Telephone: 631 765-1938 Of LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Donald Wilcenski, Chair Town of Southold Planning Board From: Mark Terry, Principal Planner LWRP Coordinator Date: April 1, 2015 Re: Proposed Site Plan Olde Colonial Place, LLC SCTM#1000-140-2-21 Zoning District- HB This Site Plan Application is to demolish an existing 2 1/2 story dwelling and construct a 60' x 93' (5,580 sq. ft.) multi-use 5-unit commercial building (no basement) and 21 parking stalls on 0.5 acres in the Hamlet Business Zoning District, Mattituck. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, the proposed action is CONSISTENT with the LWRP, provided that the below recommendations are considered/required in the site plan approval. Policy 1. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. The longstanding planning goals of the Town of Southold "reflect the interest in preserving and enhancing the natural and built environment and providing opportunities for a level of growth and expansion of the economic base that is compatible with the existing scale of development, availability of water, existing sensitive environment of the Town and its historic heritage"(Town of Southold Planning Board, 1985, p3). The future pattern of land use proposed in the "Master Plan Update" encouraged residential development to locate in and around existing hamlets "in order to preserve and enhance the historic and cultural centers of the community, to support existing commercial centers, to provide locations for moderately priced housing and to encourage efficient and effective provision of community facilities and services" (Town of Southold Planning Board, 1985, p6) and for commercial development to locate in hamlet centers (LWRP) Since adoption of the LWRP in 2005 the ability to locate the mixed use developments in Hamlet Centers has been thwarted by small lots and Suffolk County Department of Health Services regulations on sanitary flow. The Town has created incentives to promote the integration of moderate income housing with the establishment of a sanitary flow bank to allow for the development on parcels where the sanitary flow calculations are deficient. It is recommended to further the above policy that the Planning Board encourage the integration of moderate income housing (in this case apartment(s)) over commercial uses in the Hamlet Center through participation in the Town's program. The following is also recommended: 1. Maintain the "street wall" with the commercial building located to the west on SCTM# 140.-2-20. 2. To minimize impacts from the proposed commercial use to the residential use located to the east, relocate the dumpster from the eastern property line to the western property line. 3. To design for future commercial development on the property to the east it is recommended that the Board consider: a. The extension of the brick pavers to the eastern property line to continue pedestrian cues. b. Designate a future cross access easement against the eastern property line. To further Policy 3, Enhance visual quality and protect scenic resources throughout the Town of Southold. A. Minimize introduction of structural design components (including utility lines, lighting, signage and fencing) which would be discordant with existing natural scenic components and character; E. Preserve existing vegetation and establish new indigenous vegetation to enhance scenic quality: 1. Preserve existing vegetation which contributes to the scenic quality of the landscape. Retain the trees in the rear of the parcel integrating them into the site plan parking (figure 1). 4. Restore or add indigenous vegetative cover that presents a natural appearance.
