HomeMy WebLinkAboutLP-06/14/2016 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, June 14, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Eric Keil Sam McCullough Doris McGreevy Anne Murray Lillian Ball Members Absent: None Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, LPC Secretary Holly Sanford, Peconic Land Trust Program Manager Commencement:  The meeting began 7:06 p.m. with six LPC members present. Committee Minutes and Administration:  Acceptance of LPC meeting minutes from May 24, 2016 MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 5/24/2016 LPC meeting minutes. Motion carried: 4/0/2 (John Sepenoski and Eric Keil abstained as neither were present during the 5/24/2016 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR Application: Appraisal review and purchase order recommendation \[executive session\]  SCTM #1000-107.-10-8 (MILL LANE TWO, LLC) PDR Application: Appraisal review \[executive session\] EXECUTIVE SESSION. The LPC members entered into Appraisal review continued and potential purchase offer discussed. END OFEXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Eric Keil, to authorize Land Preservation Coordinator Melissa Spiro to present and negotiate a purchase offer to landowners Eugene Krupski (Mill Land One, LLC) and Patricia Krupski (Mill Lane Two, LLC) for the Town’s purchase of a development rights easement as shown on proposed concept plan at a cost per buildable acre that is supported by the appraisals. LPC did not restrict the location or allowance for agricultural structures within the easement area other than those imposed by Town Code. Motion carried: 6/0  SCTM# 1000-120.-3-2 and 120.-3-11.8 (PATRICIA DiVELLO) PDR Application: Review new PDR application Melissa Spiro met with Patricia DiVello and her son, Joe DiVello on June 13, 2016, at which time a new LPC application was made. Melissa reviewed new application, concept plan, and landowner’s short timeframe with LPC. Concept plan includes Development Area exceeding that which would conform to conservation subdivision allowed development area. MOTION made by Eric Keil, seconded by Sam McCullough, to direct Land Preservation Coordinator Melissa Spiro to commission an appraisal on the DiVello properties (SCTM #1000-120.-3-2 and #1000-120.-3-11.8) to determine the value of a development rights easement on the area shown in proposed sketch plan subject to Melissa determining that landowner intends to pursue if short timeframe can’t be met and subject to restrictions which would prohibit residential use within the proposed development area. Motion carried: 6/0 Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management:  DRAFT STEWARDSHIP MANAGEMENT PLAN FOR RUTH OLIVA PRESERVE Review Draft Plan: Town Board referred Plan to LPC for review LPC members said they would review and send individual comments to John Sepenoski or Town Board. General Land Preservation Items:  DRAFT 2016 UPDATE OF COMMUNITY PRESERVATION PROJECT PLAN AND ELIGIBLE PARCEL LIST Review process re: Eligible Parcel List Land Preservation Coordinator Melissa Spiro and Chairman John Sepenoski explained how they updated the Eligible Parcel List for the Community Preservation Project Plan (CPPP) document now undergoing updates and revisions by Land Preservation Coordinator Melissa Spiro. Melissa will forward updated text to LPC members for review via e-mail once draft is completed. Next Regular Meeting:  Tuesday, June 21, 2016.
