A meeting of the Southold Town Conservation Advisory Council was held Wed., February
10, 2016 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:40PM by Acting-Chairman Peter Meeker.
REPORTS
Jack McGreevy attended the Board of Trustees meeting held on January 20, 2016. The
Alexandrou and Shoenfeld applications were postponed and the Flaherty application was
approved with compliments to the CAC by the marine contractor. Jack stated that the
CAC doesn't get the opportunity to travel to Fishers Island often enough to review the
applications.
NEW BUSINESS
Peter Meeker attend the LI Water Contamination and Conceptual Draft Scope Meeting on
February 2"d. He brought back reading materials if anyone is interested.

Jack McGreevy submitted a draft letter for review regarding the Mission Statement of the
CAC.
APPROVAL OF MINUTES
Moved by John Stein, seconded by Keith McCamy, to Approve the Minutes of January 13,
2016.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS .
Moved by Keith McCamy, seconded by Peter Meeker, it was
RESOLVED to NOT SUPPORT the application of NEIL & LORI KEARNS to remove and
replace the existing wooden portion of the bluff stairway below intact portion of historically
existing concrete stairway (to remain) with a new 3'X 31' elevated timber bluff stairway,
consisting of a 4'X 4' platform, 3'X 19' steps, 4'X 8' platform, 5'X 6' landing and 3'X 12'
steps to beach; remove existing concrete debris from beach; construct along eroding toe
of bluff approx. 99 If. of stone revetment, including +1-12' easterly return, consisting of
approx.. 3 to 5 ton stone placed over 50 to 100lb. core stone and filter cloth; and restore
bluff face by constructing terrace retaining walls and placing approx. 284 cy. of sand
renourishment (including approx. 234 cy. of on-site material excavated from toe of bluff for
revetment installation and approx. 50 cy. of clean sand to be trucked in from an approved
upland source) to be vegetated with native plantings.

The CAC does Not Support the application based on the following:
The Trustees have established a pattern of approvals for this area and the CAC cannot
support this application because of the vehement disapproval of the consultant and
engineering plans of hardening the bluff from bottom to top. Three (3) applications for
shoreline stabilization have been approved in this area within the last five (5) years-and
are being used as a precedent by the consultant to cause continuous hardening and
interruptions of littoral sand flow, and like a domino effect, the neighbors will suffer from
continuous erosion problems as a result of these projects.
Chapter 111-Coastal Erosion Hazard Areas, prohibits mining or excavation from bottom to
tops of bluffs for major projects. The application lacks details regarding the 234 cy. of
sand being extricated from the lower bluff face to support;the top off bluff.
A more comprehensive erosion plan should be required due to the sensitivity of the area
and not by a piecemeal approach.

• RESOLVED to SUPPORT the application of 355 LAKE DRIVE LLC to construct a 6'X 20'
floating dock, 32"X 12' aluminum ramp and 2-10" piles.

RESOLVED to SUPPORT the application of THE ESTATE OF HARRIET E. GAMPER to
construct approx. 184 If. of vinyl bulkhead in place of existing timber bulkhead and backfill
with approx. 25 cy. of clean sand fill to be trucked in from an approved upland source;
remove existing 5'X 22.5' wood ramp and install a 3'X 26' aluminum ramp to existing
dock; and construct a new +/-16' section of vinyl bulkhead within 14" of existing concrete
wall/boat house foundation wall.

RESOLVED to SUPPORT the application of SAMUEL SINGER to install a pervious
gravel driveway to new residence; construct a two-story dwelling with stone patio;
detached garage; new sanitary system; and new docking facility consisting of a 4'X 197'
elevated catwalk, 3.5'X 20' ramp and 6'X 20' floating dock.

The CAC Supports the application with the Condition the docking facility does not extend
out more than 1/3 across the width of the creek.

RESOLVED to SUPPORT the application of ROBERT SERLING to construct a two-story
addition to the existing residence. Proposed 708 sf. first-floor living area, 240 sf. garage,
282 sf. porch/screened porch and 774 sf. second-floor addition with 236 sf. balcony.

porch.

RESOLVED to SUPPORT the application of JOHN & KORI ESTRADA for the partial
demolition of southeast section of existing structure. Renovate the interior and exterior of
existing structure. Install new windows, exterior doors, siding and roof. Construct two-story
addition on easterly side. Construct deck and steps, pool and hot tub.

RESOLVED to SUPPORT the application of FIRM FOUNDATIONS PARTNERS, LLC to
remove the existing dock and reconstruct a new dock in the same location consisting of
the following: 4'X 16' platform, 4'X 52' steps/ramp-way, 4'X 72' catwalk, 3'X 15' hinged
ramp, and 6'X 20' floating dock secured by 8" pilings. All top decking located'over
vegetated tidal wetlands to be light penetrable. -

The CAC Supports the application with Thru-Flow decking on the existing structure due to
the heavy vegetation underneath the dock. The CAC questions whether"light penetrable
decking" is an acceptable material for top decking.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND A
WETLAND AND COASTAL EROSION PERMIT
Moved by John Stein, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of CARRIE TINTLE to Amend Wetland Permit
#1680 to extend the catwalk out 32' to deeper water.

The CAC Supports the application with the Condition the docking facility does not interfere
with navigation, doesn't exceed 1/3 across the width of the creek, and does not extend
further out than the neighboring docks.

Motion Carried
WILLEM KOOYKER & JUDITH ANN CORRENTE to Amend Wetland Permit#7375 and
Wetland Permit#7375C to construct and install a hinged ramp and wood pile and timber
ramp landing affixed to the existing pier, all seaward of the mean low water line.
Located: East End Rd., Fishers Island. SCTM#3-1-5
The CAC did not make an inspection, therefore no recommendation was made.
John Stein will attend the next regular meeting of the Board of Trustees scheduled for
Wed., February 17, 2016 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., March 16,
2016 at 4:30 PM to be held at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:00PM.
