On Gmll Pen~, most ef the resident yachtsmen have followed the ~ractiee ef using the eastern side ef %he pen~ (directly in front of emr properties) for passage to and from the inlet te ~ardiner's Bay. Aware ef this, I sn~ ether residents om She eastern side have moored e~r beats toward the middle of the pendrather tham close to our bulkheads se a~ me~ te obstruct the right ef way. I feel that a ~6 feet dock extending into this accustomed right of way would ¢onstiSmte a navigational hazard. Since all ef the 130 feet frontage ef the Israel property is bmlkheaded, with deep water along its entire length sufficient to accommodate any beat able to negotiate the inlet te Gull Pond, I de net feel that a condition ef hardship exists.
