HomeMy WebLinkAboutLP-03/29/2016 APPROVED LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 29, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Peggy Dickerson Sam McCullough Anne Murray Members Absent: Lillian Ball Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Tim Caufield, Peconic Land Trust Vice President Holly Sanford, Peconic Land Trust Program Manager Commencement:  The meeting began at 7:02 p.m. with four LPC members present. Committee Minutes and Administration: None Land Preservation Applications and Inquiries:  SCTM #1000-59.-3-28.5 (PINDAR VINEYARDS, LLC, Southold) PDR Application: Review applicant’s inquiry re: purchase offer \[executive session\] Land Preservation Coordinator Melissa Spiro presented LPC offer letter to landowners, Alex Damianos and Althea Conroy of Pindar Vineyards, LLC at a meeting held in her office on March 23, 2016. Landowners have been given 30 days to respond to offer. EXECUTIVE SESSION. The LPC members entered into MOTION made by Sam McCullough, seconded by Peggy Dickerson, to allow Land Preservation Coordinator Melissa Spiro to direct appraiser to re-evaluate the Pindar Vineyards, LLC appraisal as a crop neutral appraisal report that values just the farmland. Motion carried: 4/0  SCTM #1000-14.-2-29.2, 29.3 & 29.4 and 19.-2-2, 3 & 12.2 (ORIENT POINT LLC a/k/a Papas/Vasilas) PDR Application: Appraisal review and purchase offer determination \[executive session\] Melissa received appraisal which was discussed but no action taken. Appraisal will be discussed in further detail at 4/12/2016 LPC meeting. END OF EXECUTIVE SESSION  SCTM #1000-95.-1-7.2 and 95.-1-8.3 (BIG BING LLC and LITTLE BING LLC) PDR application: Review new application LPC favorable to concept plan shown; however, errors were noted in conservation subdivision calculations that when re-calculated may lead to change in concept plan. LPC will continue review upon receipt of revised information.  SCTM #1000-100.-3-12 (KRUPSKI, Walter) PDR Inquiry: Property for sale; review inquiry Land Preservation Coordinator directed to discuss this matter with Town Board if an LPC application is received on the subject property. Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items:  FARMLAND PROTECTION IMPLEMENTATION GRANT PROGRAM, ROUND 14 Request for Proposals Land Preservation Coordinator Melissa Spiro discussed pros & cons of potential grant projects. Grant proposals are due by June 13, 2016.  PEGGY DICKERSON – LPC TERM EXPIRATION 3/31/2016 LPC member Peggy Dickerson whose term is expiring on 3/31/2016 gave a heartfelt speech in which she read an excerpt from The News-Review – November 17, 1983 article entitled “On Open Spaces” written by her father, the late Paul Stoutenburgh. LPC wished Peggy well in her future endeavors. Next Regular Meeting:  Tuesday, April 12, 2016.
