maintenance costs of the facility. The user fee was established at 2 cents per
gallon and was put into effect on July 14, 1986. The fee previously charged
for disposal at the Cutchogue Landfill for no treatment was 1 cent per gallon.
The "Southold Scavenger Waste Disposal Law" was based on the guidelines
of USEPA/NYSDEC and was adopted by Town Board resolution on July 30,
1985.
The law requires the following permits and application fees to be filed
with the Town of Southold: •
1. Septic or Cesspool Construction, Alteration and Modification Permit:
Residential - $ 10. 00 per occurrance per premise
Non-Residential - $ 25. 00 per occurrance per premise
2. Septic or Cesspool Operation Permit:
Residential - $ 10. 00 per homeowner per premise
Non-Residential - $ 25. 00 per owner per premise
The Construction, Alteration, and Modification Permit will be required for
any new or existing construction work to be conducted on septic tanks and/or
cesspools. The Operation Permit will be required for each newly constructed
premise. In addition the Operation Permit will be required at the time existing
premises are pumped out of septic tank or cesspool scavenger waste.
The frequency of pumping scavenger waste for all premises •within the
District has been established at a minimum of 1 pumpout per 3 years. The
frequency is based on the guidelines of USEPA/NYSDEC and is to eliminate
public health hazards and the contamination of groundwater within the Town.
The Town has negotiated with USEPA/NYSDEC to provide for the premises
owner to apply for a waiver for the pumpout frequency. Each premises
applying for a waiver will be judged on an individual basis and the judgment
of the Town Sanitation Inspector will be final.
The sanitation inspector will evaluate the- existing soil conditions,
groundwater conditions, occupancy, frequency of use, past violations and
other criteria in determining whether to issue the pumpout waiter to the
individual premise. -
A federally funded 1 year operator assistance program and monitoring/lab
testing - program is_ currently being conducted at the Scavenger Waste"
Treatment Facility.

SCAVENGER WASTE TREATMENT FACILITY
The Town of Southold began receiving scavenger waste on a full scale
basis at the treatment facility located on Moores Lane, Greenport on June 26,
1986.
Scavenger waste, waste pumped from cesspools and septic tanks, presents
a major treatment problem because of its extremely high strength, which can
be 20-25 times stronger than typical sewage. The standard practice for the
disposal of scavenger waste in the past was to dump the untreated waste into
unlined lagoons at the Cutchogue Landfill. Southold, like other East End
towns, has been directed by the New York State Department of Environmental
Conservation (NYSDEC) to end this practice of_ scavenger waste disposal. The
leaching of pollutants from these landfills poses a threat to public and private
water supply wells.
The treatment facility, designed by consulting engineer Holzmacher,
McLendon & Murrell, P.C. is among the first such facilities in the United
States designed to treat scavenger waste. The new plant employs biological and
chemical processes to treat the waste. The pretreated effluent is then
discharged to the adjacent Village of Greenport Sewage Treatment Plant for
further treatment prior to final disposal to Long Island Sound.
The total project cost of $2,469,459.00, including construction,
engineering, inspection, contract administration and legal fees qualified for 85%
funding by the United States Environmental Protection Agency (U$EPA) . In
addition, State funding for the project totaled 7.5% resulting in the total
project Federal/State funding- of 92.5% or _$2,284, 24940, The remaining _local _ ___
share of 7. 5% or $185,210.00 is provided by the Town of Southold. The design
of the- project, which utilizes "innovative and alternative" technology qualified
the project for an additional 10% Federal funding.
In order to qualify for the federal funding that, paid for the plant the
Town is required to establish the Southold Wastewater Disposal District. The
Wastewater Disposal District was established by a Town Board resolution on
February 15, 1983. The Wastewater Disposal District guidelines established by
USEPA/NYSDEC required that the--Town .establish the "Southold Scavenger
Waste Disposal Law" and to set a user -fee to cover _ the operation and
