SUPERVISOR RUSSELL: What I would like to do is start the meeting with the Pledge of
Allegiance. Would everybody please rise and join in? Thank you. I want to thank everybody
for coming. What I want to do now is thank a few people now that made this day possible. I
certainly want to thank all of the o�cials and guests who took the time out of their busy days to
make this trip. I want to thank the Fishers Island ferry district commissioners, Captain RJ Burns
and his crew for providing transportation. To Plum Island for the use of their docking facilities
and parking. I want to thank the Fishers Island school for being a gracious host, the principal
Karen Goodwin, Adam Beaver, Tom Doroshevich and Carol Doherty, thank you very much. I
want to thank the Fishers Island residents for always welcoming us and participating int eh
meeting. I want to thank the Fishers Island Highway Department for setting it up. Legislator Al
Krupski for donating the corn. Thank you, Al. Braun's Seafood for donating the ice. The
Department of Public Works for bringing everything over and setting it up. That would be Jeff
Standish,Nancy Foote, Tim Abrams, Rusty Ackroyd, Shawn Byrnes and Mike Eckhardt. I want
to thank Carol Hydell from the Town Clerk's Office and Regina Blasko from the Police
Department for their assitance in coordinating all of the guests at the check-in. One thing I do
want to say is I want people to appreciate the logistics in putting this meeting together. It's an
arduous task, it's a huge task and I especially want to thank Lauren Standish and Michelle
Tomaszewski for coordinating this whole thing. From inviting the guests to logging in the
guests, I also want to thank Chad Meroca for the PA system and the microphone. I would like to
take a few seconds to let everyone know who your state and county officials who are here.
Governor Cuomo's office is Vanessa Lockel, she is the Suffolk County representative. New
York State Senator Ken LaValle is here and Kelly Hendrickson, director of Higher Education.

SUPERVISOR RUSSELL: That concludes our list. What we have is a very limited discussion,
then we are going to have a special presentation. From there I am going to ask the public who
wants to comment on any of the agenda items. Once that work is finished, then we will go to the
open mic session where you can bring up any issue of mutual interest. The one thing I wanted to
mention is the Southold Town and the Fishers Island School District saw a need for an
emergency generator here at the school. It serves as an emergency shelter. We came together,
we created an agreement and each side, both the school and the town shared a cost of about
$50,000. We split that cost. I was actually at an event of a meeting once and I had a two minute
conversation to Senator LaValle and mentioned this spirit of working together. Within two days,
he contacted my office and let me know he secured $50,000 to reimburse the school district and
the town, so that money should be forthcoming soon. Recognizing how that worked, I happened
to be at another meeting to discuss with him,the terrible conditions the roads were in and the fact
that the budget was so stretched because of the cost of the resurfacing, within a week he had
contacted my office again and told us he had secured $250,000 to be used for road improvement,
road restoration and I think this year we actually did some paving on Fishers Island. Vincent
Orlando, the Highway Superintendent told me the cost here was about $280,000. I had recently
discussed the need to start investing a great deal more in road resurfacing, they are in poor shape,
particularly with the past two winters, I did mention then and I am going to mention with candor
today that I am not likely to produce a budget this year that is going to be able to comply with
New York State tax cap. I just don't see a scenario where I can get that done yet raise enough
money to make the investments that we need to make. I don't present my budget until September
but I am working on it now. From there, what I would like to do is we have a special
presentation from the Island Community Board.

DICKY RIEGEL: Thanks very much. Thank you. Good afternoon, my name is Dicky Riegel, I
am here with Candy Whitman, representing the Island Community Board as proxy for Tom
O'Neill, who is our president and also in the room representing the ICB is Karen Goodwin, Tim
Patterson, outgoing member Peter Brinckerhoff, incoming member Ace Ahrens and Justice
Louisa Evans. So all those folks are here. The purpose of today, really, it's a special
presentation on the agenda but it is really an update. What is the ICB doing on behalf of our
town, our community to help everything happen here. Our mission statement is, I am going to
read this, the Island Community Board promotes the economic, civic and social welfare of the
people of Fishers Island, New York. It carries out this purpose by serving as a regular forum for
the discussion of issues affecting the life of the Fishers Island community at regular open
meetings by prioritizing these issues and setting annual goals, by developing action plans to
address these issues and achieve these goals and by submitting such plans to ICB members at
their annual meeting. What I wanted to do today was also reference the hamlet study and Fishers
Island Strategic Plan from 2007 through 2017. ICB is called out many times in that strategic
plan as the go to entity to help facilitate town, island issues and opportunities. The ICB was
established with the Town of Southold as the central channel for Southold communications with
the island. Referencing that hamlet study in chapter 4, there are three statements about the ICB
in particular. First, the ICB should cultivate a productive working relationship with all town

