Historic Preservation Commission Minutes
3:00 p.m., January 19, 2016
Town Hall Annex Executive Board Room

Call to Order:
The meeting was called to order at 3:00 p.m. by Vice-Chair Anne
Surchin.
Approval of Minutes:
The minutes of December 15, 2015 were approved unanimously,
with one change suggested by Commissioner Webb, on a motion by Commissioner
Parker, and a second by Commissioner Webb.
Chairman’s Comments
There were no comments.
Pre-Submission Conference
John Feldmann, 525 New Suffolk Road, Cutchogue
owner of property at(SCTM#
1000-102.-6-10.1), discussed proposed additions and alterations to an existing single
family dwelling on a landmarked property.
Mr. Feldman presented the commission with architectural drawings of a proposed
o
addition on the north side of the existing structure. Among the concerns of
commissioner were the size of the windows in relation to the windows on the
existing façade as well as the look of the new proposed chimney and how it
relates to the existing chimneys.
In the case of the windows, Mr. Feldman explained that he made the windows
o
larger because the addition included a master bedroom and, by state code, the
windows need to meet egress requirements.
Using the Residential Code of New York State (2010), Administrative Assistant
o
Damon Rallis found that the windows could in fact be small, matching the
existing windows on the front façade and still meet code for egress.
Commissioners told Mr. Feldman that they would like to see the new windows
o
match as close in size as possible to the existing windows on the front façade.
Of the new chimney, Commissioner Parker noted that it should duplicate both in
o
“look” and in “detail” the existing chimney on the structure.
Commissioner Webb asked the applicant whether or not he considered
o
constructing the addition on the back of the structure, rather than on the side, to
avoid altering the façade.
Mr. Feldman explained that a rear addition had been considered but he had
o
determined that it would ruin the extensive landscaping that he had done since
purchasing the home and it was also determined that a rear addition would block
the sunlight that the house now receives through the back.
Commissioner Surchin questioned the shape of the attic venting in the addition
o
and suggested that they be more triangular.
Mr. Feldman said he would go back to his architect to discuss the changes ahead
o
of the public hearing.
There was a lengthy discussion regarding the next meeting date, which would be
o
the public hearing (February 16, 2016). There was concern that both Chairman
Garretson and Commissioner Grathwohl would not be in attendance at that
meeting. Commissioner Feiler and Commissioner Webb both explained that they
would be away and be unable to attend the meeting. Based on that information,
Mr. Feldman was advised that the February meeting could be canceled and the
public hearing would be pushed off to March 16.
Commissioner Surchin expressed the importance of having as many members as
o
possible at the public hearing.
Mr. Feldman said that he understood but hoped that the meeting would not be
o
cancelled as he did not want to delay the project.
Administrative Assistant Rallis assured Mr. Feldman that he would contact him as
o
soon as he knew the upcoming meeting schedule.
Pre-Submission Conference
Mark Kaffaga John Currin, 745 King
(contractor) on behalf ofowner of property at
Street, Orient
(SCTM# 1000-26.-1-32.1). “As built” alterations to the façade of an
existing single family dwelling on a landmarked property in the Orient Historic District.
Mr. Kaffaga confirmed that major work had been done to the above referenced
o
property without required approvals from the Southold Town Historic
Preservation Commission and explained that he did not know that a review was
required.
It was confirmed that the clapboard siding had been removed from the front of the
o
structure and replaced with cedar shingles, that a window on the front of the
building had been moved, and that a new gutter system had been installed. All
without the benefit of approval from the HPC.
Mr. Kaffaga said that the owner did not want to change the siding back to
o
clapboard but that they were aware that the commission may require them to do
so.
He explained that the gutters were installed to deal with runoff problems on the
o
property and that they were designed to match the gutters on Poquatuck Hall.
Commissioners said that they were uncomfortable making any suggestions on the
o
project, short of bringing it back to what it looked like before the work was done,
with two of the commissioners absent, particularly the chairman and said they
would discuss the issue further at the next meeting.
Commissioner Parker asked that Mr. Kaffaga, in the meantime, go back to the
o
owner and ask them to consider putting the clapboard back.
After Mr. Kaffaga left the discussion continued and Commissioner Webb
o
reinforced the need to educate the public regarding the responsibilities of those
owning landmarked buildings in the Town of Southold.
Because the property had a building permit issued for interior renovations that did
o
not need HPC approval, it was suggested that the building department put a note
on such permits regarding the need for review from the HPC if any work was
going to alter the façade of the building.
Administrative Assistant Rallis said that the building department would begin
o
doing that immediately.
Old Business
Bertault Barn
There was another brief discussion about the progress of the Bertault Barn project
o
in Orient and some concerns that neighbors had over the project. It was again
determined that the project was moving forward as per both the HPC approval
and the building permit.
Status of Memo to Town Attorney
Administrative Assistant Rallis explained that the town attorney had still not
o
responded to the December memo asking for clarification of facades and rights of
way. Commissioner Surchin agreed to contact the town attorney’s office to
inquire about the status of the response.
New Business
Commission Roadmap
Commissioners reviewed a list of goals created by Commissioners Harper and
o
Webb and discussed how they could be achieved by the proposed target dates. A
copy of those goals will be made part of the permanent record upon approval of
these minutes.
Unitarian Universalist Church Property
Commissioner Surchin discussed a meeting she had with representatives from the
o
UU Church regarding their plan to rebuild on the site of the former church which
is in the Southold Historic District. She reported that she outlined the process and
procedures as it relates to HPC approvals.
February Meeting
Administrative Assistant Rallis announced that he would not be in attendance at
o
the February meeting because he would be in Manhattan for required code
training.
Based on that information and earlier discussions, the commission decided that it
o
would be best to cancel the February meeting upon approval from the Chairman.
Meeting Adjourned
The meeting was adjourned unanimously on a motion by Commissioner Webb and a
second by Commissioner Harper.
