A meeting of the Southold Town Conservation Advisory Council was held Wed., June 15,
2016 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
REPORTS
Jack McGreevy attended the Board of Trustees meeting held on Wed., May 18, 2016. His
general impression was that the Board was more conscientious of what the CAC is about,
due in part to the report on "Starvation of Southold's Beaches". As a result, some of the
applications were postponed.

The CAC welcomed new members Tim Kelly and Greg Williams. Chairman Peter Young
and the members provided them with an overview of the mission statement and explained
the protocol for the monthly field inspections.
Peter Meeker and Jack McGreevy provided an update on their research project regarding
the role of the CAC. They were able to obtain maps of the Town's natural resources and
suggested the CAC update the maps. They also suggested providing the Town Board with
annual reports citing the goals and accomplishments and consider launching an
educational campaign on the functions of the CAC. It was also suggested to update the
mission statement. Chairman Young will meet with the Town Attorney to discuss how
these efforts will fit into the Town Code.

Moved by John Stein, seconded by Jack McGreevy, to Approve the Minutes of May 11,
2016.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of MICHAEL MANTIKAS & ARGY MANTIKAS
to re-build and upgrade single-family dwelling including removing and replacing septic
system, addition gutters and drywells to contain roof run-off and relocating residence an
additional 16' from top of bluff, and install new gravel driveway.
Located: 80 Oak Court/South Lane, East Marion. SCTM#37-6-3.5

The CAC Supports the application with the Condition of a 5' non-turf buffer along the
landward side of the top of bluff.

Moved by John Stein, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of SOUTHOLD SUNSETS HOLDINGS, LLC to
demolish existing single-family dwelling, decks, enclosed porch, concrete walk, foundation
and shed. Construct a raised two-story dwelling on a piling system with a covered
porch/open deck on north and east sides. Construct new septic and storm water
management systems, and provide buried electric service.

RESOLVED to SUPPORT the application of JONATHAN TIBETT to install an in-ground
swimming pool 15'X 36' with masonry patio on grade 52'X 36' with outdoor kitchen
landward of pool.

The CAC Supports the application with the Condition a drywell is installed to contain the
pool backwash and a stormwater plan for the patio.

RESOLVED to SUPPORT the application of JOSEPH & MAUREEN COOGAN to remove
existing second-floor, raise 1,418 sf. first floor walls, construct new second-floor, new
additions and first-floor renovations.

RESOLVED to SUPPORT the application of STEPEHN MILGRIM to construct a 660 sf.
barn for storage of yard tools and kayak.

installed to contain the stormwater run-off.

Moved by John Stein, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of SUSAN A. GHETTI for the reconstruction of
a damaged bulkhead in same location as existing. Proposed bulkhead to be 58 If. of new
vinyl sheathing with 8 If. returns on both sides. Reconstruct 4'X 4' steps to beach. Install
approx. 40 cy. of clean sand fill landward of proposed bulkhead.

the bulkhead and hinged steps to the beach.

Moved by Keith McCamy,-seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of PETER J. SABAT to reconstruct an existing
timber walk for a proposed dock/float to reach 30"water depth at low tide. Elevated
catwalk 4'X 125' including timber walk reconstruction. All construction to consist of non-
treated building materials and galvanized hardware. Thu-Flow decking material will be
utilized over wetlands as required. Hinged ramp 3'X 12' aluminum construction and
floating dock 6'X 20' secured by two double 10" dolphin pilings.

The CAC Supports the application, however, the project was not staked, and recommends
removal of the remains of the dilapidated bulkhead.