representatives of Fishers Island, the second is that the ICB should establish direct contact with
governmental agencies whose actions affect the island or whose services will potentially will be
to benefit the island. ICB should also establish a higher profile in the Town of Southold. I just
wanted to update the town very briefly on the activities of ICB over the past 12 months. We have
had annual elections, we have regular monthly meeting done in person and by conference calls.
And we have several key accomplishments. We also have published our goals for 2016 and
2017 and all of those goals and our progress report, we have copies placed over here on one of
these risers, so people who are interested in that can pick up a copy of that. We will also submit
that to you, Scott. Since June 2015 we have promoted a community forum to discuss changes to
the compost station. We have set annual elections for seasonal and year-round representatives.
The next election is August 22 and it is open for a one week period. We worked with the Island
Health Project to survey the year round populations health insurance needs and lobbied for better
solutions with US Representative Lee Zeldin. We have hosted year round resident drop in
meetings that Candy actually has been the chief proponent for. We have applied for a grant to
improve lighting between the school, ferry and community center. We have revised the Island
Community Board bylaws. We have coordinated among many island organizations to establish
island wide priorities and areas of cooperation. We have planned a sustainable income stream
and raised funds towards our $10,000 annual goal. We have enrolled 435 Fishers Islanders as
ICB members as of today. We have created an online frequently asked questions about the
Fishers Island and Southold relationship with Louisa's help. And we have started a tax analysis
study to assess the expenditure of island tax dollars. And we have established those 2016, 2017
priorities which are on this document and published on FishersIsland.net. So I encourage
everybody to go to FishersIsland.net to see what ICB is up to and I think all of our documents are
there for your perusal. To conclude, I want to thank the Town of Southold and request the
town's support of our island initiatives going forward. Some specific thank you's, you have
mentioned a few of these Scott, road paving, your engagement on the recreation path, your
engagement on the planning chapter of the Southold 2020 plan, the support of the downtown
revitalization grant which is that lighting project and the commitment towards the emergency
generator installation, which is just super. So we do ask for the town's ongoing support, oh, I am
sorry Scott, I did also want to thank you for your and the town's help and cooperation for our
analysis around the tax study. That is really facilitating an open and productive dialogue and it is
much appreciated, so with that, just say thank you again and ask for that ongoing support. If
there are any questions of the ICB, I would be happy to try to answer them.
COUNCILMAN GHOSIO: I have a question, what is a drop in meeting?
MR. RIEGEL: What are the drop in meetings, Candy?
Candy Whitman, Fishers Island
CANDY WHITMAN: The question was, what is a drop in meeting? Basically a few of us who
are year round representatives, the representatives on the Island Community Board come from
our seasonal population as well as the year round and in order for us to facilitate communication
with our year round residents we decided to hold 'drop in' meetings. We just made-ourselves
available at given times so that people could come to share their concerns, their goals, their

hopes for island life and it's something that we want to continue, we felt that went well and it is
a great way to keep the communication lines open between our board and the community.
MR. RIEGEL: Any other questions for the ICB?
COLTNCILMAN DINIZIO: I have one. It looks like you are developing a package for interested
people moving to Fishers Island. How can I get on that list? I want to know when that's done.
Looks like you haven't started it yet.
MR. RIEGEL: So the question is, it looks like we are developing a package for people that are
interested in moving to the island. One of the objectives that the ICB has stated and we are
working on it, is to develop some marketing materials. A pamphlet, things that outline all of the
benefits of living here on the island as we hope to attract additional residents and maintain the
population that we have. It is in process, so I don't have anything to share for you right now but
it is a stated objective.
COUNCILMAN DINIZIO: Well, I hope you will make it available for us to see.
MR. RIEGEL: We will certainly share everything we have with you. So if there are no other
questions, the next part of this portion is Candy who just wants to talk very briefly about health
insurance. Thank you.
CANDY WHITMAN: Hi, I am Candy Whitman and I am very privileged to serve as a
representative on the Island Community Board, I am also the pastor of the year round church
here, Union Chapel which has been another great privilege and has given me some views of
community life here that I might not have otherwise. Anyway, as of 10:00 this morning, we had
serious concerns about lack of access to healthcare here on the island but after some great
conversations with Assemblyman Palumbo and Senator LaValle, Vanessa Lockel in Governor
Cuomo's office, I think we are on our way to a solution. But I will share a bit of background
with our struggles on healthcare here because it illustrates some of the ways we think the ICB
can be effective going forward in terms of helping us solve community problems when we really
don't have a great deal of government structure here. So the issue is that due to our geography
and due to the fact that our only direct transportation goes to Connecticut, when we have to see a
doctor or gets services in New York State, it really leaves us in the lurch because obviously
transportation to Long Island is really very cumbersome and expensive. Yeah, all that being said
for our families whose children are on the CHIP program, a federal program they have to see
doctors in New York State. For our medicare recipients, we have a growing older population,
they of course can see a doctor in Connecticut but when it comes to receiving home health
services for example, after surgery, there is no agency in Connecticut that will send somebody to
New York because it is crossing state lines. So we have people that either can't recover at home
or are using makeshift care with untrained people after surgery which is posing great health risks.
Our children then are not really having regular pediatric care and in an emergency situation, it's a
very scary situation. We have a family, we have several families on the island, many actually,
one family with six children, when they need to see the pediatrician for a well visit, it's a whole
day of a particular doctor on Long Island, they have to take a ferry to New London, all six of

