Called to Order: 10:00 AM by Chairman Neb Brashich.

A motion to approve the minutes as corrected was then made, was seconded and was carried.
Commission Vacancies
Councilman Ruland reported thatthe two vacancies will be discussed by the Town Board at its
April 19th meeting.
EETC Update—Meeting -April 13, 2016
The full minutes of the EETC's meeting of January 27, 2016 were submitted to the Commission
for its information.
Neb and Heather Lanza were at the well-attended comprehensive meeting on April 13th in
Riverhead. Attending agencies made their reports.
LIRR
The railroad's budget has been approved by the NYS Legislature, without any reductions. That
budget continues to include $37,500,000 covering North Fork and South Fork shuttle services,
although US-made compliant light rail units are apparently not available at this time. A trial of
GPS on the Montauk Line is being evaluated.
NYSDOT
That agency's budget has also been approved, in the same amount as the previous budget.
The issue of improving the intersection of Old Sound Avenue and Love Lane in Mattituck will be
discussed by the Mattituck-Laurel Civic Association at the Town Board's session on April 19th.
It was also reported that the evaluation of all federal transportation-related grant requests has
now been consolidated under the Transportation Alternatives Program. The Superintendent,
Assemblyman Palumbo and the SCDOT will work together to fund a traffic study. In the
meantime, Chief Flatley advised that the SPD has increased its presence at the north end of
Love Lane concerning through trucks on that roadway.

SC Transit
That agency's rep advised that a GPS locater system "app"was progressing. SCT is also
considering operating smaller buses on the S92 route during midday hours. It is also
considering replacing the S92 route with a North Fork loop service operating between
Riverhead and Greenport as well as one for the South Fork, operating between Riverhead and
East Hampton. Transfers would be available between those new routes, although funding
issues remain a concern.
SC Planning
That agency is sponsoring the North Fork Transportation Forum at the Soundview Restaurant
on April 26th at 9:00 AM. It was also reported that the Towns of Southampton and East
Hampton are each operating a free-ride service loop service around those towns.
NYMTC
That agency will be holding community workshops on May 11th at 3:00 PM and 6:00 PM at the
Riverhead Legislative Auditorium to discuss"Plan 2045", NYMTC"s Next Regional
Transportation Plan.
Review of Greenport Escalating Adverse Traffic Impacts Agenda
Greenport Rep Derryl Baumer reported that discussion of the issue is continuing by the Village
Board. NYSDOT's review of the signage issue is still outstanding and the Village is requesting
GPS service providers to consider adjusting their routing recommendations on Greenport
roadways.
Public Requests -Final Determinations
Parking Issues, Laughing Waters-Southold
Superintendent Orlando reports that the Laughing Waters Association is now requesting that no
further action be taken at this time.
Speeding on Little Neck Road- Cutchoque
As previously requested, a petition from local residents has been submitted to the Commission.
Neb investigated the impacted area and found no basis for placement of stop'signs, as no
location had been requested. Chief Flatley advised that electronic traffic-study equipment would
be placed on that roadway to monitor traffic statistics. Neb will advise the concerned local
' resident accordingly. "

Request for No Parking Signs on Jockey Creek Drive- Southold
Neb met with the Southold School Superintendent to discuss actions that the District might take
to alleviate the situation during the High School's home baseball games. It was recommended
that the gate to the field from JCD be closed during the games and that orange warning cones
be placed on the east side of the roadway. It was also reported that the nearby church would
allow parking in its lot, which may accommodate 15 or 20 vehicles. It was also recommended
that the District should advise parents accordingly. Chief Flatley will recheck the situation.
Public Requests - Pending
Possible Recommendation for Ackerly Pond Lane - Southold
The petition requested from the concerned local resident has not been received and no further
action will be taken in the meantime.

Supervisor&Town Board Requests
Laurel School Traffic- Pending Site Ownership Determination
Neb reported that NYSDOT is rechecking the situation report.
Planning Board Requests
Town Comprehensive Plan
The Town Board and the Planning Board will hold three community meetings throughout the
town on April 23rd, 28th and 30th in anticipation of the issuance of the Transportation &
Infrastructure Chapter in June 2016.

Current Transportation Issues - Updates
Southold/Greenport Bus Shelters
Shelters have been installed in Mattituck on the eastbound side Route 25 in way of CVS
(Project Bus Stop) and in Cutchogue on the westbound side of Route 25 at New Suffolk Avenue
(Town). Still outstanding are a shelter on the westbound side of Route 25 in way of Town Hall
(Town) and four others at various locations town-wide (PBS).
However, SCDPW advised that NYSDOT has rejected the current designs for those remaining
shelters. They must now be redesigned and resubmitted for approval and bidding. Neb and
Jamie will meet with SCDPW reps to discuss the situation.
Orientation/ Interpretive Signage Project—Town Decision
All of the signs and kiosks are now on hand are being installed by the Town's DPW.

Councilman Ruland suggested that No U Turn signage be installed on Love Lane in Mattituck.
Chief Flatley will investigate the Town Code and NYS Vehicle and Traffic Law for guidance on
that issue.
Next Meeting
The next meeting is scheduled for May 23, 2016 at 10:00 AM at the conference room at Town
Hall.

