Russell No Action Lost 2016-417 CATEGORY: Support/Non-Support Resolution DEPARTMENT: Town Attorney Letter of Support for Bank-Qualified Bonds WHEREAS , in 1986 the federal government created Bank-qualified bonds were created in 1986 to encourage banks to invest in tax-exempt bonds from smaller, less-frequent municipal bond issuers, and to provide municipalities with access to the lower cost borrowing that they need in order to provide services and invest in schools, roads, bridges and other projects, and WHEREAS , under the current program governments issuing $10 million or less in bonds per calendar year can designate those bonds as bank-qualified, which allows them to by-pass the traditional underwriting system and sell their tax-exempt bonds directly to local banks and thereby significantly lowering their debt issuance costs, and WHEREAS adjusted to account for the rise in inflation or the increase in the cost of labor and materials associated with most public infrastructure projects, and WHEREAS , in 2015 legislation was introduced in the House of Representatives (HR 2229) that would increase th WHEREAS , increasing the cap to $30 million would not only bring the program into the modern age but would also enable governments to increase the amount of bank-qualified bonds they can issue and realize corresponding cost savings, therefore, be it RESOLVED , the Town Board of the Town of Southold hereby announces its support for the passage of the House of Representative bill that would increase the limit Bank-qualified bonds from $10 million to $30 million, and be it further RESOLVED , the Town Board of the Town of Southold hereby authorizes and directs Supervisor Scott A. Russell to send a letter with a copy of this resolution to Congressman Lee Zeldin requesting that Congressman Zeldin support and co-sponsor this legislation.