them with the parents, the ferry over to Orient, they have to stay overnight in a hotel in order to
see the doctor and then come back. So it is a lot of money out of pocket, we are really, really
hoping that we can get access to Connecticut doctors and services and this has affected, this
geography problem has affected just about every segment of our population, the last and most
significant being, we have a number of self-employed people here on the island who struggled to
get an individual plan that will enable them to see doctors in Connecticut. There was one plan
offered by Oxford but as of January 1, they ended it. So now all these folks have to go to Long
Island for care which of course is virtually useless because you have, to take two days off from
work and if there is follow up visits you are really out of pocket for money. There is just a
comfort knowing your doctor is nearer. So anyway, we are working very hard. I am very
pleased to be working with our principal on this, Karen Goodwin, with Louisa and of course with
our doctor, we do have a doctor on island but he is very limited in what he can offer. Just this
morning I heard somebody did go to her doctor on Long Island and she needed a prescription
which she filled in New London and had to pay out of pocket because her plan would not cover
the prescription coming from New London. So it is an ongoing problem, we are willing to tackle .
it and if anybody out there has solutions or ideas, we are most receptive, I will put you in touch
with the right person on our team. Are there any questions? Thank you.

Peter Burr, Fishers Island
PETER BURR: My name is Peter Burr. I just wanted to express the islands appreciation to the
Town Tree Committee. We received four trees in the fall of the past year and they are all doing
well. The Tree Committee under Dave Cichanowiz and Jill Doherty as the Town Board liaison
has been very receptive to us and we appreciate it. Sandy and disease affects our trees and we are
constantly in need, I just want to say thank you, to put it on the record that we appreciate it.

Soren Dahl, NYS DEC
SOREN DAHL: Hi, my name is Soren Dahl, I am the seagrass coordinator for New York State
and I have addressed the Board before but I just wanted to take a moment to address the
community. Fishers Island has great natural coastal resources and the seagrass is one of them
and one of the things I am trying to do is develop a management area here. Part of that is I need
to reach out to community groups and stakeholders here on the island. I have done that a little
bit, wrote an article back in March that appeared on the website, I am going to keep pursuing,
trying to reach out to groups, the community board, the conservancy, the harbor committee so I
hope to talk to more of you in the future and I would like to really see something developed here.

Jane Gray, Fishers Island
JANE GRAY: My name is Jane Gray and I live directly across from the school and I don't know
if this is the appropriate forum but I just thought, I would like to point out, I have been a resident
on the island for 16 years and the sidewalk on Greenwood Avenue, on my side of the street, is
really in terrible condition and obviously anyone exited the ferry uses it, the school students use
it, (inaudible) people can stumble. It's never, ever been repaired. So I have been an owner for 16
years and I just would like to bring that to your attention. When you look at sidewalks and
streets,that you pay attention to the one directly across from here.
SUPERVISOR RUSSELL: Of course.

SUPERVISOR RUSSELL: We actually did, a few years back, get in and got some drainage and
road improvements done and some sidewalks but we recognize that there is a critical need for

more repairs here. The budget that I am going to propose is going to substantially increase the
appropriations in the highway budget will include a component for sidewalk restoration. We
have a problem town-wide, sidewalks are very expensive to rebuild, they are very expensive to
install and certainly to maintain but my budget will include, as part of the capital plan, sidewalk
restoration and repair. Louisa just said maybe Senator LaValle can find you some money.
Would anybody else like to address the Town Bo.ard on any issue? (No response)