Greenport Village Escalating Adverse Traffic Impacts
Executive Summary
For centuries, Greenport Village has been the transportation center on the North Fork of
Long Island for intrastate and interstate traffic. Over the years, the Shelter Island and
Cross Sound Ferry Companies have steadily increased fleet size to meet the increased
demand for convenient ferry service.
Vehicles converging from all over the Northeast Region to Greenport Village create
over-taxed, congested village roadways and infrastructure that requires significant
Village resources to maintain. Highly important traffic and safety issues facing Village
residents center on the congestion at the ferry staging area on Third Street and the
narrow downtown Main Street corridor. The Village's contention is that the cost of
alleviating the current situation should not fall on the Village taxpayers
The Village is issuing a "Call to Action" for (1) a traffic study (2) a roadway redesign to
improve traffic in Greenport Village and the North Fork in general, and (3) a proposal for
the commitment of joint municipal resources, with the support of the Southold Town
Transportation Commission.
Background
In the late 1700s, the Shelter Island Ferry Company began transporting cars from
Shelter Island to Greenport. Subsequently, the Long Island Rail Road began sending
trains into Greenport in 1844 as an easier, more efficient means to transporting cargo
via ferries tp Boston from New Yori4 City. Arpupd 189 steamboat service began
servicing Sag Harhor, Greenport, and Orient with Nqw York City as the,final destinatrgn,
As demands increased at the turn of the century, the Shelter Island Ferry Company
increased the size of its fleet to handle the needs of its residential and commercial
customers. The company continued to increase boat and fleet size to accommodate the
influx through the early 1900s. It then became quite apparent that traffic was increasing •
on the North Fork.
In 1940, the Cross Sound Ferry Company was established. Visitors began flocking to
the North Fork and to reach points on the South Fork of Long Island without travelling
by more western routes. By 1975, the demand was great enough to expand to year-
round services. The demand continues to grow steadily as Long Island becomes a
tourist destination.
Statistical data from the year 2000 indicates that the Shelter Island ferries transported
over 1,000,000 cars per year.
Traffic Problems
The vehicles that converge in Greenport from various points in the Northeast contribute
to the over-taxed, congested roadways, and burden to Village resources. Whether
arriving by boat via the Cross Sound Ferry or from points west and south, the burden of
road usage is a key issue for residents.
NYS Route 25 through Greenport is locally known as Front Street and Main Street.
Although the State has made vast improvements to the Front Street corridor, the Village
of Greenport struggles to maintain the Main Street portion due to budget constraints.
Since the revitalization of the downtown section of Main Street, vehicle and pedestrian
traffic has increased. The increase has led to safety concerns. The growing demand
has made it especially difficult for emergency vehicles to navigate during busy times.
The State has designated that portion of the roadway as the State "touring route". The
road is often used by commercial interests as a thorough-fare to access points west and
south. With the increased usage by larger vehicles the narrow road has become unsafe
for travel. The Village is aware of incidents where vehicles in close proximity have
collided..
Tourism interests tout the ferry services to and from the South Fork as the easiest most
convenient route to the Hamptons. Several tourism sites and newspaper articles outline
the "much more convenient" route as a way to "pack" tourists onto the South Fork.
However, Greenport's many businesses often do not reap the benefit of this usage.
The most important issues facing Village residents, however, are the traffic and
subsequent congestion at the loading zone for the North Ferry Company. During the
summer months, the loading zone and staging areas are a consistent topic of
conversation among residents and business owners in the Village. Currently, customers
of the North Ferry Company are expected to enter the staging area along Wiggins
Street via Sixth Street. This vision is not realized due to the fact that GPS and other
routing applications direct cars to access the ferry at Third Street.
The issue has sparked great debate regarding how to deal with proper staging and
loading. The Southold Town Police Department is often left policing the privately owned
site to handle disputes and conflicts resulting from loading issues.
The North Ferry Company, due to space restrictions, uses the length of Wiggins Street
as a staging area for ferry traffic. The Village has converted a portion of this road into a
one-way street to help alleviate traffic directly associated with this use.
Village of Greenport Costs
Over the last five years, the Village estimates that nearly $12,000 has been spent for
the repair of potholes on Main Street alone. The Village, in joint venture with Southold
Town, resurfaced one of the worst areas of Main Street. The cost to the Village for that
work was $33,000. The Village has been limited mostly to emergency repairs and
maintenance on many of its roads.
The cost to repave Main Street is estimated to be nearly $200,000. Wiggins Street,
which is used by the North Ferry Company as a staging area, would benefit from a
resurfacing. The cost to repave the 1600 linear feet of Wiggins Street is estimated to
cost $100,000.
The road work does not include the cost of the time devoted by Village administration
and employees to make these projects come to fruition.
Village of Greenport taxpayers should not bear the full burden of repaving these streets
and the other costs associated with this maintenance.
Call to Action
Several traffic and safety issues on Third Street in particular have garnered the need for
a traffic study to be conducted to better develop the staging site, to accommodate
enhanced needs brought on by an ever-increasing demand on North Fork roadways.
The Village of Greenport would ultimately want the site to be developed into a
transportation hub for the North Fork. It is understood that this undertaking. would
require support from many governmental and quasi-governmental agencies.
To that end, the Village of Greenport and the Southold Transportation Commission
thereby call the following to meetings, to start a dialogue on the issues outlined above:
