Present were: Peter Young, Chairman Keith McCamy, Member Jack McGreevy, Member John Stein, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary Absent: Doug Hardy, Member Peter Meeker, Member CALL TO ORDER The meeting was called to order at 4:35PM by Chairman Peter Young. NEW BUSINESS Jack McGreevy attended the regular meeting of the Board of Trustees held on Wed., March 23, 2016. Jack reported that the Board is now addressing specifics of each application, which include the CAC recommendations, however, they are not reading the recommendation in their entirety, without being reminded. Chairman Peter Young met with Supervisor Russell regarding personnel issues and the composition of the CAC, as well as the implementation of plan to change the mission. 2 Resumes (2) were distributed for review in preparation for future interviews. Councilman Jim Dinizio indicated that the interviews will be conducted by the Town Board and the CAC Chairman. Peter Young questioned the need to inspect all applications before the Board of Trustees. He will follow-up with the Town Attorney. Peter conducted research on Conservation Advisory Councils and provided the council members with back-up materials for their review. APPROVAL OF MINUTES Moved by John Stein, seconded by Keith McCamy, to Approve the Minutes of March 16, 2016. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of MILDRED PASCUCCI to construct a single- family dwelling with associated water supply, sewage disposal system, and driveway; construct a new deck, swimming pool, ramp, stairway and landing; and to clear a 10' wide path through the existing vegetation along the easterly side of the subject property to facilitate access for the well driller to install a test well required by the SCDHS Office of Wastewater Management. Located: Northwest corner of Harbor Road and King Street, Orient. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of RICHARD GLUCKMAN for a 10- Maintenance Permit to mitigate/remove non-native invasive plant species and preserve native plants, increase non-disturbance, non-fertilization barrier by 50' and increase area to remain in natural state by 10' at south side of property. Located: 4760 Orchard St., Orient. SCTM#27-3-7.2 Inspected by: Peter Young Vote of Council: Ayes: All Motion Carried . 3 Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of RICHARD & LISA ISRAEL to demolish a single-family dwelling, carport, porch and sanitary system and replace with a new two- story dwelling with basement, new foundation, new septic system and drywells for roof run-off. The existing setback is 61' from the bulkhead to dwelling and the proposed dwelling setback is 66' with the patio at grade. Located: 685 Osprey Nest Rd., East Marion. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by John Stein, it was RESOLVED to SUPPORT the application of DOMELUCA II, LLC to demolish and remove existing dwelling, swimming pool, and deck located less than 100' from wetlands; construct new, 2,130 sf. one-story, single-family dwelling with attached covered deck and pavilion, 20'X 84' swimming pool, 25'X 36' deck, and 53' X 56' basketball court, all located more than 100' from wetlands and 100' or more from top of bluff; replace existing sanitary system located less than 100' from top of bluff with new sanitary system located more than 100' from top of bluff; and install new drinking water well and 4' pool enclosure fencing. MOONEY to remove 120' of existing bulkhead and 51' of existing concrete block retaining wall. Construct 171' of new bulkhead in-place. Provide 10' wide non-turf buffer landward of bulkhead. Located: 575 Pine Place, East Marion. SCTM#37-4-16 Inspected by: Peter Young Vote of Council: Ayes: All Motion Carried 4 Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to NOT SUPPORT the application of GEORGE KATSAMANIS to remove vegetation and trees of varying calipers from top of bank to proposed bulkhead. Remove existing wood walkway from end of concrete walkway to proposed bulkhead location. Construct 138' bulkhead with (2) 15' returns for a total of 168' at 10.2' elevation. Fill landward of new bulkhead to grade with clean sand and plant 10' wide non-turf buffer from bulkhead landward. Construct 3.6' wide by approx. 10' in length bluestone walkway from end of concrete walkway to bulkhead. Construct wood staircase from bulkhead to remaining walkway. Located: 1025 Gull Pond Lane, Greenport. SCTM#35-4-28.40 Inspected by: Peter Young The CAC does Not Support hardening of the shoreline in this area and recommends stabilizing the bank by cutting back the slope, re-grading, and planting native species. In addition, the CAC has a concern with the size of the existing 6'X 65' floating dock. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of JASON SCHMIDT to construct a 21 sf. addition to the existing seasonal cottage, lift cottage to FEMA flood plain requirements and install new concrete footings. Located: 65490 Route 25, Greenport. BONTJE to construct a second-story addition over the existing footprint/reconstructed foundation of the one-story structure on site and a second-story addition to the north side of the house. Reconfigure the existing wood patio, walkways, outdoor shower, shed and driveway. Proposed driveway will be smaller than currently on site, closer to the street, and largely pervious gravel with a street apron. Portion of the house, block landing will be drained to a drywell proposed on the northwestern corner. Redeveloped property will have added storm water controls and will be property maintained. Install 16 If. vinyl bulkhead returns on both east and west side of bulkhead. Install a total of 3-6' tall vinyl retaining wall terraces landward of proposed bulkhead to stabilize bluff. Supply and install a total of 750 cy. of clean sand fill to re-nourish existing bluff and to be vegetated with native plantings such as Bayberry and beach grass. Remove existing timber deck at top of bluff