WHEREAS, Article 14 of the General Municipal Law and Article 14 of the Town Law, authorize a Town Board by resolution, subject to a permissive referendum, to establish, construct, equip, maintain and operate I for such town an airport or landing field for the use of aeroplanes and other aircraft and to lease real property for such purpose, and WHEREAS, the owners of the airport located at Mattituck, in the Town of Southold have offered to lease the landing field at said airport to the Town of Southold for the purpose of establishing an airport or landing field for the Town of Southold, and WHEREAS, the Town Board deems it in the public interest than an airport or landing field be established in the Town of Southold, I NOW, THEREFORE, BE IT RESOLVED, by the Town Board of the Town of Southold as follows: Section 1. The Town Board does hereby determine to establish, II construct, equip, maintain and operate for the Town of Southold an airport II or landing field for the use of aeroplanes and other aircraft. II Section 2, The site for such airport or landing field which is hereby II approved shall be at Mattituck, in the Town of Southold, generally bounded II and described as follows: BEGINNING at a monument at the northwesterly corner of land of Donald Hildeshein; said point of beginning being about 150 feet westerly along said land of Hildeshein from Marratooka Road; from said point of beginning running along said land of Hildeshein and along land of John Tandy, South 0 degrees 10 minutes 30 seconds West about 455 feet to a monument at the southwesterly corner of said land of Tandy and the northwesterly corner of land of Audioun; thence through land of J. Parker Wickham and across the highway known as "Park Avenue", South 0 degrees 10 minutes 30 seconds West about 1835 feet to a monument on the southerly line of said "Park Avenue" at the northwesterly corner of land of McKenna; thence still through said land of J. Parker Wickham, South 0 degrees 10 minutes 30 seconds West about 650 feet to ordinary high water mark -V e • • of Great Peconic Bay; thence southwesterly along said high water mark about 157 feet to a point 150 feet westerly from the last described point measured at right angles thereto; thence through said land of J. Parker Wickham, eight courses as follows:- ;(1) North 0 degrees 10 minutes 30 seconds East, about 2860 feet; thence (2) North 61 degrees 45 minutes West about 587 feet; thence (3) partly along the easterly edge of the concrete slab under the gas pumps, North 4 degrees West about 175 feet to the southerly side of an existing building; thence (4) Along said southerly side of said building and the direct extension easterly thereof, North 85 degrees East about 185 feet to a wire fence; thence (5) partly along said fence, South 13 degrees East about 133 feet; thence (6) Parallel to and 150 feet northeasterly from course (2) hereinabove described measured at right angles to said course, South 61 degrees 45'minutes East about 358 feet to a point in the direct extension northerly of course (1) hereinabove described; thence (7) At right angles to course (6) hereinabove described, North 28 degrees 15 minutes East about 50 feet; thence ,(8) South 61 degrees 45 minutes East about 143 feet to the point of beginning. section 3. Supervisor of the Town of Southold is hereby authorized and directed to lease for such purpose, the real property herein- above above described, provided, however, that the terms and conditions of said I lease shall be approved by this Board. This resolution shall take effect immediately and shall be subject to a permissive referendum© • • • I _ • AIRPORT COMMITTEE REPORT 1 March 1979 INTRODUCTION Supervisor Martocchia at the Town Board meeting on June 6 , 1978 appointed Councilman Drum to form a committee "to determine the cost to lease or purchase land. If a purchase is involved, the loss of income from taxes, the cost to the town , cost of a building and staffing and equipping an airport to make it operational" . ' The committee formed is comprised of the following members : Franklin Bear, President, North Fork Environmental Council Henry Drum, Committee Chairman. Councilman Henry Raynor, Vice Chairman, Planning Board David Spohn, Airline Pilot . FEDERAL AIRPORT ELIGIBILITY REQUIREMENTS A valid Dart of the national system of airports . Contribute to improvements of the national system. Provide a benefit commensurate with the cost of the item. FUNDING Federal Airport and Airway Development Act of 1970 as amended through July 12, 1976 provides for a National Airport System Plan. The plan includes all types of air- port development eligible for federal aid and terminal area development considered necessary to provide for the efficient accomodation of persons and goods at public airports and the conduct of functions in operational support of the airport. The United States share of any approved airport development project submitted shall be 80 per centum of the allowable project costs in the case of grants from funds for fiscal years 1979 and 1980. FAA anticipates that airport development funds will be provided in sub- sequent years . New York State will normally fund 15 per centum of a federal approved airport development project. Funding includes development for planning purposes of information and guidance to determine the extent, type, 1 and nature of development needed at a specific airport. It may include the preparation of an airport layout plan and feasibility studies . The Federal