The validity of this permit is or may be subject to the approval of other governmental or municipal authorities. The Town accepts no responsibility in applying for or obtaining such approval. In the event tha~ SUCh approval is necessary, the holder of this permit shall not commence operations here- unoer until such approval has been obtained in writing. The failure to obtain such other approval when required shall subiect this permit to immediate revocation by the Trustees upon receipt by the Trustees- of written notice from such other governmental or municipal authorities of its refusal or disapproval. The applicant does by the acceptance of this permit, assume all responsibility for operations under- taken pursuant to this permit, and shall take all precautions for the prevention of in.'uries to persons and property resulting from such operations. RESOLVED to recommend to the Southold Town Trustees disapproval of the Wetland Application No. 634 of David Metz to construct a 150± 1.f. stone revetment (50-100 1.b.) generally above SHW and extendin§ from'.top of bank seaward 6±' and construction of an open wood deck on south side of existing house. (Maximum dimensions of deck will be 43'6" x 16'6". The Council recommends disapproval because it feels the area would be better served with a bulkhead. A stone revetment would cause more damage. RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 636 of Andrew and Bernice Lettieri to build an elevated catwalk over fringe of marsh and install an offshore mooring pipe. The Council recommends disapproval because it feels the proposed project is not practical. There is not enough space and therefore would create a dangerous situation. the length of the groin and .filled with ~and. The Council suggests only one groin may perform better. The groin should be of a low profile and fill with sand. The photographs you submitted do not indicate that there is a bulkhead undermining problem at this site or that there is potential for a problem. The stone riprap at the bulkhead base appears to be both trapping sand and preventing the scouring of the bulkhead's toe. Please provide further justification for placing two 30' groins at this location. .What are the ~unual ercsion rates at this site? Is the purpose of this project to build up the beach or to prevent undermining of the bulkhead? What effect on downdrift beaches will these groins have in terms of erosion potential? It appears that the most likely reason for the narrow beach along this shoreline is the presence of the vertical face bulkhead, which serves to aggraVate erosion problems via the reflection of waves due to storms, boat wakes, ete. Inspection has revealed that groins will not function effectively at this location. The dominant direction of littoral drift along the stretch of shoreline is wesn to east. A single long (50' - 75' in length) groin west of the applicants prcperty seems to be trapping all the available drift material and preventing it from reaching the beach of the Holmans' and their adjacent neighbors to the east. The absence of littoral drift is evident from the lack of beach that exists an high tide on any property from the Holmans' eastward, including Barbato. The only beach in the area that zs expcsed at high tide is located ~00' to 700' west of the applicants property, on the updrift side of the long groin. We feel that the lack of significant sediment transport at this location makes the installation of two groins on the Holman property unreasonable and unnecessary. We object to the project as proposed for the above mentioned reasons. Construction of groins at this location is unreasonable and unnecessary and, as such, agaznst the standard of permit issuance of the Tidal Wetlands Land Use Regulations (6NYCRR Part 66I.]0b(iii)). The grcins will also result in the unnecessary and useless expense to the applicant. If the applicant desires more protection for her property, we suggest placing additional armor stone an the toe of the bulkhead. This stone will deflect wave energy and reduce toe scouring.
