Russell SUPERVISOR RUSSELL: Please rise and join in the Pledge of Allegiance to the Flag. Thank you. Would anybody like to address the Town Board on any of the agenda items? Robert E. Dunn, Peconie ROBERT DLTNN: Robert Dunn, Peconic. Inaudible. The second one is involved in the same situation, that's requiring that they can cause a local referendum to approve (inaudible). SUPERVISOR RUSSELL: It's a permissive referendum, yes. COIJNCILMAN RULAND: It means they can do it and if they get a qualified petition of voters, then they would have to hold a referendum. That's what a permissive referendum is. MR. DUNN: Okay. COLTNCILMAN RULAND: In other words, it's just... MR. DLINN: Doesn't mean they have to, it just means.... Southold Town Board Regular Meeting March 8, 2016 page 4 COLJNCILMAN RULAND: They put it out for notice, alright, and the Board can act, subject to permissive referendum. There's I believe a 30 day period there where someone can come in with a petition with the requisite number of signatures and that will force a referendum. MR. DUNN: Inaudible. Supervisor Russell SUPERVISOR RUSSELL: They don't need it, the state legislatures like to see it prior, in other words, they don't want to advocate for passage of a Senate or an Assembly bill unless the local municipalities are saying, yes, we want this. Unless it's a mandate, then they can completely ignore us. Would anybody else like to comment on any of the agenda items? (No response) V. Genevieve�Voessner GENEVIEVE WOESSNER: My name is Genevieve Woessner, I live in Mattituck. Have lived there all my life and I heard a rumor and I am not sure if it is true, that's why I am here. I tried to find Bill but he is pretty elusive in Mattituck, so I haven't been able to run into him. So I decided when I heard this meeting was here today, I would ask all of you. There has been a rumor that I have been told that somebody, a department, is considering removing the traffic light at 48 and Cox Neck and putting a round-about in there. Is that actually something that is or maybe I have asked the wrong people? SUPERVISOR RUSSELL: Just to explain, actually the original proposal for that area was a big round-about, years ago. MS. WOESSNER: Okay. SUPERVISOR RUSSELL: It is costly, the county would be paying for it, the county doesn't have the money to pay for it and they certainly don't have the interest in investing in the Town of Southold, clearly. So what they did instead of the round-about was to put the lights up. That was the solution. Someday, somehow the county may revisit that issue but I seriously doubt it. It would involve taking land in and around that area, so they have the space for it, including the Adamowicz farm. You know, whether the county would ever, I just don't think you are going to see it, you know, in my lifetime. MS.
