HomeMy WebLinkAboutLP-05/24/2016 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 24, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough Lillian Ball Anne Murray Doris McGreevy Members Absent: John Sepenoski, Chairman Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Tim Caufield, Peconic Land Trust Vice President Holly Sanford, Peconic Land Trust Program Manager Commencement:  The meeting began 7:05 p.m. with four LPC members present. Committee Minutes and Administration:  Acceptance of LPC meeting minutes from May 10, 2016 MOTION made by Sam McCullough, seconded by Lillian Ball, to adopt the 5/10/2016 LPC meeting minutes. Motion carried: 4/0 Land Preservation Applications and Inquiries:  SCTM #1000-14.-2-29.2, 29.3 & 29.4 and 19.-2-2, 3 & 12.2 (PAPPAS / VASILAS - ORIENT EAST LLC, ORIENT WEST LLC, ORIENT POINT LLC) PDR Application: Purchase offer update and request for extension Land Preservation Coordinator Melissa Spiro went over her notes from her meeting with attorney Patricia Moore in regard to the pending purchase offer. MOTION made by Sam McCullough, seconded by Anne Murray, to grant a thirty (30) day extension until July 6, 2016 for landowners to respond to purchase offer. Motion carried: 4/0  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR Application: Appraisal review \[executive session\] Land Preservation Coordinator Melissa Spiro presented project details and appraisal. EXECUTIVE SESSION. The LPC members entered into Appraisal and potential purchase offer discussed. Review will continue. END OFEXECUTIVE SESSION  SCTM #1000-107.-10-8 (MILL LANE TWO, LLC) PDR Application: Appraisal review \[executive session\] Land Preservation Coordinator Melissa Spiro described ¾ acre drainage area recommended by Town Engineer and potential funding for same. LPC members asked for additional information. EXECUTIVE SESSION. The LPC members entered into Appraisal and potential purchase offer discussed. Review will continue. END OFEXECUTIVE SESSION  SCTM #1000-35.-2-1, 11, 12 & 17.1 (ISLAND’S END / KING properties) Update as to status from PLT Holly Sanford and Tim Caufield from Peconic Land Trust gave LPC members handout PLT prepared with overview of properties and update regarding meetings they have had in regard to potential options to preserve golf course and land with shareholders, State, County, Supervisor Russell, and Peconic Landing (adjacent landowner). Applications & Inquiries for Uses or Structures on Preserved Property  SCTM #1000-63.-1-1.5 (CLIFF CORNELL PROPERTY fka George Conway property) Town PDR: Review Planning Board referral regarding Amended Site Plan LPC reviewed referral from Planning Board for proposed Agricultural Equipment Storage building addition. MOTION made by Sam McCullough, seconded by Lillian Ball, that the proposed Agricultural Equipment Storage building addition to be located within the Town PDR Easement Area (SCTM #1000-63.-1-1.5) is consistent with the purposes and other terms and conditions of the recorded easement. Motion carried: 4/0  SCTM #1000-63.-1-25.4 (PECONIC LAND TRUST fka Charnews) Town PDR: Review Ag Structure Request LPC reviewed request for storage shed to be located within area subject to Easement. The proposed location is not within one of the two (2) designated Agricultural Structures Areas. LPC took no action at this time as Tim Caufield discussed potential options with LPC and asked for review to be postponed while PLT reviews potential options. Stewardship and Management: None General Land Preservation Items:  CPF UPDATE re: FARMLAND AND OPEN SPACE ELIGIBLE LIST This agenda item was postponed for a future meeting.  COUNTY REQUEST FOR FARMLAND LIST Melissa Spiro noted that she and John Sepenoski are working on a draft list to send to the County. The list has not been completed. Next Regular Meeting:  Tuesday, June 7, 2016 LPC meeting is canceled. The  The next regular LPC meeting will be discussed via e-mail.
