Tax Roil: Ralph Heffernan & Wf Unoccupied, seasonal Upon receipt of a request for a Pre-Existing Certificate of Occupancy from Donald A. Pirkl, Attorney, I made an inspection of this one story framed dwelling. I picked up key from Paul Heffernan and began this investigation at approximately 11:30 A.M. The building consists of two bedrooms, a full bathroom, living-dining room, kitchen, and an enclosed porch on south end of building. Building is constructed on wood posts that rest on cement footings. The following violations of The Housing Code, Chapter 52, Town of Southold, New York, were found: Enclosed Porch, south wall bearing roof rafter~-tails, wall has horizontal and vertical deformation (bulge). Original studs were cut and upper portion removed for storm window installation. Replacement studs were not continuous from plate to shoe. Article III, Section 52-30 A. Kitchen, gas cooking range, no shut-off valve at unit. Article V, Section 52-52 B.2. - loose and broken plaster board on ceiling. Article III, Section 52-32 C. Bathroom, electric hot water heater, no pressure relief valve. Article V, Section 52-53 1.1. Electrical hook-up, two wire pigtail with plug, source of electric, wall outlet, no ground. Article V, Section 52-56 A.1. Foundation - cement footings on west side of building, three on north end, and two footings on east side, one each side of steps. Footings shifting, heaving, creating unlevel bearing for supporting posts, one post partially off footing. Article III, Section 52-30 A.B.C. There were no accessory structures on property.