Aviation Administration Airports District Office at Valley Stream, New York has included estimated funds in its long range (5 - 10 yrs. ) airport budget for this area (Figure 1) . Although identified as Mattituck Airport in the budget it would apply to Southold Town. Privately owned airports are not eligible for federal funds unless under a 20 year minimum lease. The District Office advised that a feasibility study would be the first step in obtaining airport funding. However , at present the Tri-State Regional Planning Comm- ission is undertaking a general aviation study in the entire County of Suffolk. To qualify for federal funds the need for an airport must be identified in this study. The Tri-State Commission has advised (Figure 2) that our area will be included in the study. (Estimated duration 12 to 15 months. ) The impact of Suffolk County Airport on the area will be included. Although only a portion of Southold Town is within the primary service area (30 minute drive) 2 ;(Figure 3) of the County Airport; an improved county facility with emphasis on general aviation. Once the Tri-State Commission has identified an airport need in Southold Town then sponsor and Federal Aviation Administration (FAA) consult regarding scope and content of project. An Engineering Agreement and Environmental Assessment Report is required. F I GURE 3 , ' • AIRPORT PLANNING AND COST DEVELOPMENT AIRCRAFT IN TOWNSHIP: In year 1978 there were 11 registered aircraft owners in Southold Town (Figure 4) . Currently based at Mattituck Airport are 16 aircraft of which five are temporary or out of town owned. As previously shown in Figure 1, the FAA estimated an increase of three aircraft within the next five years . FAA also reports a current estimated total of 16, 000 operations in 1978. An operation is a take off or landing. This , of course, is based on utiliza- tion of the Mattituck Airport facility. It is expected a largert day/night facility would increase the number of aircraft within the town, although some of the aircraft would remain at Mattituck zsirport. AIRPORT DEVELOPMENT COST: Many factors were considered in developing the esti- mated cost. In land acquisition, the location, topograhy, utility availability, approach protection, community proximity, and future development potential were all considered. 1 The Airport Development Aid Program eligibility list (Figure 5) provided an excellent check list of items to consider as well as items fundable by FAA. _ In development of land requirements, as recommended by FAA ,the role of the airport five years hence was- first considered. The airport would serve a multi-purpose role and generally would be identified as a Basic Utility - Stage II airport (Figure 6) , defined as an airport to accomodate about 95 per cent of propeller airplanes under 12 , 500 pounds . Primarily intended to serve medium size population communi- ties with the diversity of usage and potential for increased aviation activities. Clearance requirements over traverse ways, (Figure 7) and runway clear zone dimensions, (Figure 8) were also included in establishing land requirements . A Basic Utility Stage II Airport with a primary runway of 2500-3500 feet in length and a secondary runway (80% of primary) will require approximately 80 acres, provided the parcel is of optimum dimensions . However, in Southold Town few optimum parcels exist and therefore a parcel as large as 2 100 acres may be needed to meet requirements. At a cost of $6000 per acre, the land cost would range between $480, 000 and $600, 000. Annual Cost Items : (1) Building and land maintenance and snow removal. (2) Aviation liability insurance. Additional Possible Cost : (1) Remove LILCO obstructions. (2) Open bay hanger ($12 sq. ft. ) Above construction costs are based on the Trans Plan Inc. study being conducted on the development of alternatives for the Suffolk County Airport. * Ineligible for Federal Funds . However, in leasing land suitable for an airport for a minimum of three years with an option to buy, the rental cost is estimated at $100 per acre. Total Annual Rental Cost - $8, 000 - $10, 000. To prepare, seed and care for one year prior to use, land suitable for a sod landing strip with tie-down area would require approximately 8 acres at a preparation cost of $1000 per acre. Total One Time Cost - $8, 000. , Temporary runway lighting can be obtained for $2 , 000. This would not include the cost of bringing power into the airport site. Additional Annual Cost Items : (1) Land maintenance and snow removal. (2) Aviation liability insurance. The removal of obstructions , i. e. power lines , fences, buildings and construction of access road are possible addit- ional costs . - In leasing the town airport to an operator the cost of all above items would normally be a town obligation. r SUMMARY FUNDING Federal Aviation Administration (FAA) share of an approved airport project, based on compliance with Airport and Airway Development Act of 1970, is 80 per centum of allowable project cost through FY80. New York State normally funds 15 per centum of total costs approved in projects . Prerequisite to FAA "Scope and Project Consultation" is identification of area airport needs designated by Tri- State Regional Planning Commission study now pending. Airport project cannot be approved without a public hearing for purpose of considering the economic, social and environmental effect of an airport location In 1978 Southold Town had 11 aircraft registered aircraft owners.
