HomeMy WebLinkAboutLP-03/01/2016 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 1, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Sam McCullough Peggy Dickerson Eric Keil Members Absent: Lillian Ball Anne Murray Maureen Cullinane Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Tim Caufield, PLT Vice President Commencement:  The meeting began at 6:59 p.m. with four LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from January 12, 2016. MOTION made by Sam McCullough, seconded by Eric Keil, to accept the 1/12/2016 LPC meeting minutes. Motion carried: 4/0  HOLD - Acceptance of LPC meeting minutes from February 16, 2016. No quorum of 2/16/2016 LPC attending members. Chairman Sepenoski requested revision to 2/16/2016 LPC meeting minutes to quote purpose of “New Rules as of 2/16/2016” document. Land Preservation Applications and Inquiries:  SCTM #1000-59.-3-28.5 (PINDAR VINEYARDS, LLC - Southold Property) PDR Application: Appraisal review and purchase offer determination \[executive session\] EXECUTIVE SESSION. The LPC members entered into Appraisal reviewed. MOTION made by Sam McCullough, seconded by Eric Keil, to direct Land Preservation Coordinator Melissa Spiro to extend an offer to Pindar Vineyards, LLC for the purchase of a development rights easement on a part of the property identified as SCTM #1000-59.-3-28.5 at a cost per buildable acre as supported by the appraisal. Town’s appraisal report may be shared with landowner. Offer is subject to Melissa meeting with Town Board and Town Board wanting to pursue preservation as presented. Motion carried: 4/0  SCTM #1000-14.-2-29.2, 29.3 & 29.4 and 19.-2-2, 3 & 12.2 (ORIENT POINT LLC a/k/a Papas/Vasilas) PDR Application: Appraisal review and purchase offer determination \[executive session\] TENTATIVE agenda item HOLD until next LPC meeting. END OF EXECUTIVE SESSION  SCTM #1000-78.-1-10.21 (KWASNESKI ESTATE) Open Space Application: Review new application LPC favorable to accepting land donation of SCTM #1000-78.-1-10.21 from Kwasneski heirs subject to Melissa meeting with Town Board and Town Board wanting to pursue preservation as presented. Applications & Inquiries for Uses or Structures on Preserved Property  SCTM #1000-102.-4-6.1 (NORTH FORK VITICULTURAL SERVICES, LLC) Request for Agricultural Structure: Review for compliance LPC members reviewed landowner’s request for agricultural structure placement on land subject to a Town development rights easement along with materials submitted with the application. Due to the fact that the “Home in Phase 2” is not proposed within the area subject to Easement, the did not Committee review the “Home in Phase 2.” In addition, the proposed “Garage w/ Office not Above” was reviewed or approved, as this part of the structure is not part of the current application since the adjacent lot has not been purchased or merged with the subject property. The Committee’s review consisted of review of the “L” shaped Agricultural Barn building (estimated from floor plan as being a building of approximately 96±‘ x 47’ and 41’x 40’) and the separate Pump House structure (16’ x 20’) shown as including the following uses proposed for agricultural purposes:  Equipment Storage.  Workshop w/ Small Bath  Pump House: Chemical Storage, Fuel Storage & Irrigation System Shed The Land Preservation Committee members concluded their review and found that the agricultural uses described above, shown as located within the “L” shaped Barn building and the Pump House, are agricultural uses consistent with the purposes and other terms and conditions of the recorded easement. Letter with LPC findings will be sent to landowner with copies to Building Dept and Planning Board. Stewardship and Management: None General Land Preservation Items:  COUNTY FARMLAND PRESERVATION PROGRAM Land Preservation Department has been made aware that County will be accepting applications in March 2016 for review and acceptance into County Farmland Preservation Program and that funding is available.  COMMUNITY PRESERVATION PLAN 2016 UPDATE Land Preservation Coordinator Melissa Spiro is working on update to the Community Preservation Project Plan in anticipation of November 2016 referendum for the CPF extension. Town Board will address water quality improvement aspect of the Plan. Next Regular Meeting:  Tuesday, March 15, 2016 The next regular meeting will be on Adjournment:  The meeting was adjourned at 8:13 p.m. by the four attending LPC members.
