(see attached report). We have the following recommendations for this application: 1. The proposed modifications and up-grades are in compliance with the General Requirements of§280-70, therefore, we recommend a Building Permit be issued for this application in accordance with the Structural Analysis Report, dated . ("CityScape") in its capacity as telecommunications consultant for the Town, has considered the merits of the above referenced application submitted by AT&T Mobility ("Applicant") to modify and upgrade their equipment on an existing one hundred seven and a half (107.5) foot monopole tower, owned by Crown Communications. The tower is located at 415 Elijahs Lane, Mattituck,New York,see Figure 1. Su�port Structure&Equipment The purpose of the proposed modification is to allow the Applicant to add equipment for upgrades for fourth generation (4G) advanced wireless services, by adding new antennas and Remote Radio Heads (RRH) that will support higher speed wireless broadband. These modifications to the tower equipment will occur at the ninety eight (98) foot level, Appendix, Exhibit A. The Applicant currently maintains nine(9)panel antennas; three(3)per sector. Three (3)new antennas(one per sector)will replace three of the existing antennas at the same locations. Additionally the Applicant will add three (3)new RRHs to the existing six (6)for a new total of nine (9) RRHs. The existing backhaul microwave dish will remain. The new antenna configuration is depicted in Appendix,Exhibit B. The Applicant will also add a new radio within its existing equipment shelter. TYie referenced facility and tower has been designed, constructed and continues to be operated by the Tower Owner and professionals with expertise in telecommunications site design and construction. Page 2 Structural Ana1,� The Applicant submitted a structural analysis, prepared by 7acobs Consultants Inc., dated March 20, 2015 and based on ANSUEIAITIA-222-F standards. The report summary indicates that with the upgrades, the tower is still within its design limits,see Appendix,Exhibit C. Specifically, the tower with the e�sting and proposed equipment will have a stress rating of 95.7% while the base(foundation)rating will have a stress rating of 84.8%. There have been numerous documents indicating a possible future e�ension to the monopole with additional antennas. Should any such modifications be proposed is it likely that structural enhancements will be required to the tower. Wireless applications, other than new support structures are governed under the Middle Class Tax Relief and 7ob Creation Act of 2012 (Tax Relief Act)and sha11 be afforded streamlined processing with a qualified application. A qualified application under the Tax Relief Act cannot increase in size of the ground compound, or tower structural changes increasing the height or girth by ten percent (10%) or twenty (20) feet, whichever is greater. Since the Applicant will not be increasing the height or girth of tower, nor the compound, this application is qualified for streamlined processing under the Tax Relief Act. The submitted application conforms to the requirements of Town codes and State of New York wind codes and structural integrity. Therefore, it is CityScape's recommendation that the Town a�prove the application with the following conditions: � 1. All of Applicant's e�sting and new feed lines/cables sha11 be installed inside the monopole structure; and, 2. All ports shall remain sufficiently sealed to prevent access by birds and other wildlife; and, 3. The facility shall remain secured and protected from unauthorized personnel.
