I catch people from time to time having sex or I find
their condoms after the fact. I also find discarded tiny zip lock packaging
(drugs?). It seems there are transactions at 67 Steps with vehicles that
flash on another. One car parked on Sound Road facing towards the North
Road
and when the "delivery" car arrives heading towards 67 Steps they flash
their lights to identify each other and the cars meet, people go from one
car to the other and return back and then both cars drive off, the users
either leave or park along Sunset. Also I very often have to pick up empty
containers of alcohol / beer where the out-of-town fishermen leave there
vehicles parked overnight. The fishermen stay at 67 steps and their families
sleep in the vehicles with engines idling the entire night for A/C etc.
Often garbage is left behind and they use the area between the car and
bushes to defecate (it becomes the nearest public bathroom). I am
powerless
to direct people to move to open areas slightly further down Sunset without
a No Parking sign.
Recently overnighter had cars idling overnight and my neighbors could not
sleep with sounds and exhaust smells and called the police who asked
them to
relocate. They did, only to return 10 minutes later! I called the police and

they returned but could not find the culprits (probably at the beach) and
i left.
A sign carries monetary penalties and whereas it may not completely solve
the problem, it would help tremendously. Besides my neighbor opposite me

Laurel School Route 25 Abandonment
Dear Mr. Brown:
For over two years we have attempted to address issues of personal quality of life and more importantly
public safety which have developed over the years since State Route 26 in Laurel was reconfigured in
the early 1980's. To date, our efforts have been directed to the Town of Southold. Recently we were
informed by the Town of Southold Transportation Commission that ". . . this roadway is still owned by
New York State. Unfortunately, there is nothing further that the Transportation Commission can do at
this point.".
Enclosed for your reference are copies of our correspondence to the Town of Southold dated July 13,
2014 and September 3; 2015 which detail our concerns. It should be noted that there has been a
reduction in the amount of parking in front of our home. Presumably this is due to a reported reduction
in enrollment and the possible provision of some bussing at North Fork Early Learning Center.
However, confusion over the use of the reconfigured roadway in front of NFELC remains and poses a
great risk to both the children attending the Center and motorists using the roadway.
Since it has been determined that New York State retains possession of this land, do the New York
State Police have authority to enforce the New York State Vehicle and Traffic Code here? Does New
York State have the authority to install speed bumps in the parking area to reduce the speed of vehicles
and discourage through traffic in order to ensure the safety of children crossing the area from parked
cars to the school entrance? Can New York State install features in addition to the double yellow road
marking at the east end of Franklinville Road, such as traffic cones, breakaway reflectors or a raised
median, to reduce the risk of head on collision as westbound drivers regularly cross the existing road
markings with all four wheels and frequently with excessive speed?

Dear Ms. Lanza,
Has the Transportation Commission recommended any regulations which would address the severe
parking issues in New Suffolk? As expected, this past summer was absolutely horrendous due to the extra
traffic and cars heading to the beaches,(not parking in the lot, but on the streets, without stickers, which
is legal) the boat ramp, the two restaurants, and various Waterfront fundraisers at Case's Place and the
ball field. Often the streets were impassable. Just trying to get out of my driveway has become harrowing
due to the trucks that come barreling down Orchard Street onto First Street. Thank you for you efforts.

Thank you so much for your email. Parking is already restricted on streets ending in beach access in
New Suffolk. It seems Orchard Street was overlooked. The problems that warranted restricted
parking on the south end of the New Suffolk grid are the same problems we are facing on the north
side. The solution should be the same - restricted seasonal parking. It seems to be working a few
blocks away and should be expanded.
Some ideas:
Restaurant delivery trucks should be limited to New Suffolk Avenue and New Suffolk Road. The side
streets and intersections are too narrow to accommodate such extremely large vehicles.
Making some streets one way
Guest parking passes/permits issued to residents to be placed in windshields of guests' cars. This
practice exists in Belle Harbor, Neponsit, Forest Hills Gardens, and many beach communities.
Enforcement of capacity laws ( beach and restaurant) - Many times there are few cars in the beach
parking lot and hundreds of people on the beach. Vans/cars drop off people at the beach and then
park all over New Suffolk, making the beach stickers meaningless.

Dear Ms Lanza,
There was a town meeting in New Suffolk last October 17,2015 at which you spoke and listened to
concerns from the community. I was unable to attend, and sent an email regarding parking issues
in New Suffolk. I was told by my neighbors that the parking problems were brought up at the
meeting as well. As you know, the streets in New Suffolk are not wide. At times, when cars and
trucks are parked on both sides of the street, the streets are impassable. We have huge trucks
barreling down Orchard Street, and making the turn onto First Street at quite a clip. First and
Second Streets have "no parking " seasonally, and Third through Fifth Streets require town permits
from New Suffolk Ave to the water. Orchard Street ends in a beach with water access, yet anyone
is free to park, and go to the beach. I have spoken to the Supervisor, the police, the highway dept.
Everyone acknowledges parking in New Suffolk is a big problem, yet nothing is done. It has
become increasingly dangerous. There will soon be a new restaurant on First Street, which will
add to the parking problems. People park all over without permits and walk to the beaches,
resulting in the beach being regularly over capacity. By restricting parking in one section of New
Suffolk, the town has just moved the problem to another section of town. Can you please tell me
if anything can be done or has been done to address the parking issues in New Suffolk?

Dear Ms. Milonakis
Your July 10, 2016 letter to Supervisor Scott A. Russell regarding the installation
of a light on Wilmarth Avenue in Greenport was forwarded to the Commission for
reply. This issue was discussed at our regularly scheduled meeting on July 18tH
It should be noted that the Commission's stated policy is not to respond to
individual requests. We require a signed petition from the residents in the area
before agreeing to consider a proposed undertaking.
However, during our discussion, we looked on Google earth for your residence
on Wilmarth Avenue and noted that there are existing lights on either side of your
residence (as per copy of enclosed photograph).
Hence, the Commission cannot support this request. If either light is presently not
operating properly, please let us know so that we can rectify this situation.
