HomeMy WebLinkAbout05/23/2016 Southold Transportation Commission Southold Town Hall May 23, 2016 Meeting Called to Order: 10:03 AM by Chairman Neb Brashich. Members Present Frank Field, Town Engineer Jamie Richter, Chief Martin Flatley, Planning Director Heather Lanza, Highway Superintendent Vincent Orlando, Greenport Rep. Derryl Baumer, Jim Baker and Tom Fox. Also Attending Mary Bess Phillips, Greenport Trustee. Approval of April 18, 2016 Meeting Minutes A motion to approve the minutes was made by Heather Lanza, was seconded by Jim Baker and was carried. Commission Vacancies Nothing to report. EETC Update Nothing to report. Review of Greenport Escalating Adverse Traffic Impacts Agenda Ms. Phillips and Derryl Baumer provided an updated version of the White Paper on that issue. Attached were two maps covering the traffic patterns from Orient Point and from points west of Greenport and to points south to Shelter Island. Two photos were also attached showing the damaging impact of heavy truck traffic on Main Street and one photo showing the end of the ferry line on Wiggins Street. They also suggested that better coordination was needed with other East End towns with particular emphasis on the benefits that those towns derive from North Ferry traffic. Discussions for local solutions should include the operators of the NF (Shelter Island Heights Corporation), the East End Mayors & Supervisors Association and the Suffolk County Executive. Moreover, as the Cross Sound Ferry is engaged in interstate commerce, federal invention should also be considered. In the short term, impending summer traffic must be dealt with, while the longer term solution will require a traffic study. Greenport reps are expected to keep the Commission advised of the situation. Public Requests - Final Determinations Request for a Stop Sign on Little Neck Road - Cutchogue Chief Flatley reported that the detailed results of a computerized traffic speed monitoring study conducted for eight hours daily over a five day period on that roadway found that there was overwhelming compliance with the posted speed limit and that there is no basis for installation of the requested signage. Local residents will be informed accordingly. 1 Request for No Parking Signs on Jockey Creek Drive - Southold Chief Flatley’s email of May 19 to the Southold School Superintendent reported that during a baseball game on that date, he had observed that the parking lot at the nearby church was filled and that 20-25 cars were also parked on both sides of JCD. He advised that a truck or a SFD vehicle would not have been able to pass through JCD at that time. He suggested that SCD should attempt to have spectators use the school parking lot to allay local residents’ concerns. Shorecrest at Arshamomaque Parking Request – Southold – Follow up In response to local continuing residents’ concerns, it was suggested that “Seasonal Parking by Permit Only” signage be considered for the affected area. In that regard, a public hearing and Town Board approval would be required. Relocation of Pequash/North Cross Stop Sign to Corner of Pequash & Old Pasture - Cutchogue A local resident requested relocation of the Stop Sign as suggested above. A petition from the Fleets Neck Association will be required for further review. In the meantime, a computerized traffic speed monitoring study of that location will be conducted. Installation of Speed Bumps/Signs on Old Main Road - Orient A local resident has requested the installation of three speed bumps at three locations on that roadway. Chief Flatley will investigate the situation and Neb will advise the resident that speed bumps will not be installed in any case. Public Requests - Pending Possible Recommendation for Ackerly Pond Lane - Southold Nothing to report. Supervisor & Town Board Requests Laurel School Traffic - Site Ownership Determination by NYSDOT Neb reported that NYSDOT has determined the affected location is indeed owned by NYS. Neb will discuss the impact of that finding with the Supervisor. Southold Post Office Parking Request The local Post Office has requested paint striping several “set parking spots” on both sides of Traveler Street in way of the Post Office. Superintendent Orlando advised that striping for four slots only on the south side of roadway would be workable. Planning Board Requests Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has been delayed to June 2016. RFP Proposal for Traffic Study Intersection of Love Lane & Old Sound Avenue - Mattituck at Route 25, On May 10, 2016, an RFP has been sent to three engineering consulting firms for reply by May 31. The Town Board and Suffolk County DPW will discuss funding issues. Parking Issues – New Suffolk Heather Lanza reported that the matter will be included in the Transportation & Infrastructure Chapter of the Town Comprehensive Plan. It was suggested that there be only parallel parking across from and in way of Legends, with a yellow centerline stripe a and parallel white line stripe on the east side of the roadway. 2 She also reported that there are continuing complaints concerning parking at the NS boat ramp. Current Transportation Issues - Updates Southold / Greenport Bus Shelters The Suffolk Times has reported on the installation of shelters in Mattituck on the eastbound side of Route 25 in way of CVS (Project Bus Stop) and in Cutchogue on the westbound side of Route 25 at New Suffolk Avenue (Town). Still outstanding are a shelter on the westbound side of Route 25 in way of Town Hall (Town) and four others at various locations town-wide (Project Bus Shelter proposal). Neb and Jamie will meet with SCDPW reps to discuss the NYSDOT’s newly required redesign and resubmission for approval and bidding. Orientation / Interpretive Signage Project – Town Decision All of kiosks have been installed and the signs will be installed this week by the Town’s DPW. Old Business LIRR Tom Fox reported that the LIRR has now scheduled the seasonal Friday early evening eastbound train extension from Yaphank to Greenport to return from Greenport in revenue service with all stops to Ronkonkoma and non-stop to Jamaica. Increased ridership westbound was anticipated from that rescheduling. New Business The MTA has scheduled an East End transit meeting on June 3 at 10:30 AM at Riverhead Town Hall. The SCDPW has scheduled a summit conference call at May 26. Next Meeting The next meeting is scheduled for June 27, 2016 at 10:00 AM at the conference room at Town Hall.
