HomeMy WebLinkAboutLP-08/16/2016 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, August 16, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough Doris McGreevy Eric Keil Lillian Ball Anne Murray Members Absent: John Sepenoski, Chairman Also present: Melissa Spiro, Land Preservation Coordinator Holly Sanford, Peconic Land Trust Program Manager Commencement:  The meeting began 7:18 p.m. with five LPC members present. Committee Minutes and Administration:  Acceptance of LPC meeting minutes from July 5, 2016 MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 7/5/2016 LPC meeting minutes. Motion carried: 4/0/1 (LPC member Lillian Ball abstained as she was not present for the 7/5/2016 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR Application: Appraisal review and purchase order recommendation \[executive session\] Purchase offer extension request EXECUTIVE SESSION. The LPC members entered into Land Preservation Coordinator Melissa Spiro gave update as to purchase offer status. END OF EXECUTIVE SESSION MOTION made by Eric Keil, seconded by Lillian Ball, to grant a thirty (30) day time extension for landowner, Mill Creek One, LLC, to consider proposed purchase offer that expired on August 15, 2016. Motion carried: 5/0  SCTM #1000-107.-10-8 (MILL LANE TWO, LLC) PDR Application: Appraisal review \[executive session\] Purchase offer extension request EXECUTIVE SESSION. The LPC members entered into Land Preservation Coordinator Melissa Spiro provided information pertaining to the status of the pending purchase offer, the status of acquiring the drainage area proposed by the Town Engineers, and questions raised regarding allowable uses by potential purchasers. END OF EXECUTIVE SESSION MOTION made by Eric Keil, seconded by Lillian Ball, to grant a thirty (30) day time extension for landowner, Mill Creek Two, LLC, to consider proposed purchase offer that expired on August 15, 2016. Motion carried: 5/0  SCTM #1000-54.-5-49.1 (MURPHY) Open Space Application: Appraisal Review \[executive session\] EXECUTIVE SESSION. The LPC members entered into Land Preservation Committee reviewed and discussed the Murphy appraisal. END OF EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Eric Keil, to direct Land Preservation Coordinator Melissa Spiro to present a purchase offer to landowner, James Murphy, for the purchase of property identified as SCTM #1000-54.-5-49.1 in an amount as proposed by the landowner and supported by the appraisal. Motion carried: 5/0  SCTM #1000-83.-1-11 & 12 (ALIANO) Open Space Application: Appraisal Review \[executive session\] EXECUTIVE SESSION. The LPC members entered into Land Preservation Committee reviewed and discussed the Aliano appraisal. END OF EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Doris McGreevy, to not extend a purchase offer to landowner, Nicholas Aliano, for the purchase of property identified as SCTM #1000-83.-1-11 & 12. Motion carried: 5/0  SCTM #1000-100.-3-12 PDR Inquiry Land Preservation Coordinator Melissa Spiro provided information pertaining to inquiry involving proposed Conversation Subdivision with proposed Town PDR. LPC noted that if application was submitted, LPC would not consider this a priority project as presented and would not recommend that the Town Board pursue preservation. In addition, questions were raised as to whether or not the proposed use as presented would be an allowable use. Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items:  COUNTY REQUEST FOR FARMLAND LIST LPC reviewed County request for farmland list. The initial draft list included all farmland within the Town of Southold. LPC decided to review a second list whereby property size was increased and farmland was limited to areas with larger blocks of farmland. Next Regular Meeting:  Tuesday, August 30, 2016.
