HomeMy WebLinkAboutLP-05/10/2016 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 10, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Sam McCullough Lillian Ball Anne Murray Doris McGreevy Members Absent: Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Tim Caufield, Peconic Land Trust Vice President Holly Sanford, Peconic Land Trust Program Manager Welcome:  THE LPC MEMBERS WELCOMEDDORIS McGREEVY as the newest member of the Land Preservation Committee, having been appointed by the Southold Town Board (Resolution 2016-459 adopted May 3, 2016) to serve as a member of the Land Preservation Committee for a term to expire on March 31, 2018. Commencement:  The meeting began 7:03 p.m. with five LPC members present. Committee Minutes and Administration:  Acceptance of LPC meeting minutes from April 12, 2016 MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 4/12/2016 LPC meeting minutes. Motion carried: 4/0 (Doris McGreevey did not vote as she was not on the LPC until 5/3/2016) Land Preservation Applications and Inquiries:  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR Application: Appraisal review \[executive session\] Land Preservation Coordinator Melissa Spiro presented project details and appraisal. EXECUTIVE SESSION. The LPC members entered into Appraisal discussed. Review of preservation options will continue. No action taken at this time. END OFEXECUTIVE SESSION  SCTM #1000-107.-10-8 (MILL LANE TWO, LLC) PDR Application: Appraisal review \[executive session\] Land Preservation Coordinator Melissa Spiro presented project details and appraisal. EXECUTIVE SESSION. The LPC members entered into Appraisal discussed. Review of preservation options will continue. No action taken at this time. END OFEXECUTIVE SESSION  SCTM #1000-73.-1-1 and 73.-2-4 (THE VINES) PDR Application: Review status of purchase contract \[executive session\] EXECUTIVE SESSION. The LPC members entered into Land Preservation Coordinator Melissa Spiro gave status of purchase contract. LPC attorney, Mary C. Wilson, has received contract/easement from landowner’s legal representation who has requested extensive revisions. Mary has explained that the Town cannot accept such extensive revisions. LPC agreed. END OFEXECUTIVE SESSION  SCTM #1000-108.-2-7.1 (STEELE) PDR Application: Review new application Land Preservation Coordinator Melissa Spiro presented new PDR application for the Steele property. Landowners’ are requesting a reserved area around the existing residential home and accessory uses. Solar panels mounted on concrete slab, for residential use, will need to be included within the reserved area. MOTION made by Sam McCullough, seconded by Anne Murray, to direct Land Preservation Coordinator Melissa Spiro to commission an appraisal of the Steele property (SCTM #1000-108.-2- 7.1) for the potential purchase of a farmland development rights easement. Motion carried: 5/0  SCTM #1000-83.-1-11 & 12 (ALIANO) Open Space Application: Review new application Fee title to the Aliano properties bordering Long Island Sound have been offered to the Town. Discussions included applicant’s expected purchase price, the extent of coastal erosion hazard area, possible benefits to owning the property in regard to road end improvements, and the potential buildability of the lot. MOTION made by Lillian Ball, seconded by Anne Murray, to direct Land Preservation Coordinator to bring the Aliano LPC application to the Town Board’s attention. If Town Board approves moving forward with this application, then Melissa directed to commission an appraisal to determine market value of the property and potential for Town’s purchase of the property for open space purposes. Motion carried: 4/0/1 (Doris McGreevy abstained from vote) Applications & Inquiries for Uses or Structures on Preserved Property  SCTM #1000-18.-6-14.9 (EZAIR FARM f/k/a LATHAM FARMS) Property subject to Town PDR Update re: Status Land Preservation Coordinator Melissa Spiro received an e-mail on April 29, 2016 from Robert Connelly representing Brett Loving who had applied for an LPC Use Review Request on Town PDR Lands for his “Walk of Life” Earthworks project stating that Brett decided to restore the land to the way it was. Stewardship and Management: None General Land Preservation Items: None Next Regular Meeting:  Tuesday, May 24, 2016. The next regular meeting will be on  Tuesday, June 7, 2016 LPC meeting is canceled. The Adjournment:  The meeting was adjourned at 8:50 p.m. by the five attending LPC members.
