Main Rd. &Youngs Ave.) Southold, NY 11971 •••\— I Telephone: 631 765-1938 .00 COMM _es ,S LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: John Bredemeyer, President Town of Southold Board of Trustees From; Mark Terry, Principal Planner LWRP Coordinator Date: November 16, 2015 Re: Local Waterfront Coastal Consistency Review JACOB &JILL KUBETZ SCTM# 1000-127-6-10 Stromski Architecture, P.C. on behalf of JACOB &JILL KUBETZ request a Wetland Permit to demolish existing dwelling and construct new one-story dwelling with a 1,940 sq.ft. footprint that includes a 52 sq.ft. front covered porch, a 170 sq.ft. rear covered screened-in porch, and an access area to basement; for basement access area install two landscape block retaining walls, one being 80 linear feet ranging in height from 5.4' to 1.4' and the second being 43.1' linear feet ranging in height from 5.4'to 1'; install a 328 sq.ft. paved patio adjacent to screened-in porch; install a 2.10'x38.7' paved walkway from the rear patio to existing 20.3'x30.4' detached garage; existing detached garage framing to be repaired as needed; install a 2,029 sq.ft. gravel driveway; for the existing 3.3'x47.3' brick walkway to dock; The new construction of the on-story dwelling is CONSISTENT. It is recommended that the Board clarify where the gutters and leaders will direct storm water. It is recommended that the Board require the establishment of a non-turf buffer comprised of native, drought and salt tolerant vegetation incorporating existing native, beneficial plants. The buffer should be located seaward of the wetland line to the FEMA AE el 6' flood zone line. Reconstruct existing dilapidated dock by repairing existing 4.1'x11'fixed dock supported by (4) 8” diameter piles underneath the framed platform and surrounded by (6) 6" diameter piles that extend higher than the platform by some 36"-48"; The reconstruction of the dock in place,in kind is EXEMPT from LWRP review. Construct a 4.1'x10' seaward extension to fixed dock supported by (4) 8" diameter piles underneath the framed platform and surrounded by (6) 6" diameter piles that extend higher than the platform by some 36"-48"; and install an 8'x10'floating platform anchored by 6" diameter piles. The seaward extension of the dock is INCONSISTENT based on the following: 1. Extremely shallow water depths at the dock terminus and lack of stated purpose of dock (vessel type that would not negatively impact Jockey Creek bottom or water quality). 2. The extension of a private dock structures in public waters and on bottomlands (Policy 9) Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. It will contain 1,718 square feet of conditioned space,a 52 square feet front covered porch(6'40"x 8'4"),a I70 square feet rear covered screened-in-porch(I3'-8"x I2'-6"), and a full 1,7I8 square feet basement with access to grade.Access to grade is provided by two landscape block retaining walls. One being 80 Iinear feet ranging in height from 5'-4" to 1'-4"and a second retaining wall 43'-1"linear feet ranging from S'-4" high to I' in height. A 328 square feet rear paved patio (19'6" x I6-10") is proposed just outside the screened-in-porch.A 2'-I0"x 38-7"paved walkway is proposed from the rear patio to the existing detached garage.The existing detached garage is 609 square feet(20.3'x 30.4') and needs to be repaired.We are proposing a new roof and siding with framing repairs as needed.Access to the house from the private drive will be via a 2,029 square feet gra el driveway. It is the owner's intention to rebuild the existing dock with floating platform back to its original shape before hurricane Sandy.The current owners have just recently purchased the property but were told by the previous owners the original size and shape of the dock and platform.They have aerial photos which show the original configuration.The existing brick walkway down to the dock will remain.It is approximately 156 square feet(3.3'x 47.3')in size.We are proposing to re-build a 4.I'. x I0'(41 s.f.) extension to the existing dock.
