Revision adopted by the Town Board on June 29th, 2010 by resolution 2010-475. Revision adopted by the Town Board on April 7th, 2015 by resolution 2015-317. Revision adopted by the Town Board on February 23rd, 2016 by resolution 2016-234. Proposed uses of these three properties included the establishment of nature preserves, passive recreational areas with trails and limited parking for access purposes. The Ships Dr parcel was obtained via a tax deed for open space purposes. The Zoumas Brigantine Dr parcel, which is surrounded by the Zoumas N Bayview Rd parcel, was obtained for use as a natural shallow recharge area. Prohibited Activities All activities not related to the purposes of the property acquisitions are prohibited. Town Approval of Activities No activities related to the purposes of the property acquisitions are allowed on the properties without the explicit approval of the Town Board except for the activities listed in the Allowed Activities section below. Throughout the properties Participation in the General Activities outlined below with Department of Public Works approval. B. Forestbrook, Zoumas & Hurtado properties only Deer hunting per the Town's Deer Management Program. C. Forestbrook property only Horseback riding providing it remains consistent with passive recreation and subject to the following conditions: • Access allowed only from February through September outside of the Town's Deer Management Program period • No organized events • No sporting uses such as racing, horse jumping, steeplechases, hunts • Maximum of six horses allowed at one time • No parking outside of the designated parking area on North Bayview Rd Ext • Usage does not cause any significant impacts to the natural open space values of the property • Usage does not create the need for significant additional maintenance of the property beyond what is typically required at Town open space properties • The Town reserves the right to suspend access to the property for horseback riding should any issues develop that the Town deems warrants such suspension. Section II General Activities Inventories of the properties including flora, fauna, trails, trash, archaeological features, structures and any other aspects provided that conducting such inventories does not alter or damage the properties. Invasive species control and removal provided an invasive species plan using Best Management Practices is approved and followed. The invasive species plan will be updated, expanded and amended as needed based on monitoring of the property for the extent of invasive species present. Clean up of man made trash provided such clean up does not damage the properties. Stewardship Management Plan for the Town's Hog's Neck Properties Page 2 of 6 Section III Infrastructure Posting of Town Open Space, No Hunting and Deer Management program signs on any of the properties. Maintenance of the residential right of way to the Shellfisher Preserve subdivision over the Hurtado property as depicted in Appendix 2 by the Shellfisher Preserve homeowner's association as per the subdivision approval. Routine maintenance of the natural shallow recharge area and the drainage pipe from Clipper Dr. On the Forestbrook property the following signage is allowed: entrance sign, trail head kiosk, safety signs, rules/regulations signs and directional trail signs. A natural surface parking area is allowed on the Forestbrook property at the trail head located on North Bayview Rd Ext and may be maintained as needed. If necessary a guard rail may be installed to prevent vehicles from accessing the property beyond the parking area. The trails on the Forestbrook property as depicted in Appendix 3 shall be maintained as the official trail system. The trails shall be maintained so that they are approximately 8 feet wide and 10 feet high, passable for horseback riding with vegetation not to exceed six inches in height. As needed the trails may be mowed and trimmed, fallen branches/trees that block or partially block the trail may be removed, sections of the trails that have been damaged may be restored and leveled using soil or wood chips, areas of the trails subject to becoming wet and muddy may be covered with a layer of wood chips or clean fill. Wood chips may also be used to reduce or eliminate the need for regular mowing of the trails. Trail maintenance will be kept to the minimum necessary to maintain the trails in a condition that allows the public to use the trails safely. The trails on the Forestbrook property or any sections thereof may be closed to the public should any unsafe conditions exist; for the purposes of protecting native flora and fauna or for the Town's Deer Management Program.
