Mr. Thomas C. Jerome applied for a pre-existing certificate of occupancy on July 31, 1996 for a two-family residence. On September 11, 1996 the building department issued a pre-existing certificate of occupancy for non -habitable one family dwelling with accessory buildings. Enclosed are four separate statements, Irene Kowalski, the daughter, and Gayle Bukmier, Alfred H. Goldsmith and Louis Baker long-time neighbors who are personally familiar with the premises and which state that this property is a pre-existing two-family residence. The house was owned and occupied by Stephna Zazecki as a two-family residence, with two kitchens and two separate living quarters. Mrs. Zazecki died on January 16, 1989 and the estate took several years to resolve. Thereafter the property was placed for sale, the estate advertised the property as a two-family residence. Thomas Jerome purchased the property as a two-family residence. Mr. Jerome painted and cleaned up the property (nonstructural improvements), retained the two kitchens and continued the two-family use. There is no question that this house is a two-family residence, it is my understanding that you may have been misinformed by someone to the contrary. We would like to clear this up with your office. If this matter cannot be resolved with your office, than we are prepared to appeal your determination to the Zoning Board of Appeals. Thank you in advance for your cooperation in this matter.
