HomeMy WebLinkAboutLP-07/05/2016 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, July 5, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough Eric Keil Doris McGreevy Anne Murray Members Absent: John Sepenoski, Chairman Lillian Ball Also present: Melissa Spiro, Land Preservation Coordinator Bob Ghosio, Town Board Liaison Tim Caufield, Peconic Land Trust Vice President Holly Sanford, Peconic Land Trust Program Manager Commencement:  The meeting began 7:15 p.m. with four LPC members present. Committee Minutes and Administration:  Acceptance of LPC meeting minutes from June 14, 2016 MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 6/14/2016 LPC meeting minutes as amended. Motion carried: 4/0 Land Preservation Applications and Inquiries:  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR Application: Appraisal review and purchase order recommendation \[executive session\]  SCTM #1000-107.-10-8 (MILL LANE TWO, LLC) PDR Application: Appraisal review \[executive session\] EXECUTIVE SESSION. The LPC members entered into Land Preservation Coordinator Melissa Spiro provided information from meeting she and Tim Caufield had with landowners during which preservation options were discussed and purchase offer was presented and outcome of same. LPC had further discussion concerning purchase offer. END OF EXECUTIVE SESSION MOTION made by Eric Keil, seconded by Sam McCullough, to revise former LPC Motion carried on June 14, 2016, to instruct Land Preservation Coordinator Melissa Spiro to present a revised purchase offer to landowners Eugene & Maryann Krupski (Mill Lane One, LLC ) and Patricia Krupski (Mill Lane Two, LLC) for the Town’s purchase of development rights easements on each of the Krupski parcels, subject to review of same with Town Board. Motion carried: 4/0  SCTM #1000-120.-3-2 and 120.-3-11.8 (PATRICIA DiVELLO) PDR Application: Review new PDR application \[executive session\] The item was removed from LPC Agenda at request of the applicant.  SCTM #1000-68.-4-18 (SCZEPANKOWSKI) PDR Application: Purchase offer status \[executive session\] EXECUTIVE SESSION. The LPC members entered into This project includes both Town/County PDR and Town PDR. Land Preservation Coordinator Melissa Spiro presented status of both applications. No LPC action taken at this time. END OF EXECUTIVE SESSION  SCTM #1000-14.-2-29.2, 29.3 & 29.4 and #1000-19.-2-2, 3 & 12.2 (ORIENT POINT LLC a/k/a PAPPAS / VASILAS) PDR Application: Request for extension and 6/24/2016 letter requesting design change and retention of use MOTION made by Sam McCullough, seconded by Eric Keil, to grant an extension until September 30, 2016 to allow time for landowners to respond to a purchase offer extended to the Pappas/Vasilas family members in accordance with concept plan outlined in the May 6, 2016 offer letter. Motion carried: 4/0 LPC discussed applicants’ June 24, 2016 request for retaining a private heliport use and for redesigning the concept plan by locating the road to the center to the property instead of on the west side, resulting in two farm lots instead of one. Heliport use is not allowed within area subject to Town easement. Any change to the concept plan is likely to affect the purchase offer. Melissa will prepare information in regard to request for road relocation for review at future LPC meeting. Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management:  DRAFT SOUTHOLD TOWN WHITE-TAILED DEER MANAGEMENT PLAN Draft plan referred for review Draft deer management plan to be sent via e-mail to LPC for review and comments. General Land Preservation Items:  DRAFT COMMUNITY PRESERVATION PROJECT PLAN Review draft update Land Preservation Coordinator Melissa Spiro gave overview of Plan and addressed questions from LPC. Next Regular Meeting:  Tuesday, July 19, 2016. The next regular meeting will be held on Adjournment:  The meeting was adjourned at 9:00 p.m. by the four attending LPC members.
