Patricia Butler '- `'s Town of Southold Architectural Review Committee Minutes 3:00p.m., April 23,2015 Town Hall Annex Executive Board Room Members Present: Elizabeth Thompson,Chairperson; Ron McGreevy;Nicholas Planamento;Stephen Geraci; Patricia Butler;Heather Lanza,Planning Director;Elizabeth Cantrell,Secretary The minutes for the March 19,2015 meeting were approved. Introduction: All applicants will give a presentation consisting of drawings, exterior materials samples and other information required by the Planning Department to the Committee. The Committee will ask questions and make suggestions as part of a general discussion with each applicant. Final recommendations from the ARC will be presented to-the-Planning Board in the-ARC-Meeting - - - Minutes,and be made part of the Planning file for that application. The Planning Board will consider these recommendations,together with all comments from other agencies,and provide the applicant with a comprehensive written list of its requested revisions. Amended Site Plan: • LUCAS FORD SCTM#:1000-59-3-32.1 Howard Lucas,owner and his architect presented the amended site plan for a proposed 80'x115' (9,200sq.ft.) service area addition and alterations to the existing 80'x150' (12,000sq.ft.) car dealership with 189 parking stalls on 4.1 acres in the General Business (B) Zoning District, Southold. The Committee reviewed the proposed project and is Disapproving the application as submitted for the following reasons: • The building is out of context with the local area/environment. • The building is conceptually inappropriate • All four (4) facades should relate to one another. • There is a lack of human scale. • The Committee recommends the applicant review the Southold Stakeholders Study,the Planning Department's Architectural Review Committee Site Plan Application - 1 - Supplement which is contained within the site plan application, the Chase Bank site plan on Route 25 in Mattituck, and the Mullen Motors amended site plan on Route 25 in Southold. Motion made and seconded. All in favor. New Application: • OLDE COLONIAL PLACE,LLC SCTM#1000-140-2-21 Edward Broidy,owner and Alex M. Gimpelman,P.E.,Project Engineer presented the application for the proposed demolition of existing 21/2 story dwelling and construct a 60'x93' (5,580sq.ft.) multi-use 5-unit commercial building (no basement), and 21 parking stalls on 0.5 acres in the Hamlet Business Zoning District,Mattituck. The Committee reviewed the proposed project and is Tabling the application as submitted for the following reasons: • What the applicant submitted for the review is incomplete at this time. • Building plans and elevation do not match. • A more detailed elevation plan is requested to be submitted. • • A roof plan depicting all rooftop equipment with dimensions is requested to be submitted. • A more detailed landscaping plan is requested to be submitted. • The rendering of the front of the buildings needs to depict the actual proposed structures • More detail is requested on the front scape. • The Committee recommends awnings along the front of the buildings. • A softer treatment of the three sides of the building which should be integrated with the front facade (e.g. side finishes matching front). • Articulation of the sides and rear facades. • The Committee recommends windows (fake or real), along the eastern façade. • The Committee recommends the applicant review the Mattituck Stakeholders Study, and the Planning Department's Architectural Review Committee Site Plan Application Supplement which is contained within the site plan application.
