A meeting of the Southold Town Conservation Advisory Council was held Wed., July 13, ,
2016 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30PM by Acting-Chairman Jack McGreevy.
PLEDGE OF ALLEGIANCE
REPORTS
Tim Kelly, Peter Meeker and Greg Williams attended the Board of Trustees meeting held
on Wed., June 22, 2016. It was agreed by those who attended that some of the decisions
made by the Board of Trustees were a procedural test for the CAC regarding possible
town code violations. Acting-Chairman Jack McGreevy led an extensive discussion on
how to handle observations made by the CAC and the procedure to report possible town

code violations. Trustee John Bredemeyer suggested keeping the observations/violations
separate from the application reports. The Trustees are responsible for investigating and
enforcing wetland code violations only. Jack McGreevy requested all observations of
possible town code violations be reported at the next monthly CAC meeting.
OLD BUSINESS
Jack McGreevy and Peter Meeker have been working on updating the mission statement.
Jack asked the group for suggestions. The question was raised on whether an update
was necessary and was suggested that the CAC grow into the existing mission statement,
rather than change it, just to change it. Trustee John Bredemeyer mentioned that the
Trustees are proposing an amendment to Ch. 275 to include language to allow the Board
to request environmental audits, separate from SEQRA. These audits would be conducted
by the CAC.
NEW BUSINESS
Jack McGreevy proposed the current policy to Support or Not Support a wetland permit
application be abolished. He felt strongly that the group should be submitting
recommendations only. He requested a vote at the next monthly meeting.
Jack McGreevy proposed that the monthly minutes include the actual time that a member
and/or liaison leaves a meeting before it's has been adjourned. The purpose of this is to
keep everyone in line. The proposal was voted down by an informal vote.
APPROVAL OF MINUTES
Moved by Tim Kelly, seconded by Keith McCamy, to Approve the Minutes of June 15,
2016.
SPECIAL PRESENTATION
John Sepenoski, GIS Technician for Southold Town provided the members with a list of
potential CAC projects following by a demonstration utilizing the Town's online maps.
John reviewed each bullet and discussed in detail some of the areas of interest. Peter
Meeker will coordinate with Mark Terry for field verification of-the Town's in-house
freshwater wetland map. Secretary Lauren Standish will e-mail the links to the on-line
maps to the CAC members. -
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL �
EROSION PERMIT APPLICATIONS
Moved by Tim Kelly, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of NEIL STRONSKI & PATTI PEREZ for the
as-built decks and storage area; to remove and repair existing retaining walls, steps, deck

and structure. Construct new retaining wall to widen backyard, construct proposed pergola
and bluestone patios.

The CAC Supports the application using best management practices and recommends -
retractable stairs at the base of the stairs.
Vote of Council: Ayes: All

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of PETER & DIANA O'NEILL for the
inkind/inplace replacement of existing 58'X 30'X 30' bulkhead and the 5' return.

The CAC Supports the application and recommends removal of the old bulkhead debris.

Moved by John Stein, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of ROBERT & FLORENCE TAYLOR to
demolish a 1,000 sf. cottage with a 427 sf. attached deck and construct a variable 18'X
15.5' + 25'X 15' + 15'X 10.5' two-story dwelling with an 8'X 18' attached deck and a
variable 30'X 12' attached porch, install a new upgraded and compliant sanitary system
with surrounding 208 If. low-profile retaining wall and to connect to public water. Install �
three (3) drywells to comply with stormwater management regulations.

Moved by Greg Williams, seconded by John Stein, it was
RESOLVED to SUPPORT the application of CATHY & ANTHONY IASELLO to demolish
existing rear deck; add 3' of concrete block to existing foundation; add addition to
foundation along easterly side to match new finished floor elevation; add front addition off
northeast corner to match finished floor elevation; proposed new one-story dwelling to be
1,510 sf. Construct new entry deck on north side and new rear deck on waterside.
Construct three (3) rain gardens for stormwater run-off and renovate existing structure.

The CAC Supports the application, however, questions whether the rain gardens are
adequate to handle the roof run-off.

McCamy, Nay: Peter Meeker
Motion Carried
BRIM FISHERS ISLAND TRUST C/O JOHN BRIM to construct 181 If. of 4' wide fixed
wood pile and timber pier of which 157 If. is waterward of the apparent high water line and
install an 8'X 20' float with associated ramp, 18'X 28' wood platForm and restraint piles
and four tie-off piles. Also relocate boulders in the vicinity of the proposed float and
berthing areas to under the new pier.
Located: 3206 Brooks Point Road, Fishers Island. SCTM#4-3-3
The CAC did not make an inspection, therefore no recommendation was made.
Greg Williams will attend the next regular meeting of the Board of Trustees scheduled for
Wed., July 20, 2016 at 5:30PM. '
The next meeting of the Conservation Advisory Council will be held on Wed., August 10,
2016 at 4:30PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:30PM.