and install 4' wide stairway down bluff to replace lost during previous storms consisting of a 4'X 4' platform, 4'X 32' steps, 4'X 4' landing, 4'X 5' steps, 4'X 4' landing, 4'X 18' steps, 4'X 8' landing and 4'X 8' steps to beach. Located: 20205 Soundview Ave., Southold. SCTM#51-4-7 Inspected by: John Stein, Keith McCamy The CAC does Not Support the application based on the following: • Concern with the 17'X 13' deck hanging over the top of bluff; • Concern with the location of the existing well; and • Stairs at the base of the stairs should be retractable/removable. The CAC Supports the re-vegetation plan with reservations due to past rulings and inspections by the CAC. All work will be above the mean high water line and avoiding disruption of existing vegetated wetlands in area. All work will be completed in accordance with NYSDEC Consent Order No. 15AF37. Located: 1165 Haywaters Road, Cutchogue. Vote of Council: Ayes:All 7 Motion Carried ROBERT & NOREEN FISHER to demolish and remove existing one-story dwelling and construct new two-story dwelling with attached garage, covered porches, decks and stairs; remove and replace existing 1,212 sf. swimming pool deck with 1,105 sf on-grade masonry patio located 5' farther from top of bluff; remove existing septic system located less than 100' from top of bluff and install new sanitary system located more than 100' from top of bluff; install drainage system of leaders, gutters and drywells; install backwash drywell for existing swimming pool to remain; modify/extend existing pool enclosure fencing; install masonry walkway on south side of dwelling; relocate existing public water service line; and establish a 10' wide non-turf buffer adjacent to top of bluff. Located: 2530 Vanston Rd., Cutchogue. SCTM#111-5-3 The CAC did not make an inspection, therefore no recommendation was made. Moved by Jack McGreevy, seconded by John Stein, it was RESOLVED to SUPPORT the application of ANDREA PARKS for the as-built, existing stairs to beach consisting of 4.7'X 3.6' platform, 15.6'X 2.7' stairs, 3'X 3' platform, 1.7'X 2.7' stairs, 4.4'X 3' platform, 2.8'X 13.4' stairs, 4'X 9.7' platform, 2.8'X 15.4' stairs, 4'X 18.9' platform and 3'X 6.3' stairs.'All support structures consist of treated lumber and un- treated decking. Located: 3995 Nassau Point Rd., Cutchogue. SCTM#111-9-5.1&5.2 Inspected by: Peter Young The CAC Supports the application with the Condition the stairs at the base are retractable/removable. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of MICHAEL CONFUSIONE to construct a fixed treated wood dock at 50' in length and 4' in width with ThruFlow composite decking. Install 3' wide metal hinged ramp spanning 20' to treated wood floating dock, 6'X 20' with composite wood decking. Fixed dock pilings to be 6" dia. @ 5' on center, pilings for _ floating dock to be 8"-12" dia. and remove existing wood pilings within property line. Overall length of fixed dock, ramp and floating dock to be 90'. Located: 1605 Westview Dr., Mattituck. SCTM#107-7=9 Inspected by: Peter Young Vote of Council: Ayes: All Motion Carried 8 FISHERS ISLAND MARINA, LLC to dredge 9,350 cy. of sandy silt over 70,500 sf. with clamshell bucket for open water disposal; construct 36' of 7' wide main pier extension and seven 30'X 4' fixed finger piers with associated support tie-off and fender piles. Install 228 If. of 8' wide main float with eighteen 20'X 3' wide finger floats, 216 If of 8' wide main floats thirteen 20'X 3' finger floats, two 20'X 4' finger floats, two 13'X 42' and one 19'X 42' dry- sail floats, all with associated ramps, restraint piles and tie-off/fender piles and reconstruct or replace and existing 12'X 20' dinghy float. Add a new 475 sf. float for the "Sea Stretcher" access. Repair or rebuild an existing 350 sf. wood launch ramp and dredge an access way to the sailing dock for dredge access 850 cy. over 11,000 sf. waterward of the apparent high water line. Install a small boat crane landward of the apparent high water line. Located: Central Ave., Southwest corner of West Harbor, Fishers Island The CAC did not make an inspection, therefore no recommendation was made. DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND A WETLAND AND COASTAL EROSION PERMIT MICHAEL C. DiLEONE to Amend Wetland Permit#4771 to replace the existing 60' bulkhead in-place. Located: 940 Tarpon Drive, Southold. SCTM#57-1-10 The CAC did not make an inspection, therefore no recommendation was made. THE BOATYARD AT FOUNDERS LANDING, INC. to Amend Wetland Permit#8666 to alter the overall length of the four fixed finger piers on the northwest side of the property. The permitted two 3'X 18' fingers and two 3'X 20' finger piers to be extended to 3'X 30'. The additional length will enable the integration of a ramped section to adjust to the elevation difference between the bulkhead and fixed pier. Located: 2700 Hobart Rd., Southold. SCTM#64-3-10&11 The CAC did not make an inspection, therefore no recommendation was made. Moved by Jack McGreevy, seconded by John Stein, it was RESOLVED to NOT SUPPORT the application of KUHL FAMILY TRUST to Amend Wetland Permit#8644 to reflect the addition of a 4'X 6' platform adjacent to the bulkhead along with relocating the aluminum ramp and floating dock 6' to the south. Located: 1790 North Bayview Rd., Southold. SCTM#70-12-38.1 Inspected by: Jack McGreevy The CAC does Not Support the application consistent with the report from June 2015: • 9 The CAC does not Support the application because the current structure is sited on public property and has destroyed/removed the natural marshland that is apparent in the area. The CAC suggests an alternative way in protecting the shoreline. Vote of Council: Ayes: All Motion Carried John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., April 20, 2016 at 5:30PM. The next meeting of the Conservation Advisory Council has been set for Wed., May 11, 2016 at 4:30PM to be held at Down's Farm Preserve.