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of ANDREW CARMELLINI & GWEN HYMAN
to replace in-kind wood steps to beach. All existing wood steps which are less than 3' to
be reconstructed with 3' width steps. Description from beach to handicap wood walk in
lawn: 3'X 8.8' steps from beach to existing bulkhead; existing 20'X 8.3' wood deck
landward of bulkhead, to 3'X 8' steps to irregular 3'X 5.8' landing, 2.5'X 15.4', existing
2.6'X 14.2' steps to existing 2.5'X 2.5' landing, replaced with 3'X 14.2' steps to 3'X3'
landing, existing 3'X 8.5' steps to 8.5'X 3.2' wood landing, to 3'X 15' steps to 3'X 4'
landing to 3'X 9' steps to 4' handicap wood walkway. Handicap wood walkway on grade
4'X 54' and 4'X 6.2' connection to steps to beach described above. Additional 4'X 7.7'
wood steps and 8' retaining wall in lawn.

The CAC Supports the application with the following Conditions:
• The steps at the base of the staircase are retractable and parallel to the
shoreline;
• Preservation of the stable and well-vegetated bluff;

• Designation of the 8' extension to the retaining wall; and
• A limitation on the size of the deck (+/-160 sf.) landward of the bulkhead.

RESOLVED to SUPPORT the application of SUE NAHILL & DON RYND for the existing
3' stairs down the bank, existing 8'X 8' pier, 32"X 16' pier, 3'X 5.6' steps, 3'X 48.7' pier,
and 4'X 38.5' pier and existing 3' stairs to beach.

The CAC Supports the application with the Condition the steps at the base of the
staircase are retractable.

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to NOT SUPPORT the application of WILLIAM C. GOGGINS & DONNA M.
GOGGINS to repair existing jetty/groin +/-61', replace cap with fir, replace whaler with
CCA, replace three (3) pilings with CCA, and install approx. 6' of sheathing,
repair/strengthen approx. 10' of sheathing using vinyl.

The CAC does Not Support the application based on the following:
• No CCA treated lumber;
• There is no provision for public lateral access; and
• The jetty/groin should be reconstructed using best management practices
and cut back 15'-20' on the seaward end.

RESOLVED to NOT SUPPORT the application of WILLIAM & JILL HANSEN to construct
a 4'X 33' fixed dock using Thru-Flow open-grate decking and install an elevated 4'X 6'
lower platform with ladder to access watercraft.

The CAC does Not Support the application based on questions and concerns with regard
to the ownership of the right-of-way and the configuration of the property.

Moved by Keith McCamy, seconded by Greg Williams, it was
RESOLVED to SUPPORT the application of 100 PARK AVE CORP. to construct a 3,350
sf. single-family dwelling; 16'X 32' in-ground swimming pool with bluestone patio and 4'
pool fence around proposed patio; plant native beach grass along bluff to revegetate bluff;
plant 8' tall green giant arborvitae along east and west property lines; and construct a 4'X
25' staircase for beach access.

The CAC Supports the application with the Condition the location of the pool and patio are
at the required setbacks in accordance with Chapter 275-Wetlands Code.

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to NOT SUPPORT the application of ROGER PRAETORIUS to install a
docking facility consisting of a fixed walkway and landward ramp with open-grate decking
4'X 90' supported by 6" dia. marine piles seaward of the ordinary high water line and 4'X
4' timbers landward of the ordinary high water line, hinged ramp 3'X 20', and floating dock
6'X 20', and the float secured by two 8" dia. marine spiles.

The CAC does Not Support the application because the dock was not staked. The CAC
made an observation that there is potential for serious drainage problems if the property is
developed.

Moved by Keith McCamy, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of ALAN D. EIDLER & SHARON D. EIDLER
for the pre-existing 10'X 14' wood platform. Replace timber decking with Thru-Flow
decking and proposed kayak rack; proposed 4'X 100' fixed catwalk with access steps with
Thru-Flow decking; and 3'X 14' ramp to 6'X 20' floating dock.

conformance with Chapter 275-Wetlands Code.

Motion Carried
Peter Meeker,.Tim Kelly, and Greg Williams will attend the next regular meeting of the
Board of Trustees scheduled for Wed., June 22, 2016 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on Wed., July 13,
2016 at 4:30PM in the Supervisor's Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:45PM.
