Historic Preservation Commission Minutes
3:00 p.m., May 17, 2016
Town Hall Annex Executive Board Room
Attendees:

Call to Order:
The meeting was called to order at 3:00 p.m. by Chairman Garretson.
Approval of Minutes:
The minutes of April 19, 2016 were approved unanimously on a
motion by Commissioner Webb and a second by Commissioner Harper.
Chairman’s Comments
Chairman Garretson announced that, as chairman of the HPC, he is also a sitting member
of the Southold Town Architectural Review Committee. He noted that the ARC typically
begins its meetings with a work session. Because the HPC has had a heavy work load
recently, Chairman Garretson suggested starting the HPC meetings an hour earlier when
necessary. Commissioners agreed to start the next meeting, June 21, 2016 at 2 p.m. The
format would be a 2 p.m. work session and a 3 p.m. regular meeting.
Administrative Assistant Damon Rallis explained that he was not permitted to attend any
meetings scheduled outside of the regularly scheduled public meetings. However, he
assured commissioners that he would have all commission documents prepared and ready
prior to any scheduled work session.
Public Hearing
Beug, 1620 Koke Drive, Southold
(SCTM# 1000-87.-5-19.3). Proposed porch addition
Robert Brown
to an existing single family dwelling on a landmarked property. ,
architect, on behalf of the applicant.
Robert Brown presented the commission with revised drawings that took into
o
account the comments made by commissioners during the April 19, 2016 pre-
submission conference. Which included the addition of lattice screening and
siding that matched the existing structure.
Although the commissioners had suggested that the roof pitch be steeper, in
o
keeping with the existing structure, Robert Brown explained that he made the
decision to keep the original proposed pitch for a number of reasons, including the
fact that a change in the roof pitch would interfere with an existing window and
would make the porch look more obtrusive. He said that, as the designer, he
wanted to keep a low profile both figuratively and literally.
Resolution #5.17.16.1 – Passed, Unanimously
Resolution #5.17.16.1, approving the proposed porch addition to an existing single family
dwelling at 1620 Koke Drive, Southold (SCTM# 1000-87.-5-19.3). Approved
unanimously on a motion by Commissioner Grathwohl and a second by Commissioner
Webb. (A full copy of the resolution is on file in the Southold Town Building department.)
Public Hearing
Campbell, 400 King Street, Orient
(SCTM# 1000-26.-2-14). Proposed additions and
alterations to an existing single family dwelling on a landmarked property.
Kevin Perry, architect, gave a power-point presentation and presented the HPC
o
with plans and models for proposed additions and alterations to this landmarked
structure.
Commissioner Parker asked about the proposed siding. Kevin Perry explained
o
that the entire building would be sided in clapboard with the exception of the rear
addition which would be done with cedar shingle. He also explained that they
would be developing a Yankee gutter for the project, which would be an
“interior” gutter.
Commissioner Webb and Chairman Garretson commended Kevin Perry on the
o
proposal and his presentation.
Commissioner Parker asked if there was a window schedule for the project. The
o
architect explained that he had not developed one yet, but he would do so and
forward it to Damon Rallis as soon as possible.
Resolution #5.17.16.2 – Passed, Unanimously, conditioned upon an approved window
schedule and fascia detail
Resolution #5.17.16.2, approving the proposed additions and alterations to an existing
single family dwelling at 400 King Street, Orient (SCTM# 1000-26.-2-14). Approved
unanimously, conditioned on the submission of an approved window schedule and fascia
detail, on a motion by Commissioner Surchin and a second by Commissioner Grathwohl.

Public Hearing
Kane, 335 Village Lane, Orient
(SCTM# 1000-25.-2-4.13) “As Built” alterations to an
existing single family dwelling on a landmarked property.
Neither the applicant nor a representative appeared for the public hearing.
o
Chairman Garretson noted that, in addition to failing to appear in front of the
o
commission for work that had been done without HPC approval, the applicant
was working outside of the scope of the administrative permit issued on April 19,
2016 meeting to replace the existing windows “in kind.” Specifically, the
windows did not match those proposed and outlined in the permit.
Based on this information, commissioners voted to request that the building
o
department issue a “stop work order” on the project.
Resolution #5.17.16.3 – Passed, Unanimously
Resolution #5.17.16.3, rescinding the previously approved administrative permit and
authorizing and requesting the Southold Town Building Department to issue a stop work
order in relation to work being one at 335 Village Lane, Orient (SCTM# 1000-25.-2-
4.13), on a motion by Chairman Garretson and a second by Commissioner Harper. (A full
copy of the resolution is on file in the Southold Town Building department.)
Public Hearing
John Currin, 745 King Street, Orient Mark Kaffaga,
(SCTM# 1000-26.-1-32.1).
Contractor.
“As built” alterations to the façade of an existing single family dwelling on
a landmarked property in the Orient Historic District.
Mark Kaffaga presented the commissioners with architectural drawings that
o
reflected both the ‘as built” window change and the Yankee gutter design, as
requested.
Although commissioners agreed that there were a number of examples of Yankee
o
gutters throughout Orient, they showed concern with the size/mass of the Yankee
gutter on this specific project.
Both the applicant and commissioners discussed numerous ways to “cut back” the
o
gutters.
Commissioners chose to close the public hearing, but not to vote on a resolution
o
to approve the “as built” work. Instead, they will continue their discussion at the
planned June 21, 2016 work session.
Appointment
Hideaki Arizumi, Architect. Faerber, 2072 Village Lane,
(Pre-submission Conference)
Orient
(SCTM# 1000-24.-2-27). Additions and alterations to the façade of an existing
single family dwelling on a landmarked property in the Orient Historic District.
Hideaki Arizumi made a brief presentation of a plan to convert an existing
o
building with four apartments into a single family dwelling.
Commissioners agreed to review the project furtherat the planned June 21, 2016
o
work session.
Old Business
Continued discussion of proposed changes to the town’s Historic Preservation Law.
Based on a suggestion made by Councilman James Dinizio at the April 19, 2016
o
meeting, Chairman Garretson presented the commission with draft changes to the
town’s Historic Preservation law.
After a lengthy discussion, commissioners agreed to forward the following to be
o
considered by the town board and the town attorney:
CURRENT LANGUAGE:
§ 170-6 Certificate of appropriateness for alteration, demolition or new construction.
A. No person shall carry out any of the following activities without first obtaining
a certificate of appropriateness specifically permitting such activity from the
Town of Southold Historic Preservation Commission:
(1) The demolition or removal of landmarks designated as "historic"
pursuant to § 170-5 of this chapter; or
(2) The alteration of the facade of landmarks designated as "historic"
pursuant to § 170-5 of this chapter.
B. No demolition or building permit shall be issued for such activities without
such certificate of appropriateness. The certificate of appropriateness required by
this chapter shall be in addition to and not in lieu of any building permit that may
be required by any other chapter of the Town Code of the Town of Southold.
