The Architectural Review Committee is in receipt of two preliminary renderings of a project for
3245 Horton's Lane dated 7/20/16. Although this is not a complete application and it is not the
purpose of this committee to design the project, at the applicanYs request, we send this letter of
response that includes a few comments below. These are of a general nature and do not
constitute a full review of the project.
1. There is an attempt to break down the massing and add details to the original proposal.
There is a more appropriate scale to newer design.
2. The design would be more cohesive if one style were chosen and adhered to
throughout...i.e. either shingle style, craftsmen style or Victorian etc.
3. The swag roof with flagpole is not compatible with the nearby pitched roof. A pyramidal
roof with straight matching pitch would be more suitable. (Is there to be habitable space
inside this tower or is it open to below?)
4. It is recommended that the two monumental front corner piers be deleted, for a more
cohesive front elevation and to be in better scale with the local context. The two rear
piers are more appropriate, as they provide transition to the flat roofed shop space
behind.
Attached are previous meeting minutes regarding this application that we hope may be of some
use to the applicant for this proposed project.

The minutes for the March 19,2015 meeting were approved.
Introduction°
othe pplicants will give a presentation consisting af drawings,exterior materials samples and
information required by the Planning Department to the Committee. The Coinmittee will
ask questions and make suggestions as part of a general discussion with each applicant. Final
recommendations from the ARC will be presented ta the Plaruvng Board in the ARC Meeting
Minutes,and be made part of the Planning file for that application. The Plannulg Board will
consider these recommendations,together with all comments frorn other agencies,and provide
the applicant with a comprehensive written list of its requested revisions.

Howard Lucas, owner and his architect presented the amended site plan for a proposed$0'x115'
(9,200sq.ft.) service area addition and alterations ta the existing 80'x150' (12,OOOsq.ft.) car
dealership with 189 parking stalls an 4.1 acres in the General Business (B) Zoning District,
Southold.
The Committee reviewed the propased project and is Disapproving the application as
submitted for the following reasons:
• The building is out of context with the local area/environment.
� The building is conceptually inappropriate
• All four (4) fa�ades should relate to one another.
• There is a lack of human scale.
• The Coiruiuttee recommends the applicant review the Southold Stakeholders Study, the
Planning Department's Architectural Review Conunittee Site Plan Application

Supplernent which is contained within the site plan application, the Chase Bank site plan
on Route 25 in Mattituck,and the Mullen Motors amended site plan on Route 25 in
Southold.

The Committee reviewed the proposed project and is Tabling the application as submitted for
the following reasons:
• What the applicant submitted for the review is incomplete at this time.
• Building plans and elevation do not match.
• A more detailed elevation plan is requested to be submitted.
• A roof plan depicting all rooftop equipment with dimensions is requested to be
submitted.
� A more detailed landscaping plan is requested to be submitted.
� The rendering of the front of the buildings needs to depict the actual proposed structure.
� More detail is requested on the front scape.
• The Committee recommends awnings along the front af the buildings.
• A softer treatment of the three sides of the building which should be integrated with the
front fa�ade (e.g. side finishes matching front).
• Articulation of the sides and rear facades.
• The Cornrnittee recommends windows (fake or real),along the eastern fa�ade.
• The Committee recommends the applicant review the Mattituck Stakeholders Study,
and the Planning Department's Architectural Review Committee Site Plan Application
Supplement which is contained within the site plan application.
