("CityScape") in its capacity as telecommunications consultant for the Town, has considered the merits of the above referenced application submitted by New York SMSA Limited Partnership d/b/a Verizon Wireless ("Applicant") to insta,ll (collocate) its equipment on an existing concealed slick-stick tower. The existing structure is sixty-nine (69) feet tall. By means of this application, the Applicant is proposing to increase the height by twenty (20) feet for a new overall height of eighty-nine (89) feet and install its equipment on this new extension. The tower is located at the Orient by the Seas Marina & Restaurant, 40200 Main Road, Orient, New York, see Figure 1. The purpose of the proposed modification is to improve the Applicant's service in the eastern area of Orient area since the nearest site is three miles to west at the Orient fre district station. Su�port Structure &Equipment It is proposed to install three (3) panel antennas, two (2) diplexers and four (4) feed lines at the 84'6" level on the tower, all to be concealed within the outer walls of the structure, see Appendix, Exhibit A. There will also be additional equipment mounted within the existing fenced compound. The referenced facility and tower has been designed and will be operated by the tower owner and professionals with expertise in telecommunications site design and construction. The facility has been designed to maximize the use of telecommunications facility and will have the capability to provide space for future collocation opportunities. Ground Compound The Applicant is proposing to extend the existing ground compound by adding a 13'10" X 32' area. The existing 13' tall fence will be extended to enclose this new area. Within this extended compound, a diesel generator will also be installed, see Appendix, Exhibit B. Landscaping trees will also be installed about this fenced area to match the existing landscape. It is also noted the proposal does not meet the side yard setback requirement of 25', listed in the Ordinance, bulk schedule for business, office and industrial districts. Structural Anal.� The Applicant submitted a structural analysis dated, February 26, 2015 and based on ANSUEIA/TIA-222-G, Class II, Category D. Although the analysis does not include the proposed Verizon equipment, it does include the 20-foot height increase. Since this is a concealed facility, the antenna elements are hidden from view and entirely shielded from the wind. Thus, any additional equipment added within the outer shell not included in the analysis will not increase wind loading; it will only add weight. The structural analysis indicates that the 89-foot structure will be loaded to 71.5% while the foundation will be 31.5%, see Appendix, Exhibit B. CityScape does not believe that the proposed additions will significantly increase the loading, as explained above. Therefore, this analysis appears sufficient. Any future modifications to this structure should, however, include a revised analysis. Wireless applications, other than new support structures are governed under the Middle Class Tax Relief and Job Creation Act of 2012 (Tax Relief Act) and shall be afforded streamlined processing with a qualified application. A qualified application under the Tax Relief Act cannot increase in size of the ground compound, or tower structural changes increasing the height or girth by ten percent (10%) or twenty (20) feet, whichever is greater. While the proposed 20-foot increase in height would meet the collocation requirements, the extension to the ground compound does not. Therefore, this application needs to be considered in a public hearing. Granting the setback variance is at the Town's discretion. Should the Town grant this setback variance, as all other technical requirements appear in order, CityScape recommends a�proval of the application with the following conditions: 1. All of Applicant's feed lines/cables shall be installed inside the monopole structure; and, 2. All ports shall remain sufficiently sealed to prevent access by birds and other wildlife; and, 3. The Applicant shall confirm the generator will comply with the Southold Ordinance noise guidelines; and, 4. The facility shall remain secured and protected from unauthorized personnel.
