The minutes for the April 23,2015 meeting were approved.
Introduction:
All applicants will give a presentation consisting of drawings, exterior materials samples and
other information required by the Planning Department to the Committee. The Committee will
ask questions and make suggestions as part of a general discussion with each applicant. Final
recommendations from the ARC will be presented to the Planning Board in the ARC Meeting
Minutes,and be made part of the Planning file for that application. The Planning Board will
consider these recommendations,together with all comments from other agencies,and provide
the applicant with a comprehensive written list of its requested revisions.
New Applications:
• EASTERN FRONT MICROBREWERY SCTM#:1000-141-3-34
Brian Cummings,Town Planner presented the site plan for a proposed conversion of an existing
70'x31' (2,170sq.ft.) storage building into a microbrewery, and 312sq.ft. retail space including five
(5) parking stalls on 0.3 acres in the Light Industrial Zoning District,Mattituck.
The Committee reviewed the proposed project and is Approving the application as submitted
with the following recommendations:
The use of indigenous plants in lieu of the proposed plantings.
Propose a cross-access agreement with the abutting property in order to push parking
further to the outer southwest corner of the property so that the green space can be
increased by the building entrances.
Motion made and seconded.

Patricia C. Moore, Esq. presented the proposal to convert an existing 1,096sq.ft. dwelling into a
business office and construct a 64'x40' (2,560sq.ft.) four bay storage garage pursuant to ZBA File
#6818 on 20,419sq.ft. (0.47 acres) in the General Business (B) Zoning District,Peconic.
The Committee reviewed the proposed project and is Approving the application as submitted
pending submission of the siding and roof materials and color of the proposed storage garage.
Motion made and seconded.
All in favor.
Tabled Application:
• OLDE COLONIAL PLACE,LLC SCTM# 1000-140-2-21
Edward Broidy,owner (engineer not present) presented the application for the proposed
demolition of existing 21 story dwelling and construct a 60'x93' (5,580sq.ft.) multi-use 5-unit
commercial building (no basement), and 21 parking stalls on 0.5 acres in the Hamlet Business
Zoning District,Mattituck.
Joseph Lee has recused himself from the review of this application. The Committee first
reviewed the proposed project on April 23,2015 and a motion was made to Table the
application with the request that more information be submitted. The Committee is currently
reviewing a revised site plan dated April 30,2015, a letter from Town Planner Brian Cummings
to the applicant's Engineer Alex Gimpelman,P.E. dated May 8,2015, and a letter from Mr.
Broidy to the Planning Dept. regarding the Architectural Review's recommendations and
requests dated May 18,2015 which are attached.
The Committee is recommending the following be added or modified to the proposed site plan
that was last revised on April 30,2015:
1. A roof plan depicting all rooftop equipment(air conditioning, exhaust fans,roof hood,
etc.),with dimensions is requested to be submitted as it is still not depicted on the
revised plans. All proposed equipment should be screened from site-lines from Pike
Street and Love Lane. (**The Committee also is recommending that the property owner
provide rooftop screening to the mechanical equipment on his other property"Olde
Colonial Place," located on the west side of this property.)
2. Elevations submitted on May 21,2015 do not accurately depict the proposed lighting for
the proposed buildings.
3. Along the front,the planting of five (5) Sycamore trees at 20' on-center along the 80'
frontage.
4. The recommendation of the use of other indigenous tree species other than Sycamore,
along the side and rear of property.
5. The Committee approves of the choice of using Hardy Plank Lapsiding with Color Plus
Technology color collection.
6. The Committee approves of the choice of using the Glen-Grey thin-brick colors options
except for the Fall Grey Velour,S56 Oyster Grey,S76 Dark Brown,W30 Cream White, or
the Trevanion HMOS.
• 7. The recommendation for canvas awnings along the front elevation for each storefront to
enhance the store frontage, and provide shade.

8. The windows added to the side elevation should have sills and detailing similar to front
elevation.The front cornice should wrap around all 4 sides of the building.
• 9. It is recommended that the property owner review the Mattituck Stakeholders Study
and the Planning Department's Architectural Review Committee Site Plan Application
Supplement which is contained within the Site Plan Application.
After reviewing the April 30,2015 proposed site plan,the Committee has additional
recommendations for the applicant:
1. Reversing the two exterior store tenants so that the proposed restaurant is located on the
west side in order to be next to an existing restaurant and away from the residential
property on the east side.
2. Increase the landscaping area by at least 9% in order to meet Town Code requirements.
3. The proposed parking lot layout seems problematic. Move the dumpster from the east
side to the west side of proposed parking lot for easier vehicle maneuverability.
4. The addition of three trees to be planted along the east side of the driveway along the
property line at 30' on-center directly opposite the proposed building to aid in screening
for the abutting residential property.
5. Recommend a cross-access easement with the neighbor to the west in order to have one
entrance and one exit for the two buildings.
The Committee is Tabling this application as submitted today with the stipulation that the
applicant returns to the Architectural Review Committee with the requested information.

I am writing as a follow-up to the Work Session held on May 4, 2015 where the Planning
Board reviewed the April 23, 2015 Architectural Review Committee (ARC) Minutes with
regard to your Site Plan Application and supported the recommendations as issued.
Please submit the following directly to the Planning Department:
1. Provide building plans that are consistent with the building elevation.The submitted
building plan does not match with the submitted building elevation.
2. Provide more detailed drawn to scale building elevations.
3. Provide a roof plan depicting all rooftop equipment with accurate location and
dimensions; roof should provide visual screening of any rooftop equipment.
4. Provide a detailed proposed Landscaping Plan including plant materials&sizes,as
well as lighting locations & specifications;
5. Provide a rendering of the front of the buildings that accurately depicts the proposed
structure.
6. Provide more detail on the front scape including material samples and colors; show
lighting.

7. Provide awnings along the fronts of the individual units.
8. Provide a softer treatment of the three sides of the building, integrated with the front
façade(e.g. side scale &finishes to match front); minimize visual discord between
the 4 building elevations.
9. Provide windows (fake or real) along the eastern façade.
10.It is recommended that you review the Mattituck Stakeholders Study and the
Planning Department's Architectural Review Committee Site Plan Application
Supplement which is contained within the Site Plan Application.

Once all of the items above have been submitted to this department, the materials will
be referred to the ARC to be reviewed and scheduled for their next available meeting.

Dear Chairman Wilcenski,
This letter is in response to your letter of May 15, 2015 and a follow up to our letter of
May 12, 2015 which was in response to the Planning Board letter dated May 8, 2015.
This letter reflects all the requirements made by the Planning Board in their May 8th
letter.
1. We are providing building rendering that is consistent with the building
-•—® elevation, see enclosed.
2. We are providing more detailed drawn to scale building elevations, including
front scape, see enclosed.
3. There will be no equipment on the roof.
4. A detailed proposed Lighting Plan has been submitted with original site plan to
Planning Board, enclosed are additional 4 revised copies for the plantings as
per your request.
5. A rendering of the front of the buildings that accurately depicts the proposed
structure, with one door in end store as requested at Architectural Review
Board enclosed.
6. Additional detail of the front scope on new rendering. Enclosed are samples
of Hardie Board to pick from, samples of bricks to pick from, samples of
concrete paint to pick from. We will accept your choice of colors.
7. We are leaving this awning option open for individual tenants to decide.
8. We will use a concrete paint that you pick from the samples enclosed for a
softer treatment of the three sides of the building.
9. We will provide a real window on the east side of building and west side of
building and a fake window on the east side as per your request.
10.This review has been done by Dunn Engineers of Westhampton Beach.
