HomeMy WebLinkAboutLP-01/12/2016 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, January 12, 2016 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Peggy Dickerson Sam McCullough Eric Keil Lillian Ball Members Absent: Anne Murray Maureen Cullinane Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Tim Caufield, PLT Vice President Commencement:  The meeting began at 7:06 p.m. with four LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from November 24, 2015. MOTION made by Sam McCullough, seconded by Lillian Ball, to accept the 11/24/2015 LPC meeting minutes. Motion carried: 4/0/1 (LPC Chairman John Sepenoski abstained as he was not present for the 11/24/2015 LPC meeting. Land Preservation Applications and Inquiries:  Project Status Updates \[executive session where applicable\] EXECUTIVE SESSION. The LPC members entered into Land Preservation Coordinator Melissa Spiro presented status updates on new and pending projects. END OF EXECUTIVE SESSION  SCTM #1000-35.-2-1, 11, 12, 17.1 (ISLANDS END GOLF) PLT update re: PLT work agreement with Islands End Tim Caufield of Peconic Land Trust, Inc. gave a project update of Islands End Golf since PLT has been hired by the landowners to explore options for preservation and the intent to keep the 120 acres as a viable public golf course. PLT intends to do a full assessment of options. PLT has reached out to the Town Supervisor. Land is currently four tax parcels, two being owned by the King Trust and two by Islands End Golf. Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management:  STEWARDSHIP UPDATE FROM MELISSA SPIRO Town Owned Open Space (SILL PROPERTY – Pipes Cove area) o A working group formed of Land Preservation Coordinator Melissa Spiro, John Sepenoski, DPW Director Jeff Standish, DPW Jim McMahon, Town Engineers – Michael Collins and Jamie Richter, have met regarding the Sill residential home. The group also met with the Town Board to consider options. For now, it was decided to winterize the home, install a security gate, and perform daily monitoring of the property. Group will meet and present scenarios/cost estimates to the Town Board on or before May 2016. Chairman John Sepenoski suggested during the clean-up of the Sill property, that clean-up occur simultaneously on the Pekunka (Town Open Space) and Ciacia (County Open Space) properties.  EASEMENT MONITORING BY LPC MEMBER SAM McCULLOUGH SCTM #1000-94.-2-2.2 (Berkman) o LPC member Sam McCullough reported that the McBrides who are leasing the Berkman farmland have brought the irrigation fixed fuel tank into compliance with Suffolk County Health Department regulations. SCTM #1000-94.-4-2 (Rowehl) o SCTM #1000-100.-2-6.3 (Rowehl) o No easement violations were noted on any of the above and letters were sent out to landowners. General Land Preservation Items:  NRCS AGRICULTURAL CONSERVATION EASEMENT PROGRAM Grant proposal due by February 3, 2016. No current projects meet the criteria for the grant.  FINANCIAL UPDATE \[executive session where applicable\] EXECUTIVE SESSION. The LPC members entered into Land Preservation Coordinator Melissa Spiro presented LPC with latest financial update. She also showed charts and graphs she created using CPF income and statistics from the years 2007-2015 and asked for suggested comments for improving its presentation. END OF EXECUTIVE SESSION  2015 YEAR END AND 2016 PROJECTS Land Preservation Coordinator Melissa Spiro presented draft of 2015 Year End Report that will be finalized once December CPF revenue is available, and then submitted to the Supervisor. 2016 projects were discussed.  REQUEST FOR OPEN SPACE LIST Melissa mentioned that an open space “wish list” was requested from Legislator Al Krupski’s office in regard to a meeting he had with Carrie Meek Gallagher from NYS DEC. Melissa will follow-up. Addition to Agenda:  Wildlife Specialist Position DPW Director Jeff Standish requested LPC’s comments and input as to job description for a Wildlife Specialist. Councilman Bob Ghosio informed LPC that this would be a part-time position focusing on deer management with the hopes that duties could be expanded upon in the future. LPC favorable to the concept of the creation of this position but unclear at this point as to what information was needed from the Land Preservation Committee.
